Abstract

Di dalam upaya penegakan hukum, media massa memiliki pengaruh yang cukup penting melalui pemberitaannya kepada masyarakat terhadap suatu perkara. Media massa mampu menciptakan suatu opini publik dalam masyarakat terhadap suatu perkara hukum dengan informasi dan berita yang disampaikannya.  Melalui opini publik yang dibangun dalam masyarakat, media massa melakukan fungsi kontrol terhadap proses peradilan atas suatu perkara hukum, tidak terkecuali dalam perkara pidana. Penelitian ini bertujuan untuk menganalisis pengaruh media massa pada proses peradilan pidana dalam kasus pencurian kakao oleh Minah. Data yang digunakan adalah primer dan sekunder. Adapun analisis yang digunakan menggunakan pendekatan yuridis-empiris. Hasil penelitian ini menunjukkan bahwa opini publik terhadap perkara pencurian 3 (tiga) kilogram kakao merupakan salah satu contoh dari fungsi kontrol yang dijalankan oleh media massa, dalam hal ini media massa menyoroti proses peradilan pidana yang tidak berkeadilan bagi Minah. Pengaruh media massa tersebut tampak di dalam proses persidangan terhadap terdakwa Minah oleh majelis hakim pada acara sidang III, yaitu dalam hal pertimbangan putusan yang dijatuhkan oleh majelis hakim terhadap terdakwa.In law enforcement, the media has a significant impact to the community through the preaching of a case. The mass media are able to create a public opinion on a matter of law with which it conveys information and news. Through public opinion in society, mass media perform the control functions of the judicial process of a lawsuit, not the exception in criminal cases. This study aims to analyze the influence of mass media on criminal justice processes in cases of theft of cocoa by Minah. The data used are the primary and secondary. The analysis used juridical-empirical approach. These results indicate that public opinion against theft case 3 (three) pounds of cocoa is one example of a control function that is run by the mass media. Mass media in this case highlights the criminal justice process is not fair for Minah. The influence of mass media appear in the proceedings against the defendant Minah by the panel of judges at the trial III, namely in terms of consideration of the verdict handed down by the judge against the defendant.

Abstract

Abstract: This study aims to identify and analyze the implementation of spatial policy on integrated regional higher education in the district Tamalanrea, Makassar and factors affecting anything what the policy implementation. Qualitative analysis technique that analyzed data is the data of circumstances or events that occur in the field and is also supported with the help of primary data derived from interviews, the questions, the responses of the informan and literature study based on the indicators specified in the study. Based on the results of the study indicate that the government has issued a policy in the form of local regulations Makassar No. 6 of 2006 on Spatial Planning from 2005 to 2015 to split Makassar Makassar to several regions. Especially the area of higher education integrated in the district Tamalanrea Makassar city in the process of implementation can not be realized well. This is due to the absence of a special program created by the government in achieving higher education area corresponding existing goals.Keywords: policy, regional, education Abstrak: Penelitian ini bertujuan untuk mengetahui dan menganalisis implementasi kebijakan tata ruang tentang kawasan pendidikan tinggi terpadu di kecamatan tamalanrea, kota Makassar dan faktor-faktor apasaja yang mempengaruhi implementasi kebijakan tersebut. Teknik analisis secara kualitatif yaitu analisis data dari situasi- situasi atau peristiwa yang terjadi dilapangan dan juga didukung dengan bantuan data primer yang berasal dari hasil wawancara, pertanyaan- pertanyaan, tanggapan-tanggapan dari para informan dan studi kepustakaan berdasarkan indikator-indikator yang ditentukan dalam penelitian. Berdasarkan hasil penelitian menunjukkan bahwa Pemerintah telah mengeluarkan kebijakan dalam bentuk peraturan daerah kota Makassar nomor 6 tahun 2006 tentang Rencana Tata Ruang Kota Makassar 2005-2015 untuk membagi kota Makassar kebeberapa kawasan. Terkhusus kawasan pendidikan tinggi terpadu di kecamatan tamalanrea kota Makassar dalam proses pengimplementasiannya tidak dapat terealisasi dengan baik. Hal ini disebabkan karena tidak adanya program khusus yang dibuat oleh pemerintah dalam mewujudkan kawasan pendidikan tinggi sesuai tujuan yang ada.Kata kunci: kebijakan, kawasan, pendidikan
