Abstract

The purpose of this research was to determine the performance of state civil servants at the Secretariat of the Government of Kupang City, East Nusa Tenggara, Indonesia through the effectiveness of performance indicators, namely quantity, quality, timeliness, cooperation, and self-quality. The research was conducted for 6 months, namely September 2019-February 2020. The total population and research sample were 370 ASN which were determined by purposive stratified proportional sampling based on the position, class, and rank of the ASN. The type of data used is primary data and secondary data obtained by means of questionnaires, observation, and documentation. Data analysis was carried out on performance indicators using descriptive analysis based on the average value of the Likert scale classification. The results showed that in general, the performance of ASN in the Regional Secretariat of the Kupang City Government was effective as indicated by the average performance score of 3.71 or high. This result is because the performance indicators show the results of high-value categories which include quantity (3.79), quality (3.71), timeliness (3.67), cooperation (3.70), and self-quality (3.69).Keywords: quantity, quality, timeliness, cooperation, self-quality, performance

Abstract

ABSTRAKStudi ini menjelaskan posisi dan kedudukan Ketetapan MPR RI dalam hirarki perundangan di Indonesia yang dilakukan dengan teknik literatur review dan dianalisis secara deskriptif kualitatif. Hasil studi menunjukkan bahwa Ketetapan Majelis Permusyarawatan Rakyat Republik Indonesia merupakan produk hukum formil dari lembaga tertinggi negara pra amandemen Undang-Undang Dasar Negara Republik Indonesia Tahun 1945. Namun pascaamandemen Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 memberi konsekuensi perubahan status Majelis Pemusyarawatan Rakyat Republik Indonesia dari lembaga tertinggi negara menjadi lembaga tinggi negara. Konsekuensi dari amandem tersebut adalah TAP MPR RI tidak lagi menjadi rujukan pengaturan perundang-undangan di Indonesia yang ditegaskan melalui Undang-Undang Nomor 10 Tahun 2004 Tentang Pengaturan Perundang-Undangan. Namun setelah direvisi dan ditetapkan Undang-Undang Nomor 12 Tahun 2011 Tentang Pembentukan Peraturan Perundang-Undangan memberikan implikasi hukum bahwa TAP MPR RI menjadi rujukan bagi peraturan perundangan di bawahnya seperti Undang-Undang, Peraturan Pengganti Undang-Undang, Peraturan Pemerintah, Peraturan Presiden, ataupun Peraturan Daerah.Kata kunci: TAP MPR, Undang-Undang, Hukum.

Abstract

This study aims to encourage the realization of good governance as accountability and transparency of the performance of state institutions. This study uses a literature review method which is analyzed descriptively. The data source used is secondary data. This scientific study was conducted for 2 (two) months, namely July-August 2020. The process of preparing the report was carried out by referring to the research stages of data collection, data reduction, data presentation, and drawing conclusions. Based on the results of this study, efforts to realize good governance epistemologically can only be implemented in five universal principles, namely: responsibility, accountability, fairness, independence, and transparency. Strategies to encourage accountability and transparency of the performance of state institutions to achieve good governance can be carried out through strengthening the basis for supporting state institutions' performance instruments, strengthening performance-based budgeting and monitoring the performance of state institutions. Recommendations that can be made are: (1) setting up the instrument model for the performance of state institutions in accordance with the principles of good governance; (2) setting and developing a performance-based budget system to monitor and evaluate performance in accordance with the principles of good governance; and (3) innovative role models for monitoring the performance of state institutions.  Keywords : good governance, accountability, transparency, state institutions

Abstract

Kupang is the most corrupt city based on a survey by Transparency International Indonesia. The problem is what are the causes of corruption in Kupang City? and what are the strategies the Kupang City Government could adopt to prevent and eradicate corruption in its regions? This research identifies corruption behavior based on terminology, behavioral factors, a mode that is often used to commit corruption, and what must be done to overcome it The method used in this research was an explanatory method using secondary data. Qualitative analysis was then conducted using SWOT analysis. Results showed that corruption is an action to enrich themselves, their families, groups, and corporations by violating rules, norms, and human rights through the exploitation of economic, political, socio-cultural, and environmental resources by maximizing the potential of their resources (position, network, and power). Factors that cause corruption are individual motivations and poor government organization systems and will increase the influence of corruption if it is supported by an environment in which individuals and poor systems are located. Based on this, the strategies that can be carried out by Kota Kupang Government are to immediately carry out an MoU with law enforcement institutions; to use electronic or online systems for all financial transactions within the government; to form a task force against extortion in the government; to enforce financial reporting for all officials within the government; to have a more efficient government budget for a dual and unnecessary function to open access for public monitoring through electronic database, and to have an integrity pact-based performance measurement. AbstrakPenelitian ini mengidentifikasi perilaku korupsi berdasarkan terminologi, faktor penyebab perilaku, modus yang sering dilakukan untuk melakukan korupsi, dan apa yang harus dilakukan untuk mengatasinya. Metode yang digunakan untuk melakukan penelitian ini adalah penelitian eksplanatif menggunakan data sekunder. Kemudian dianalisis secara kualitatif berdasarkan hasil analisis SWOT. Hasil penelitian menunjukan bahwa korupsi adalah tindakan untuk memperkaya diri, keluarga, kelompok, dan korporasinya dengan cara melanggar aturan, melanggar norma, melanggar hak asasi manusia melalui eksploitasi sumberdaya ekonomi, politik, sosial budaya, dan lingkungan hidup dengan memaksimalkan potensi sumberdaya yang dimiliki (jabatan, jaringan, dan kekuasaan). Faktor penyebab korupsi adalah motivasi individu dan sistem organisasi pemerintah yang buruk, dan akan semakin meningkat pengaruh korupsi jika didukung oleh lingkungan dimana individu dan sistem yang buruk berada. Berdasarkan hal tersebut maka strategi yang dapat dilakukan oleh Pemerintah Kota Kupang adalah segera melakukan Memorandum of Understanding dengan lembaga penegakan hukum, segala transaksi keuangan di pemerintahan menggunakan transaksi elektronik atau online, pemerintah membentuk gugus tugas pemberantasan pungli di pemerintahan, memberlakukan pelaporan keuangan pada pejabat di lingkup pemerintahan, efisiensi anggaran pemerintahan yang ganda fungsi dan tidak bermanfaat, membuka akses pemantauan publik melalui base data elektronik, dan pengukuran kinerja berbasis pakta integritas.

Abstract

The purpose of the study was to determine and analyze the existing condition of the Lasiana Beach tourism destination in Kupang City based on attractions, accessibility, facilities, institutions, and tourism ecosystems. The research took at Lasiana Beach, Kupang City, from July – December 2019 using Research and Action Research designs and descriptive approach techniques. Determination of samples by cross-section or available samples. The data were analyzed by sorting information and descriptions of the points from the observations, interviews, and documentation carried out. The results showed that the highest tourist attraction for Lasiana Beach was for swimming and the lowest for nature schools. Most tourists complain about the accessibility to tourist destinations. However, most tourists feel that the facilities at the tourist sites are quite complete. The role of tourism institutions is considered lacking while people visit a destination because they often visit it and are invited. The tourism ecosystem still looks weak in terms of investment, policies, and tourism resources. Recommendations are diversification of attractions, improvement of the physical condition of facilities and the involution of tourist facilities, the effectiveness of marketing and promotion of tourist destinations, increasing the role of the public, and improving the accessibility of tourist destinations.

Abstract

Tujuan penelitian untuk mengetahui besaran pengaruh kompetensi dan motivasi kerja terhadap kinerja guru di Sekolah Menengah Pertama Negeri 4 Kota Lubuklinggau menggunakan metode assosiatif kuantitatif, dengan menghubungkan variabel bebas dengan variabel terikat. Penelitian ini dilakukan dengan membagikan kuesioner kepada para guru dengan sampel sebanyak 45 responden. Teknis analisis pada peelitian ini menggunakan teknis statistik analisis regresi linier berganda dengan aplikasi SPSS 20.0. Hasil penelitian diperoleh bahwa berdasarkan nilai uji t-hitung untuk variabel kompetensi sebesar 2,722 > dari t-tabel 2,021 dengan nilai sig 0,000. Hal ini menunjukan bahwa kompetensi berpengaruh terhadap kinerja guru, sedangkan untuk variabel motivasi uji t-hitung sebesar 3,022 > dari t-tabel 2,021 dengan nilai sig 0,000 yang berarti ada pengaruh seignifikan antara motivasi kerja terhadap kinerja guru. Berdasarkan hasil uji- F variabel kompetensi dan motivasi kerja guru sebesar 10,380 > dari f-tabel 3,22 nilai sig 0,000 menunjukkan simultan variabel kompetensi dan motivasi secara bersama-sama berpengaruh positif dan signifikan terhadap kinerja guru di Sekolah Menengah Pertama Negeri 4 Kota Lubuklinggau, namun secara parsial motivasi kerja lebih dominan mempengaruhi kinerja guru, maka disarankan agar unsur pimpinan khususnya Kepala Sekolah agar dapat memberikan program kerja dan kesejahteraan guru guna memacu motivasi kerja di sekolah.Kata-kata Kunci: kompetensi, motivasi kerja, dan kinerja guru

Abstract

The research objective was to determine the effect of work placement, discipline and work climate toward employee performance at Agency of Financial Management and Asset Regional of Lubuklinggau City in Indonesia simultaneously and partially (quantitative). The sample in this research were all employees at Agency of Financial Management and Asset Regional of Lubuklinggau City as many as 50 people. The data analysis technique used in this research is multiple linear regression testing, determination coefficient test, F test and t test. The research results obtained are: 1). Partial test (t test) which is performed prove that job placement has an effect to employee performance at Agency of Financial Management and Asset Regional of Lubuklinggau City where is t-value 3,624 > t-table 2,008 and also a sig as many as 0,024 < 0,05; 2). Discipline affects to employee performance at Agency of Financial Management and Asset Regional of Lubuklinggau City, where is t-value 4,061 > t-table 2,008 an also a sig as many as 0,018 < 0,05; 3). Work climate affects toward services at Agency of Financial Management and Asset Regional of Lubuklinggau City, where is t-value 4,661 > t-table 2,008 and also a sig as many as 0,012 < 0,05; 4). Work placement, discipline and work climate significant effect simultaneously to services at Agency of Financial Management and Asset Regional of Lubuklinggau City, where is F-value 6,208 > F-table 2,81 and also a sig as many as 0,006 < 0,05.

Abstract

The research objective was to determine the effect of discipline, workloads and emotional intelligence toward employee performance at Dinas Sosial Kota Kupang simultaneously and partially (quantitative). The sample in this research were all employees at Dinas Sosial Kota Kupang as many as 93 people. The data analysis technique used in this research is multiple linear regression testing, determination coefficient test, F test and t test. The research results obtained are: 1). Partial test (t test) which is performed prove that discipline has an effect to employee performance at Dinas Sosial Kota Kupang is t-value 5.536 > t-table 1.98638 and also a sig as many as 0,000 < 0,05; 2). Workloads affects to employee performance at Dinas Sosial Kota Kupang, where is t-value 33.683 > t-table 1,98638 an also a sig as many as 0,000 < 0,05; 3). Emotional intelligence affects toward employees performance at Dinas Sosial Kota Kupang, where is t-value 20.817 > t-table 1,98638 and also a sig as many as 0,000 < 0,05; 4). Discipline, workloads and emotional intelligence significant effect simultaneously to employee performance at Dinas Sosial Kota Kupang, where is F-value 459.956 > F-table 2,70 and also a sig as many as 0,000 < 0,05.

Abstract

Tujuan pelaksanaan pengabdian kegiatan pada masyarakat adalah pelatihan penilaian model kepemimpinan transformational kepada pejabat struktural di instansi Pemerintah Kota Kupang. Mitra dalam kegiatan pengabdian ini adalah pejabat struktural di Badan Keuangan dan Aset Daerah Kota Kupang. Jumlah peserta sebanyak 25 orang yang berasal dari organisasi pemerintah di Kota Kupang. Metode dalam pelaksanaan kegiatan pelatihan ini adalah melalui Focus Group Discussion dan lokakarya. Hasil dari pengabdian ini adalah meningkatnya pengetahuan dan ketrapilan ASN dalam memahami kepemimpinan dan kemampuan personal pejabat struktural dalam melakukan tindakan transformasional kepada bawahannya untuk peningkatan produktivitas kinerja. Rekomendasi yang dapat dilakukan adalah perlu adanya rutinitas penambahan pengetahuan melalui pelatihan di setiap semester. Hal ini sangat penting karena berkaitan dengan proses mutasi dan promosi pegawai yang memiliki karakter berbeda sebagai pemimpin. Selain itu, perlu penambahan pengetahuan yang berbeda agar kualitas dan kuantitas semakin berkembang. Training on Assessment of Transformational Leadership Models by Structural Officials of Kupang City Government Agencies at Badan Keuangan and Aset Daerah Kota Kupang The purpose of implementing community service activities is training on the assessment of transformational leadership models for structural officials in institutions of the Kupang City Government. Partners in this service activity are structural officials at the Badan Keuangan and Aset Daerah Kota Kupang. The number of participants was 25 people who came from government organizations in Kupang City. The method of implementing this training activity is through Focus Group Discussions and workshops. The result of this service is an increase in ASN knowledge and skills in understanding the leadership and personal abilities of structural officials in carrying out transformational actions to their subordinates to increase performance productivity. Recommendations that can be made are the need for routine knowledge addition through training every semester. This is very important because it relates to the process of mutation and promotion of employees who have different characteristics as leaders. In addition, it is necessary to add different knowledge so that the quality and quantity are growing.

Abstract

The purpose of this research is to analyze and prove the influence of leadership style, competence, and motivation on employee performance. This research was conducted for 5 months (January-May 2022) at the Office of the Badan Keuangan dan Aset Daerah Kota Kupang. This research is classified as quantitative research using a method of survey confirmative verification (associative). The research population was 103 employees whose sample was determined based on the census technique (saturated sample) so the sample was 103 respondents. The type of research data consists of primary data and secondary data. Techniques to obtain data using questionnaires (Likert scale), interviews, and documentation. Data analysis used multiple linear regression analysis (partial test and simultaneous test). The results showed that leadership style, competence, and motivation positively and significantly affected performance either partially or simultaneously. This is because the entire t-count value obtained by each variable is greater than the t-table and also the F-count is greater than the F-table with a significance value of < α 0.05. The contribution of leadership style to performance is 60.2%, competence to performance is 52.9%, and motivation to performance is 43.7%. In general, the contribution of leadership style, competence, and motivation variables to performance is 68.1%.
