Welfare of the people is one of the goals of the state. In certain mechanism is required to make it happen that is reflected in public policy is made. Issues related to the problems that arise in realizing kesejahkteraan through public policy challenge. The background of research is that Master Plan Activity Serayu River Voyage (SRV) that compiled by department of tourism and culture Banyumas Regency in 2007 but the implementation has not been in line with expectations and stagnation. That Master Plan Activity Serayu River Voyage (SRV) expected completed within five years from 2008 to 2012, but during the period until 2013 programs and activities in the Master Plan Activity Serayu River Voyage (SRV) most have not been implemented. The results showed that the Master Plan of Activities Serayu River Voyage (SRV) in the Framework of Tourism Development in Banyumas Regency has not been implemented properly the cause is is the absence of good coordination between agencies, the lack of integration of programs and activities (overlap), supporting documents have not been revised, no good socialization, and the role of the private sector is still lacking. The actors that constrain and support implementation of the Master Plan Activity Serayu River Voyage (SRV) is supporting factors : competent human resources (implementor) already available at the managerial level and who have intellectual tourism, only need to be added to personnel in the field of culture , pamong budaya. The availability of adequate budget. Institutions that have been effective and efficient. High community response. High commitment of Regent Banyumas and cooperation related parties (stakeholders). Natural conditions Serayu tend to calm the river slope condition ( i ) is small. The constrain factors: regulatory policies, integration of programs and activities, Coordination and socialization that occurs sectoral ego that it is time to be addressed

Akuntabilitas politik KPU, pada dasarnya dapat dimaknai sebagai akuntabilitas yang dilakukan KPU sebagai lembaga penyelenggara pemilihan umum kepada rakyat pemilih dan sekaligus pemegang kedaulatan tertinggi. Penelitian terhadap persoalan akuntabilitas politik KPU, terutama akuntabilitas politik KPU dalam pelaksanaan Pilkada sangat urgen dan relevan dilakukan seiring dengan terjadinya sejumlah masalah yang dialami saat pelaksanaan Pilkada Kabupaten Situbondo 2010. Jenis penelitian ini adalah penelitian kualitatif, hal ini disesuaikan dengan permasalahan yang muncul dari tujuan penelitian serta fokus penelitian tentang Akuntabilitas Politik KPU Kabupaten Situbondo pada Pelaksanaan Pilkada 2010. Metode kualitatif ini lebih mendasarkan pada filsafat fenomenologis yang mengutamakan penghayatan dengan berusaha menghayati dan menafsirkan makna suatu peristiwa interaksi tingkah laku manusia dalam situasi tertentu menurut perspektif peneliti sendiri. Pengukuran akuntabilitas politik KPU Kabupaten Situbondo pada Pelaksanaan Pilkada 2010 bahwa KPU sebagai lembaga yang bersifat Independen tentunya dalam melaksanakan kinerjanya harus tetap berpegang teguh pada aturan perundang-undangan yang ada. Dalam menjalankan segala tata cara pelaksanaan pilkada di Kabupaten Situbondo maka sangat diperlukan azas keterbukaan. Kata kunci: Akuntabilitas, Komisi Pemilihan Umum; Pemilihan Umum

Implementasi Kebijakan Kerjasama Desa melalui BKAD. Program Nasional Pemberdayaan Masyarakat Mandiri Perdesaan (PNPM MPd) adalah bentuk program yang memusatkan wilayah kerjanya untuk menanggulangi kemiskinan di wilayah perdesaan. Pemberdayaan dilaksanakan dengan mengorganisir masyarakat. Tujuannya adalah agar ada ruang pembelajaran untuk masyarakat sekaligus adanya jaminan akan keberlanjutan serta pelestarian yang telah dihasilkan program yaitu yang berupa bangunan fisik sarana prasarana, Simpan Pinjam Khusus Kelompok Perempuan (SPP), dan kelembagaan. Pada implementasi PNPM MPd, Badan Kerjasama Antar Desa (BKAD) adalah lembaga yang memayungi Badan Pengawas UPK (BP UPK) dan Unit Pengelola Kegiatan (UPK). Selanjutnya BKAD diperkuat dengan dukungan kebijakan yaitu Peraturan Menteri Dalam Negeri 38 Tahun 2008 Tentang Kerjasama Desa yang mengamanahkan agar desa membentuk Badan Kerjasama Desa (BKD). Sehingga dua jenis kerjasama yang dapat dilakukan oleh desa adalah kerjasama antar desa dan kerjasama dengan pihak ke tiga. Kata Kunci: kerjasama desa, pemberdayaan, BKAD, pembangunan desa

Implementasi proyek PDD di Distrik Bobonaro untuk memperkuat institusi dan menyediakan insfrastruktur dasar serta peningkatan pemberdayaan pengusaha lokal di Distrik Bobonaro. Tujuan penelitian ini untuk mendeskripsikan, menganalisis implementasi proyek PDD untuk memperkuat perekonomian di Distrik Bobonaro metode penelitian yang digunakan dalam penelitian ini bersifat deskriptif dengan menggunakan pendekatan kualitatif. Hasil temuan penelitian menunjukkan bahwa Sumber daya manusia pelaku implementasi kebijakan yang masih terbatas dan perusahaan sebagai pelaksana proyek yang masih minim sumber daya baik sumber daya manusia, finansial dan material; Komunikasi antar Organisasi dan Kegiatan-kegiatan Pelaksanaan sudah berjalan maksimal; CDD sebagai badan pelaksana telah memaksimalkan seluruh unit kerja yang ada di struktur CDD; Dalam Implementasi proyek PDD ini dengan anggaran yang terbatas sehingga tidak memberikan kontribusi yang signifikan bagi peningkatan ekonomi masyarakat; Kecenderungan Pelaksana (Implementors) dalam pelaksanaan proyek PDD ini CDD secara konsisten dengan kesediaan, mendukung dan berkomitmen serta menjunjung tinggi fungsi tugas dan tanggung jawab yang diberikan; Keterlambatan pembayaran anggaran proyek menyebabkan implementasi proyek selesai tidak sesuai kalender; koordinasi antara pimpinan CDD dan Para kepala desa kurang maksimal. Untuk itu Perlu menata kembali sistem perencanaan anggaran dan tinjauan lokasi serta memperbaiki sistem koordinasi dalam jajaran CDD. Investment is one of main factor on the economic growth increasing at the region. Investor will help government and society make the potential of that region be more function than before. But, the problem is investor always get obstacle like the permit or allowance at that field. It makes investor has uncertaint feeling for processing its investment.Now, government have awareness the significant of public service at investment sector. Then create a concept of one stop service which give the whole of processing at permit and non permit, begin from collecting documents until the publishing of allowance letter worked at one office. So that Government of Blitar Region does the same thing for easiness and simplicitiness at permit and non permit for society and investor.

Abstract: The Implementation plan of micro businesses or Micro Pequenas Empresas (MPEs) development in Timor Leste conducted by the Directorat Geral Industria e Cooperativas, Ministerio do Comercio, Industria e Ambiente. Implementation in Viqueque district based on Ministerial Decree No. 1/2013 article 18 about MPE development plan. The aim of this plan are for creating jobs, increasing economic growth, reduce unemployment and poverty. Research design in this article is qualitative descriptive study and using Edward Model III to analyse. Research Findings show that policy implementation of MPE development is not match with the targets.it is due to insufficient expert staff who implemented plan, the lack of effective communication between policy makers and implementers of strategic plans, and limited resources and infrastructures. The attitude of officials more inclined to political interests than the professionalism. Changing in the bureaucratic structure made lack of leader traction on taking decisions in the implementation of the plan.

This research focuses on analyzing the effect of integrating the Population Identification Number (NIK) as a Taxpayer Identification Number (NPWP) on optimizing tax compliance for Individual Taxpayers (WPOP) at the Pondok Aren Pratama Tax Service Office (KPP Pratama Pondok Aren). The main motivation of this research is to evaluate the extent to which the integration of NIK as a NPWP can increase tax compliance and tax administration efficiency. Using a descriptive qualitative approach, this research collected primary data through interviews with Taxpayers registered at Pondok Aren Pratama Tax Service Office. The research results show that the majority of Taxpayers do not understand the process and importance of integrating NIK as NPWP. However, effective outreach and increased awareness can encourage better tax compliance. This research provides an important contribution to understanding regarding the implementation of tax policies and strategies to increase tax compliance in Indonesia.
