Abstract

Kabupaten Purwakarta terus mengembangkan sistem - sistem e-government sampai ke tingkat desa. Salah satu sistem yang saat ini tengah dikembangkan oleh pemerintah Kabupaten Purwakarta ialah Ogan Lopian. meski kota kecil dengan jumlah penduduk kurang dari satu juta jiwa, Kabupaten Purwakarta dalam kurang dari satu dekade telah bertransformasi menjadi kota yang memanfaatkan akses informasi dan teknologi (IT) dalam berbagai aktivitasnya. Hipotesis yang akan digunakan dalam penelitian ini adalah dengan penerapan E-Government maka akan meningkatkan pelayanan terhadap publik khususnya masyarakat Purwakarta. Sedangkan tujuan dari penelitian yang akan dilakukan ini adalah: untuk mengetahui tingkat efektifitas aplikasi Ogan Lopian terhadap penerapan e-Government di kabupaten Purwakarta dalam pelayanan publik. Penelitian yang dipakai dalam penelitian ini adalah kualitatif dengan menggunakan metode deskriptif. Penelitian ini ada dua variabel yang digunakan yaitu Penerapan Electronic Government (X) dan pelayanan publik (Y). Pengumpulan data dengan menggunakan data sekunder yaitu data dari buku, jurnal, artikel dan peraturan undang – undang. Sedangkan teknik yang digunakan yaitu analisis deskritif. Hasil penelitian ini ialah bahwa penggunaan aplikasi Ogan Lopian terhadap penerapan e-government dapat meningkatkan pelayanan publik di Kabupaten Purwakarta, pemerintah Kabupaten Purwakarta telah mengembangkan e-government dengan sangat baik. Sehingga masyarakat Kabupaten Purwakarta dapat memanfaatkan e-government dengan sangat baik.

Abstract

Kemiskinan merupakan masalah utama pemerintah yang belum dapat sepenuhnya diatasi. dibulan Maret 2018 menurut data Badan Pusat Statistik (BPS) masih terdapat 3.615,79 ribu jiwa atau 7,45 % masyarakat miskin yang tinggal di desa. Kemiskinan tidak hanya dialami oleh masyarakat yang tinggal di desa tetapi juga yang tinggal di kota, namun jumlah terbesar angka kemiskinan terjadi di perdesaan. Pemerintah telah melakukan berbagai upaya dengan mengimplementasikan berbagai kebijakan pembangunan untuk dapat mengentaskan kemiskinan dan mewujudkan kesejahteraan bagi seluruh rakyat Indonesia. Hal tersebut menjadi alasan untuk melakukan penelitian di Kecamatan Pebayuran Kabupaten Bekasi yang merupakan salah satu kecamatan dari 23  kecamatan yang ada, Kecamatan Pebayuran memiliki 12 desa dan merupakan kecamatan yang angka kemiskinannya tertinggi. Penelitian akan mengacu pada teori anggaran pro kaum miskin, apakah kebijakan pemerintah dilakukan melalui proses yang adil, partisipatif, responsif, transparan dan akuntabel dalam upaya untuk mengentaskan kemiskinan. Penelitian dilakukan dengan menggunakan metode penelitian deskriptif analisis dengan pendekatan kualitatif. Teknik pengumpulan data melalui studi pustaka, mempelajari data-data yang terkait baik data sekunder maupun data primer , wawancara dengan para informan yang telah ditentukan dengan menggunakan teknik purposive sampling. Kemudian melakukan pengolahan dan analisis data untuk mengetahui bagaiman pengentasan kemiskinan dilakukan di desa-desa yang terdapat di Kecamatan Pebayuran dapat mewujudkan kesejahteraan masyarakat desa.

Abstract

This article discusses about Local government's public relations strategy in socializing the new tourism development of Jatigede Dam in Sumedang Regency. The method used in research is qualitative methods. Data collecting techniques through observation, in-depth interviews and documentation collection. Research informants were determined purposively from elements of local government, community groups, tourism business actors, and tourists. The results of the study concluded that the local government public relations strategy in developing tourism in the Jatigede Dam was carried out through several types of strategies. The programs have been implemented well but still need to be improved again to increase the number of tourists.

Abstract

This study aims to analyze and identify the effectiveness of the implementation of the Integrated Service and Referral System (SLRT) in Poverty Management in Bekasi City. The method used in this study is a descriptive method with a qualitative approach. Data collection techniques with primary data collection in the form of interviews and observations in the field, and secondary data collection in the form of documentation. Determination of informants in this study was done by purposive sampling technique. Where the informants in this study consisted of Plt. Mayor of Bekasi, Head of Social Service of Bekasi City, Secretary of Social Service of Bekasi City, Head of Social Empowerment Division, Member of Commission IV of Bekasi City DPRD and the Community. The data obtained is then analyzed qualitatively by reviewing all the data collected which is supported by the results of interviews with the theoretical approach proposed by Budiani that to determine the measure of the effectiveness of a program can be seen from four indicators, namely the determination of program targets, program socialization, achievement of program goals and monitoring. Program.From the research results, it can be seen that the effectiveness of the implementation of the Integrated Service and Referral System (SLRT) by the Social Service in handling poverty in Bekasi City is quite effective and on target. This is based on the Integrated Social Welfare Data (DTKS) for 2020-2021, which shows that the number of poor people in Bekasi City has decreased by 0.3%.

Abstract

This study aims to examine and explain how the Department of Manpower's strategy is to reduce unemployment during the Covid-19 pandemic in Bekasi City. This research was motivated by the phenomenon of the spread of the Covid-19 pandemic which resulted in an increase in the open unemployment rate in Bekasi City. One of the causes is Termination of Employment (PHK) by the company. The research method used by researchers in this study is a qualitative research method with a descriptive approach. Data collection techniques used in this study were observation, in-depth interviews and documentation. The source of the data obtained came from 4 employee informants of the Bekasi City Manpower Office. The results of this study indicate that the strategy carried out by the Bekasi City Manpower Office in reducing unemployment during the Covid-19 pandemic is to provide job market information (job fairs) and hold job training programs, such as competency-based training, technology-based training and entrepreneurship training. The strategy implemented is good, but it is not effective enough to reduce the open unemployment rate in Bekasi City, because the open unemployment rate in Bekasi City is still increasing.

Abstract

As a legal community unit, the village has the power to regulate and manage its own household, including in realizing health services to improve the quality of health in the community. In health services, it is driven by several sub-systems, such as services for pregnant women, infant health, children and others. The linkage between these sub-systems is interesting to study because changes in one sub-system will have an impact on other sub-systems of the system as a whole. The study is increasingly interesting because in the case of health services, it is still not optimal. This study was conducted to analyze the quality of public health services in Sukajaya village in 2020. With such a goal, the research approach used was qualitative research and data collection techniques through interviews, documentation, and observation. The results show that the sub-systems in health services in Sukajaya village can work and support each other. This can be seen from the implementation of several health service programs in accordance with the regulations set by the state so that in general public health can run well.

Abstract

National Priority Program policy Complete Systematic Land Registration (PTSL) in the Ministry of Agrarian and Spatial Planning / National Land Agency as an effort to realize good governance in order to accelerate the provision of legal certainty over land rights carried out in 2017-2024. The Bandung City Land Office as the implementing work unit is the only Land Office that has completed PTSL in 2017 with 152% achievement, while the August 2017 research with the results of the achievement is only 7.78% target, so that the implementation of performance-based budgeting needs to be linked with accountability. The results showed that the implementation of the implementation of performance-based budgeting at the Bandung City Land Office had implemented budget principles based on input, output and outcome with monitoring and evaluation supported by the application of the Land Program Quality Control System (SKMPP) so that it was effective and efficient. Financial accountability and performance accountability have been integrated into the Command Agency Performance Accountability System (SAKIP). The linkage between the implementation of performance-based budgets greatly influences the accountability of national priority programs. The researcher suggested to the Ministry of Agrarian and Spatial Planning / National Land Agency to make planning more optimally and the preparation of standard costs should involve work units that represent regional characteristics and conditions so that the unit of budget allocation costs in achieving performance as needed.

Abstract

In the development of the Indonesian government, bureaucratic reform has lagged behind reforms in the political, economic, and legal fields. The first wave of government bureaucratic reform was gradually implemented in 2004 and the second phase in 2010. In 2025, Indonesia is expected to be in a phase that is truly moving towards a developed country and the strength of a professional and high-integrity government bureaucracy. Efforts to achieve the goals of bureaucratic reform are carried out through the stipulation of Presidential Regulation no. 81 of 2010 concerning the Grand Design of Bureaucratic Reform 2010-2025, it is very necessary to be supported by the provincial and district/city governments. This study describes the results of research on the implementation of bureaucratic reform in the Bekasi Regency Government. The results of the study indicate that it is important for the Bekasi Regency Government to formulate and establish the Grand Design for Bureaucratic Reform as the master plan that contains the policy direction for implementing bureaucratic reform within the Bekasi district government. As an operational medium in the medium term, the Bureaucratic Reform Road Map needs to be drawn up and carried out every 5 (five) years and is a detailed plan for bureaucratic reform from one stage to the next for five years with clear annual targets. Bureaucratic reform in Bekasi Regency needs to revise and develop various regulations, modernize various government management policies and practices, and adapt the tasks of regional work unit functions to new paradigms and roles.

Abstract

This research titled The Effect of Public Service Quality Towards Costumer Satisfaction in PDAM Tirta Patriot Kota Bekasi. Based on the problem about costumer satisfaction about this matter with service quality that has not optimal yet. The purpose of this research was to know tangible, responsiveness, reliability, assurance and emphaty effects towards satisfaction of PDAM’s costumer in Kota Bekasi. This research used survey method with the population is all costumer of PDAM Tirta Patriot Kota Bekasi with total sample 395 costumers. Data collection technique that used in this research was random sampling. Analysis technique using correlation coefficient technique, with test T and test F using SPSS software. The result of this research shows that physical evidence (tangible) has positive and significance effects towards satisfaction of PDAM Tirta Patriot Kota Bekasi costumers. Responsiveness has positive and significance effects towards satisfaction of PDAM Tirta Patriot Kota Bekasi costumers. Reliability has positive and significance effects towards satisfaction of PDAM Tirta Patriot Kota Bekasi costumers. Assurance has positive and significance effects towards satisfaction of PDAM Tirta Patriot Kota Bekasi costumers. Emphaty has positive and significance effects towards satisfaction of PDAM Tirta Patriot Kota Bekasi costumers.

Abstract

Badan Permusyawaratan Desa (BPD) sebagai mitra sejajar Pemerintah Desa, memiliki tugas dan fungsi yang sangat penting dalam penyelenggaraan Pemerintahan Desa.  Salah satu tugasnya adalah merumuskan dan menetapkan Peraturan Desa sesuai dengan kebutuhan masyarakat. Tulisan ini  bertujuan untuk mendeskripsikan hasil analisis dari kegiatan program peningkatan kapasitas anggota BPD  melalui pendekatan workshop di Kecamatan Tarumajaya Kabupaten Bekasi. Kegiatan dilaksanakan dalam bentuk workshop, diskusi kelompok, studi kasus dan tanya jawab secara interaktif. Hasil analisis  dari pelaksanaan kegiatan menyimpulkan bahwa kegiatan peningkatan kapasitas anggota BPD melalui pendekatan workshop berhasil meningkatan pengetahuan, pemahaman dan keterampilan anggota BPD dalam melaksanakan tugas dan fungsinya. Pengetahuan dan pemahaman yang dicapai termasuk kategori tinggi. Hal tersebut mendapat apresiasi dari pemerintah desa dan pemerintah kecamatan sehingga kegiatan serupa perlu dilaksanakan kembali dengan penambahan materi berupa praktik yang terkait dengan materi yang diberikan. Saran penting yang perlu diperhatikan adalah perlunya penambahan materi dari praktisi terkait, perlunya kegiatan praktik langsung dan memerlukan dukungan dari pemerintah daerah dan pemerintah kecamatan dalam fasilitasi kegiatan selanjutnya.
