Abstract

Since 2011, the number of case of HIV and AIDS suffered by Indonesian women tends to increase. However, the prevention of HIV and AIDS in Indonesia focuses only on high-risk group. Besides that, measures are not differentiated base on different needs of targetedgroup of programs. The article discusses gender mainstreaming in the prevention of HIV and AIDS program in Surakarta as well as the fulfilment of gender need of housewife who is prone to HIV and AIDS infection. The article is the result of a qualitative study with interactive analysis method. The research targeted housewives as research subjects due to the increasing number of housewives who suffer from HIV and AIDS infection. Moreover, they even placed as the second highest group infected by the disease in Surakarta. The data was collected from an in-depth interview, documentation and observation. The finding showed that the quality of gender equality in the HIV and AIDS mitigation policy in Surakarta is positioned in a gender neutral level, providing the equal rights and obligations for all citizens, regardless of their sex. This matter gives impact to the prevention of HIV and AIDS program that only focuses on the fulfilment of housewives practical gender needs.

Abstract

Indonesia has great potential in managing its maritime strength. Historical traces have recorded that Nusantara kingdoms succeeded in showing their strength to build geopolitical and global trade routes. Having a geographical structure makes Indonesia pay great attention to the sea. Archipelagic state is not merely interpreted as an archipelagic concept, but it is a state that connects islands to and from a sovereign territory by presenting a national maritime power. Indonesia is expected to be a successor to the maritime nation considered in Southeast Asia and also to play its role in the global geopolitical strategy. National unity must be followed by strong geographical entity. The emergence of the Juanda Declaration as a diplomacy order was to defend the principles of the sovereign island nation of Indonesia. The sea is no longer defined as a separator, but a link and unifying sovereignty. State sovereignty become the foundation of the Trisakti trilogy. Fully sovereign in political, self-sufficient in economic and conforming personality in cultural values are the basis of the foundation. It rejects all forms of new-style imperialism, capitalism and foreign dictation of life value system.

Abstract

This research aims to reveal 1) The Role of Program Keluarga Harapan or known as PKH (Family of Hope Program) in empowering beneficiary households or known as KPM (Keluarga Penerima Manfaat), 2) The Role of Social Capital in realizing the independence of KPM-PKH in Sukoharjo district, Central Java Province, Indonesia. This research was qualitative by using a case study approach. The determination of informants used a purposive sampling technique. The informants were eight beneficiary households and four key informants they were the Head of Sukoharjo district office of the Ministry of Social Services, coordinator of Sukoharjo district, PKH supervisor, PKH facilitator, and two key informants to support any information. Data were collected through observation, interviews, and documentation. The data were analyzed into three stages; data reduction, data display, and conclusion drawing. The data were verified by observation and source triangulation and time. The result showed that 1) The Role of PKH in empowering the beneficiary households by providing social assistance, strengthening by the regular meeting of Family Development Session, known as P2K2 (Pertemuan Peningkatan Kemampuan Keluarga), strengthening by PKH cooperative, and joint business group, known as KUBE (Kelompok Usaha Bersama), 2) The Role of social capital to build independence of KPM-PKH by adopting cultural values, trust, reciprocity, participation, communication system, and venture networks of beneficiary households. This is caused by the relevance of social bonding, social bridging and social linking carried out by KPM-PKH. To conclude, livelihoods choice of KPM-PKH by employing social capital becomes strategic and productive opportunities to empower independence among poor households as beneficiary of PKH.

Abstract

This research aims to analyze the process of constructing hybrid identity and symbol as the form of resistance to show off new identity as a transgender santri (student) at Al-Fatah Islamic Boarding School of Yogyakarta, Indonesia. This research was qualitative. The units of analysis and data sources used were santri, religious teachers (Ustaz), the staff of the Regional Office of the Ministry of Religious Affairs in Special Region of Yogyakarta, representatives of religious organizations, and the community around the Al-Fatah Islamic Boarding School of Yogyakarta. Data collection techniques, which were used in this research, consisted of observation, in-depth interviews, and documentation. The triangulation method was used to validate data and then analyzed using the hybrid identity theory of Keri Lyall Smith with an interactive analysis model. The results showed that transgender santri changing their identity through the hybridity process. Mimicry process occurs in 'the third space' of Al-Fatah Islamic Boarding School, as negotiation space where the fight occurs between culture and identity; thus new identity is created without abandoning their genuine identity. Hybridity occurs in the presence of cultural identity resulting from the relationship between Islam culture, in this case, Islamic Boarding School and transgender culture. The presence of the transgender santri is the symbol of resistance against the dominant culture of Islam with various performances or symbols, which are used daily to show off new identity.
