Abstract

Program Revolusi Pertanian Malaka (RPM) merupakan salah satu program pertanian di Wilayah Perbatasan Kabupaten Malaka untuk mendukung ketersediaan pangan yang bersumber dari produksi padi. Implementasi program ini melibatkan multi pemangku kepentingan, yang masing-masing memiliki tugas dan tanggung jawab yang berbeda dalam peran dan kapasitas mereka. Pelaksanaan peran yang berbeda tersebut dapat saling melengkapi untuk mencapai tujuan, sebaliknya jika tidak dilakukan dengan baik akan berdampak pada kinerja mereka dalam mencapai tujuan program, sementara kinerja dipengaruhi oleh kapasitas. Tujuan dari penelitian ini adalah mengkaji peran dan kapasitas Stakeholder Program RPM dalam mendukung ketersediaan pangan yang berlokasi di Kabupaten Malaka. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan studi kasus tunggal (single case). Hasil penelitian menunjukan bahwa identifikasi peran dalam pelaksanaan program masih terjadi disfungsi peran yang menyebabkan tidak optimalnya kinerja pemangku kepentingan. Sementara hasil identifikasi kapasitas juga menunjukan bahwa secara umum kapasitas yang dimiliki pemangku kepentingan masih kurang sehingga turut mempengaruhi implementasi kebijakan Program RPM yang telah berjalan pada tahan pertama. Oleh karena itu penguatan dan pengembangan kapasitas penting untuk dilakukan terhadap para pemangku kepentingan yang terlibat dalam Program RPM.

Abstract

North Toraja was the main tourism destination in South Sulawesi Province and Indonesia until economic crisis on 1997 and Bali bomb on 2002 hit Indonesia then decrease the number of visited tourists. The increase of the visited tourist since 2008 when this event initiated brings a research question How the impact of Lovely Toraja to the economic livelihood of the people in North Toraja Regency? This research aimed to analysis the impact of Lovely Toraja Event to the economic of community in Toraja Utara. Regarding its aim, this research can be classified as descriptive research with quantitative and qualitative approaches. Interview to the local government and cultural figures used as a tool of data collection to describe economic activities that growth within this event and then analyzed the results with exploration method. Questionnaires than spread to find labor absorption and change in the people income before the event, when there is no event occasion and when the event on occasion by tabulation method used as the analyzing tool. Results of the research showed that economic activities of the people that emerged of Lovely Toraja were accommodation, restaurants, tourist destination, travel agent, car rent, art community, sculpturer, crafter, webbing and weaving handicrafts, convection, and the home industry of food, street vendor, taxi bike, bentor, and Parkman. From the absorbance of labor known that the change about 46.64% and for the income of the business owner and the labor there isA significance increase about 92.12% and 69.20%. Thus, we can conclude that Lovely Toraja event brings significant impact to the economic of the community in North Toraja Regency.

Abstract

Although it is a new city, the economic growth of Batu City quite rapidly, especially in the tourism sector. The variety of tourism potential bring tourism sector of Batu City become competitive in provincial even national level. However, along the friction of tour base, there are indication relate of tourist saturation in Batu City. It was shown from decrease in number of tourists in the year 2009-2012 with an average of 13% annually. In addition, the rapid development of tourism in Batu City suspected caused some negative impact on the environment. Therefore, efforts to build the tourism sector in Batu City forward has been duly implementing the concept of sustainable tourism, which one of them is by diversification of tourism products. Diversification of tourism products divided into two, namely destinations and attractions. To diversify destinations Batu City is directed to build the tourist market in corridor Diponegoro and Gajah Mada street around Alun-alun Batu City. Meanwhile, the diversification of tourism products for the natural attractions is directed into the development of alternative tourism with travel packages. In artificial attractions, besides the addition of themed rides, managers can diversify tourist attraction by adding a cultural event such as dances at certain hours. Besides that, diversification of tourism products can be done with the addition and improvement of tourism facilities as well as increased accessibility. It can be directed by a central parking and tour transportation as well as the construction of new access by railway from Abdurrahman Saleh Airport to Batu City passing through Malang City.

Abstract

Bokesan village is included in the minapolitan area which is set as a development area for mina tourism. The success of tourism management needs the capacity of the community to manage tourism activities. However, its capacity is still unknown, so there is a need to study the capacity of the existing community. The research  aims to assess the capacity of the community in managing tourism at Bokesan district in the Minapolitan area of Ngemplak region. The research method used was qualitative method.The results of the study show that the emergence of community capacity in tourism activities is influenced by economic and social motivation. The results of community capacity studies at the individual level indicate that the capacity of individuals who are able to support tourism activities in Bokesan district are the capacity of those in culinary, fishing spot, swimming pools owner  and tour guides. While the study of organizational capacity shows that the capacity of P2MKP Mina Ngremboko organization is stronger than the capacity of Bokesan POKDARWIS organization. It is influenced by the leadership factor of the chairman of the organization. In the P2MKP Mina Ngremboko, the chairman’s’ leadership was able to direct their subordinates to have good commitment and coordination in tourism management. Whereas in the POKDARWIS Bokesan, the chairman have not been able to direct the subordinates well, so that the commitment of members becomes weak.  The form of capacity building in Bokesan Village was carried out in the form of training, assistance, tourism facilities development, cooperation, recruitment, and participation in associations and communication forums.

Abstract

Abstract: This study explains about the relationship of usage of final-sentence particle or shuujoshi yo on the imperative and negative imperative sentence in Japanese language and politeness strategy. The purpose of the research is to describe the use of sentence final-particle yo as a politeness strategy in Face Threatening Act (FTA). The data are imperative and negative imperative sentences that was collected from several dialogue in Japanese drama entitled Wakamonotachi. Theory of function and the use of sentence final-particle yo from Masuoka (1991) and Face Threatening Act (FTA)‟s theory and politeness strategy from Brown & Levinson (1987) are applied to analysis with qualitative descriptive approach. It has been found that sentence final-particle yo can be used on imperative and negative imperative sentence to avoid Face Threatening Act (FTA). The final-sentence can also be used to express the speaker‟s attitude to the listener that described politeness strategy.Key Words: Shuujoshi, final-sentence particle, imperative, Face Threatening Act (FTA), politeness strategy
