Abstract

Tujuan penelitian ini untuk mengetahui bagaimana upaya kelembagaan dalam pengembanganPariwisata peisisir dan Pulau-pulau kecil yang berkelanjutan di Kabupaten Bima.Jenis penelitian yang dipakai dalam penelitian ini ialah deskriptif kualitatif. Subyek penelitian ini dipilih melalui teknik purposivesampling.Teknik pengumpulan data terdiri atas observasi, wawancara, dan dokumentasi. Sedangkan teknik analisa data dilakukan melalui model interaktif Miles dan Huberman yaitu; reduksi data,  penyajian data, dan penarikan kesimpulan/verifikasi. Hasil penelitian menunjukkan bahwa dalam upaya kelembagaan untukpengembangan Pariwisata peisisir dan Pulau-pulau kecil yang berkelanjutan di Kabupaten Bima dilakukan melalui upaya membangun kemitraan dengan komunitas kecil di Daerah, namun belum mampu menghadirkan dan menarik minat para investor untuk berinvestasi dalam menopang kepariwisataan karena masalah keamanan investasi dan lemahnya kepastian hukum. Selain itu pengembangan pariwisata pesisir terhambat kepentingan dan ego sektoral, dimana Peruntukkan dan jenis pengembangan kawasan Pesisir dan Pulau-Pulau kecil di Kabupaten Bima yang tidak berdasarkan Perda Tata Ruang Wilayah Kabupaten Bima dan Perda rencana zonasi dan Pengelolaan Wilayah Pesisir Dan Pulau-Pulau Kecil, sehingga seringkali mengintervensi keberlanjutan kawasan-kawasan yang harusnya di kembangkan menjadi destinasi wisata

Abstract

Institutional capability becomes a measure of understanding and ability of local governments in disaster management efforts. This study aims to analyze and describe the institutional capabilities of the Bima District Government in disaster management. This study used descriptive qualitative method. The results show that Disaster management policies have not become a priority for Regional Government policies, financial resources are still minimal where the budget ceiling in regional disaster management has not met the 1 percent figure, even though according to law it requires at least 1 percent of the APBD, causing integration and coordination ineffective institutions, thus collective efforts to achieve disaster management objectives are also not maximal. In addition, the low disaster resilience index in Kabupaten Bima is still at level 3 based on the Hyogo Frameworks for Actions (HFA) indicator. This explains that the Bima District Government has implemented efforts to reduce disaster risk, but with achievements that are still sporadic in nature due to the absence of institutional commitment and / or systematic policies and weak budgetary support. In addition, data on the level of preparedness and capacity of Kabupaten Bima in the face of various types of disasters is at a low level and is very risky. For this reason, it is very important to involve all SKPDs in mainstreaming Disaster management in every regional policy. Also involving researchers, NGOs, the privat sector, as well as capacity building and community participation as an effort to change the paradigm of disaster management in Bima Regency. In addition, it is necessary to implement a strong disaster management mechanism with a disaster risk reduction perspective.

Abstract

As an effort to improve the performance of employees at the Department of Population and Civil Registration, Bima Regency must diagnose all factors that can improve performance and factors that can reduce employee performance, especially by knowing the challenges and obstacles faced by employees and by the institution itself. Therefore, it is very important for the Department of Population and Civil Registration, which has a low level of performance, to be able to anticipate it by involving employees in training and comparative studies (tour study) so that they have references in improving employee performance so that the public can feel exclusively the results of the employee's performance. The method is descriptive quantitative with a population of all employees and the public who receive services then the number of samples is 30 respondents random sampling. The results are 14.15% of respondents answered very satisfied, then 43.85 percent of respondents answered satisfied, and respondents who answered quite satisfied were 42.00% and respondents who answered dissatisfied 0.00%. This shows that the performance of the Department of Population and Civil Registration of Bima Regency needs to be improved, marked by the high number of respondents who answered quite satisfied, namely 42.00%.
