Abstract

Rapid changes in today’s healthcare industry are reshaping nurses’ role. The emergence of new healthcare system, the shift from service to business orientations, and extensive redesign of workplace affects the where and how nursing care is delivered as well as those who delivered the care. In the Philippines, healthcare system is in the midst of dramatic evolvement- the devolution of hospitals to LGUs, free healthcare for senior citizens and no balance billing policy yielding to increased client-nurse ratio. These impacts change the roles of nurse managers and their practice. The study aimed to understand the experience and phenomena of nurse managers, their roles in the dynamics of healthcare practice, and seek ways to enhance the development of these roles. The study used descriptive phenomenology-qualitative design, and utilized Colaizzi method during data analyses. Through researcher-made guide questions, the study employed purposively nurse managers as key informants from tertiary hospitals that experienced devolution using the inclusion and exclusion criteria. The researchers conducted interviews with audio- tapes that then later transcribed. The study revealed that nurse managers encountered challenges in the workplace like deprivation of responsibility, less administrative support that challenged their responsibili- ties. The nurse managers identified new roles that they have developed over time like Carative-managerial role, responsibility to educate and the responsibility to the nursing profession. They are believers that the enhancement of such roles is realized through rest and recreation among staffs to avoid burnout and exhaustion, acquiring continuing professional education, clinical teaching and mentoring skills strategies to understand better human behavior. The researchers recommends consumption of such study findings as basis for improving hospital facilities for the provision of patient safety, revisiting and strengthening the hiring and screening policies for new nurses, administrative support for staff development and as basis to conduct further studies on the emerging roles to other settings.

Abstract

Disaster governance faces multiple challenges given the large variety and amount of resources, skills and expertise that adequate disaster response commands. Disasters do not necessarily respect territorial boundaries, or may overwhelm the capacity of any nation. Therefore, a collective, joint or even global effort becomes essential to overcome the crises. The paper is aimed to identify the nature of disaster governance and its challenges to integrated networks during emergency situation. The researcher utilized systematic integrative literature review using content analysis technique. Due to diverse potential findings, the review utilized a certain degree of limitations as criteria for selection. A multi-staging strategy was developed to identify the significant and relevant review literatures. Key words such as disaster, risk, management, emergency, governance were used to retrieve significant literatures. ProQuest is the only database used in the literature retrieval. The reviewer also limited the selection process by using considerable criteria. The literature is published from January 2015 to January 2017 internationally. Literatures were excluded if they did not meet the inclusion criteria set by the reviewer. Based from the analyses, literatures revealed that disaster governance is highly dynamic, complex, multi-level, multi-actor and fragmented and patchy in nature. Particularly, disaster governance takes place a broad range of both public and private sectors at various levels. This involves various phases of management, thus challenges the disaster governance. Furthermore, the literature unveiled that some of the challenges encountered by the disaster governance include people, limited resources, out-of-date or inaccessible materials, technology and jurisdictional politics. Therefore, it is concluded that emergency preparedness is an essential component of the disaster governance and the health care delivery system. Standardized strategies concerning disaster preparedness that allow flexibility in consideration of factors which challenges the governance. This creates a more comprehensive planning approaches and in turn, a more prepared citizens. Keywords: disaster governance, emergency preparedness, integrated network

The nursing profession is not possible without nurse-client interaction as this serves as the backbone to which practice has relied on. This concept analysis is focused on the idea that an integral interaction must occur in every nurse-client interaction. The main aim of this paper is to appreciate and evaluate human resource management practice of nurse managers utilizing Henri Fayol’s theory. The study being conducted to health facilities in Southern Leyte purposively employed sixteen respondents qualified based on the inclusion criteria such as having supervisory experience of atleast five years, either male or female and with permanent employment status. The study utilized descriptive-evaluative research design in order to collect information without manipulating or changing study subjects and its environment. Demogrpahic data were tabulated using simple percentage. Weighted mean was also used to establish different management practice delivered and implemented by nurse managers. Based from the findings, most of the nurse managers are female (87%), aging 40-47 years old, with an average gross individual monthly income of 17,000 to 25,000 thousand pesos. All of them did not have units of graduate degrees, however underwent trainings parallel to nursing practice. Education and supervisory-related trainings were acquired through shadowing and peer-coaching. Nurse Managers identified that the fast turnover of staff nurses is the leading factor affecting human resource management due to low salary rate of staff nurses. On the other hand, planning and controlling were the least among the five managerial roles delivered by nurse managers. The study recommends enhancement of these management components to effectively deliver care among clientele.
