Abstract

Potensi konflik sosial di masyarakat diakibatkan oleh keberagaman dan perbedaan suku, agama, ras, dan golongan. Melalui sudut pandang gerakan sosial, Jamaah Maiyah di forum Mocopat Syafaat memperlihatkan adanya resolusi konflik dalam masyarakat. Peneliti bertujuan untuk melihat bentuk inisiasi dan efektifitas Jamaah Maiyah di forum Mocopat Syafaat dalam upayanya mengurangi potensi konflik tersebut. Dalam penelitian ini digunakan metode kualitatif dan pendekatan observasi partisipatif untuk melihat fenomena Jamaah Maiyah secara langsung. Data hasil wawancara diperoleh dari informan utama dan pendukung dengan menggunakan purposive sampling. Teknik analisis data menggunakan model interaktif melalui tiga tahap, yaitu reduksi data, tampilan data, dan gambaran kesimpulan. Hasil penelitian menunjukan bahwa bentuk inisiasi yang dilakukan Jamaah Maiyah adalah dengan melakukan diskusi rutin dalam forum pengajian Mocopat Syafaat. Konsep ‘Sinau Bareng’ dalam Maiyah merupakan perspektif untuk saling bertukar pikiran yang berdampak terhadap perubahan perilaku individu. Keberadaan Jamaah Maiyah secara efektif mampu meresolusi konflik berdasarkan aspek tujuan, integrasi, dan adaptasinya. Hal tersebut membuktikan bahwa Jamaah Maiyah merupakan gerakan sosial alternatif. The potential of social conflict in society will always exist due to diversity and differences in ethnic, religion, race, and groups. The point of view of the social movement, Jamaah Maiyah in the Mocopat Syafaat forum shows the existence of conflict resolution in society. The purpose is to see the form of initiation and effectiveness in reducing the potential of conflict. This research uses qualitative methods and participatory observation approaches, to see the Jamaah Maiyah phenomenon. Interview data were obtained from the main and supporting informants by using purposive sampling. The data analysis technique used an interactive model through three stages; namely data reduction, data display, and conclusions. The results showed that the form of initiation carried out by Jamaah Maiyah was conducting regular discussions in the Mocopat Syafaat forum. The concept of 'Sinau Bareng' in Maiyah is a perspective for exchanging ideas that have an impact to changes individual behavior. The existence of Jamaah Maiyah was effective able to resolve conflicts based on aspects of purpose, integration and adaptation. This also proves that Jamaah Maiyah is an alternative social movement.

Abstract

This study describes the public policy making process in Yogyakarta during the COVID-19 pandemic by determining the level of consistency of the government policy in opening and closing tourist attractions and its relationship to the decision of the possession of a COVID-19 free letter. The qualitative method was used because the approach was deemed capable of identifying various perspectives and points of view of the reality related to the process of tourism policy making during the COVID-19 pandemic condition in Yogyakarta City. The results showed that policies made were plagued by lack of adequate preparation and consistency. Not all tourist destinations were closed during the pandemic to prevent the spread of COVID-19. The decision did not have strong legality because as it was based on executive orders. Consequently, weak policy framework had adverse impact on cases of COVID-19. The surge in COVID-19 cases was also as a result of disagreement among the executives on the kind of sanctions that were meted out to violators of health protocols and the ineffectiveness of sanctions given. The implementation of the COVID-19 free letter for tourists from certain zones did not guarantee that visitors were free from COVID19. Policy recommendations for inconsistent and unequivocal policy implementation are expected to be further formulated. Thus, the policy implementers could adopt a flexible approach in interpreting policies in a proper manner.

Abstract

Kajian tentang desa wisata sudah banyak dilakukan, tetapi persoalan tentang peran pemangku kepentingan belum diungkap secara komprehensif. Penelitian ini bertujuan untuk mengidentifikasi dan mengklasifikasi peran pemangku kepentingan dan pengaruhnya dalam pengembangan ekowisata. Basis metode yang digunakan adalah kualitatif dengan mengandalkan wawancara langsung dan menggunakan platform media online, observasi, dan dokumentasi sebagai cara pengumpulan data. Data diolah untuk mengindentifikasi peran pemangku kepentingan dengan menggunakan NVivo 12 Plus dan dilanjutkan dengan metode analisis melalui pengggunaan matriks kepentingan dan pengaruh para pemangku kepentingan terhadap pengembangan ekowisata. Dari hasil analisis ditemukan sebanyak 13 pemangku kepentingan yang berperan secara berbeda dari lima sektor yaitu pemerintah, swasta, akademisi, lembaga swadaya masyarakat, dan masyarakat. Peran para pemangku kepentingan teridentifikasi dalam tiga kategori, yaitu regulator, fasilitator, dan pengelolah atau pelaksana. Lebih spesifik lagi, berdasarkan pengaruh dan kepetingan terdapat empat pemangku kepentingan berkarakter subjek, empat pemangku kepentingan berperan sebagai pemain kunci, lima pemangku kepentingan berperan sebagai pendukung, dan satu pemangku kepentingan pengikut. Dapat disimpulkan, bahwa peran dan kepentingan mereka bergerak dinamis sesuai dengan komitmen pada prioritas dan target yang ditentukan.

Abstract

It is inevitable that the main weakness of social service management, whether committed by state or another actors, lies in the enforcement of justice. The root of the problem mainly lies on the social services approach which tends to be charitative and focuses more on image building. Charitative approach immediately raises the sense of unjust when the target group of clients are subordinate of service providers, while the image building motive tends to encourage the emergence of manipulative actions that offend the sense of justice. This paper offers an alternative idea of model in social services which is more equitable with emphasis on production process and mechanism, allocation and distribution of social resources to the public, as the essence of social services

Abstract

Tourism is a public sector that should be operated by stakeholders: government, industry and the public itself in the way of a collaborative management. Appropriateness of the public policy ought to be seen from the planning process which involves the local community and takes their interests into account. This article argues that tourism has been developed through a strong control of government and based on the growth paradigm. This has distorted the role of the government which should be a facilitator to be a single player of tourism development. The industry and public itself are alienated from the decision making processes in tourism. The case of tourism shows that democratic governance has not been implemented well and it is a challenge for the future tourism development.

Abstract

The sustainability of the currently impressive growth of tourism industry in Indonesia is threathened by bureaucratic incompetence of the increasingly decentralized governance. The old-fashined bureaucracy responsible for dealing with tourism at the local level would be unable to meet high standard of tourism industry set out at international level, unless human resource within local bureaucracy is qualitatively improves to meet the demand of international market. Local governments shlould put gear on improving tourism policy making by improving torurism-related bureaucracy.

Abstract

Tourism is one of the sectors most affected by the COVID-19 outbreak in in Kulon Progo regency. Efforts to restore tourism from COVID-19 must be comprehensive and sustainable. This article is intended to describe the new normal policy of COVID-19 on tourist destinations in Kulon Progo regency. This study uses a descriptive qualitative method analysis. The results revealed that the tourism sector during the pandemic and the new normal era must implement (1) health protocols for the tourist destinations by paying attention to cleanliness, health, safety, and environmental sustainability (CHSE) by providing hygiene facilities such as hand washing tools, soap, hand sanitizers, and temperature checks, (2) Applying ‘sambanggo’, (3) Limiting the number of visitors to prevent crowds and provide a safe distance to minimize spread, and (4) Tourist destinations are opened step by step.

Abstract

Pemerintah dituntut untuk sigap selain dalam menindaklanjuti penyebaran Covid-19, di sisi lain pemerintah diminta untuk menstabilkan perekonomian masyarakat, sehingga pemerintah membuka kembali akses dan industri pariwisata. Opini publik dapat terbentuk dengan mudah melalui sentimen yang tertuang secara online (dalam jaringan), sehingga untuk mengantisipasinya dapat dilakukan melalui eksplorasi konten media sosial. Penelitian ini dilakukan dengan mengeksplorasi sentimen masyarakat khususnya warganet terkait kebijakan pembukaan kembali pariwisata di Indonesia di tengah pandemi Covid-19, untuk menelusuri opini publik di Indonesia. Pendekatan kualitatif digunakan dalam penelitian ini dengan analisis netnografi untuk menganalisis postingan atau tulisan warganet di media sosial Twitter. Pengambilan data media sosial Twitter diambil menggunakan bantuan dari ektensi Google Chrome yaitu NCapture, dan data dikelola menggunakan perangkat lunak NVivo 14 sebagai alat pengelolaan penelitian kualitatif. NCapture menemukan 513 postingan dengan penyaringan kata “wisata baru”. Hasil penelitian terhadap 297 postingan menunjukkan sikap netral atau sikap tidak berpihak dari warganet pengguna Twitter. Berdasarkan hasil analisis tersebut, terdapat temuan yang menunjukkan sumber-sumber dari konten Twitter dengan sentimen negatif maupun positif, dimana akun pemerintah diketahui tidak menjadi sumber dalam postingan dengan sentimen negatif. Temuan sentimen warganet di Twitter dapat menjadi arahan dalam mengetahui sikap dan respon masyarakat terhadap kebijakan dalam pembukaan kembali pariwisata di tengah pandemi Covid-19.
