Abstract

This study aims to explain the model of village fund management based on the Village Information System (SID) in all villages in 15 sub-districts in the Wonosobo Regency, which amount to 236 villages. The study focused on the village fund management model by utilizing existing SID technology, namely the Desa Mitra Application. As well as to explain the extent to which this new model is developing and how it impacts the community. This study uses model qualitative methods, with the premier and secondary data sources, with data collection techniques using questionnaires, interviews, observation, and documentation. This study revealed that the SID-based village fund management model using the village partner application in Wonosobo District was very helpful and useful in managing village funds. Of the four stages of managing existing funds, the application of village partners plays a significant role in helping each process of managing existing funds. as in the stages of planning, corporate governance, implementation, and reporting and accountability. There are several important factors that influence the creation of the existing accountability model, namely the Government Institution in this case the Wonosobo District, the Village Government, and the existing HR. The results of this study show good results regarding the accountability of Village Funds in Wonosobo, vertical and horizontal accountability models are characteristic of the management of Village Funds in Wonosobo District by utilizing the developed SID.

Abstract

Penelitian ini dilakukan untuk melihat sampai sejauhmana efektivitas pengawasan dari BPOM di Pekanbaru terhadap peredaran makanan yang di jual oleh pedagang UMKM di Kota Pekanbaru. Perkembangan makanan Import ilegal di Kota Pekanbaru itu bisa dikatakan banyak yang beredar tanpa memiliki izin edar oleh BPOM, sebab letak kota pekanbaru juga begitu strategis yang memungkinkan untuk masuknya makanan tersebut. Apalagi disana ada pusat perbelanjaan yang terletak ditepian sungai siak yang memudahkan barang makanan dari Malaysia, Singapura dan China. Untuk itu di perlukan pengawasan yang begitu ketat dari BPOM di Pekanbaru. Metode yang digunakan untuk menjawab permasalahan dalam penelitian ini menggunakan metode deskriptif kualitatif, instrument penelitiannya menggunakan cara Wawancara Kepada pegawai BPOM dan Instansi terkait, Observasi Kelapangan, dan Dokumentasi seperti melihat hasil-hasil penemuan dan mendengar cerita dari masyarakat. Hasil penelitian menunjukan belum begitu berjalan dengan efektif pengawasan dari BPOM di Pekanbaru, hal ini disebabkan karena kurangnya jumlah sarana dan prasarana, masih kurangnya tenaga ahli didalam melakukan pengawasan. Sehingga membuat peredaran makanan berkembang, dikarenakan kekurangan jumlah Sumber Daya Manusia dari BPOM di Pekanbaru dan kurangnya menjalin kerjasama dengan instansi terkait didalamnya.

Abstract

This study aims to determine the development of research on new public management policies in developed and developing countries in the last five years. To find out, we reviewed hundreds of related journals related to new general management policies in developed and developing countries with the previous 5-year edition from 2016 to 2020. Then we compared the concepts used in new public management in developed and developing countries. This study used a qualitative research method with a review of previous research. Sources are selected articles published in the Scopus database in the last five years, from 2016 to 2020. Selected items are publications relevant to new public management policy topics in developed and developing countries. This study's results were obtained through a data analysis process using the Nvivo 12 Plus and VOSviwer applications. The results showed 90 concepts in studying new public management policies in developed countries and categorized them into five groups. Again, new public management policies in developing countries have 58 concepts and can be categorized into four groups. The significance of this research is the discovery of mapping new public management policy concepts in developed and developing countries to assist in developing a conceptual framework in subsequent studies and can see the novelty in further research.Penelitian ini bertujuan untuk mengetahui perkembangan penelitian pada tema kebijakan manajemen publik baru di negara maju dan negara berkembang dalam kurung waktu lima tahun terakhir. Untuk mengetahuinya, kami mereview ratusan jurnal terkait kebijakan manajemen publik baru di negara maju dan negara berkembang dengan edisi lima tahun sebelumnya dari tahun 2016 sampai dengan 2020. Kemudian membandingkan konsep yang digunakan pada manajemen publik baru di negara maju dan negara berkembang. Penelitian ini menggunakan metode  kualitatif dengan mereview dari penelitian sebelumnya. Sumber dipilih yang diterbitkan di data base scopus dalam lima tahun terakhir, dari 2016 hingga 2020. Artikel yang dipilih adalah publikasi yang relevan dengan topik kebijakan manajemen publik baru di negara maju dan negara berkembang. Hasil penelitian ini diperoleh melalui proses analisis data menggunakan Aplikasi Nvivo 12 dan VOSviwer. Hasil penelitian menunjukkan bahwa terdapat 90 konsep dalam kajian kebijakan manajemen publik baru di negara maju dan dapat dikategorikan menjadi lima kelompok. Selanjutnya kebijakan manajemen publik baru di  negara berkembang terdapat lima puluh delapan konsep dan dapat di kategorikan menjadi empat kelompok. Signifikansi penelitian ini adalah ditemukannya pemetaan konsep kebijakan manajemen publik baru di negara maju dan negara berkembang sehingga dapat membantu dalam pengembangan kerangka konseptual pada kajian-kajian selanjutnya serta dapat melihat kebaruan dalam meneliti selanjutnya.

Abstract

The collection of land belonging to the Yogyakarta Palace or Sultan Ground (SG) and the Paku Alaman Duchy or Paku Alam Ground (PAG) land has been slow due to overlapping regulations. The collection of Sultan Ground and Paku Alam Ground land which is regulated in the Privileges Act is hampered by changes in the status of land ownership at the village level which belongs to the state and individuals. The certification process by the National Land Agency cannot be carried out yet. This data collection is based on Special Region Regulation No. 1 of 2017 concerning Management and Utilization of Sultanate Land and Duchy Land. The purpose of this study was to analyze land management policies in sustainable areas in the regencies (four) villages in Bantul Regency and Sleman Regency. This type of research conducted by the author is a mixed/mixed research (mixed methodology). Data analysis techniques in this study used the Nvivo 12 Plus software, processing by using the Crosstab Query Analysis, Cluster Analysis, Comparasis Diagram Analysis features. The results of research in land management are still not carried out correctly and evenly. Several problems were encountered, such as the absence of road access, missing land boundaries, land parcels occupying other community lands, and conflicts. Pendataan tanah milik Keraton Yogyakarta atau Sultan Ground (SG) dan tanah Kadipaten Paku Alaman atau Paku Alam Ground (PAG) berjalan lambat karena terkendala aturan yang tumpang tindih. Pendataan tanah Sultan Ground dan Paku Alam Ground yang diatur dalam Undang-Undang Keistimewaan terganjal oleh perubahan status kepemilikan tanah di tingkat desa yang menjadi milik negara dan perorangan. Akibatnya proses sertifikasi oleh Badan Pertanahan Nasional belum bisa dilakukan. Pendataan ini dilandasi Peraturan Daerah Istimewa No 1 Tahun 2017 tentang Pengelolaan dan Pemanfaatan Tanah Kasultanan dan Tanah Kadipaten. Tujuan penelitian ini untuk menganalisis kebijakan penataan pertanahan di kawasan berkesinambungan di 4 (empat) desa di Kabupaten Bantul dan Kabupaten Sleman. Jenis penelitian yang dilakukan oleh penulis adalah penelitian campuran/kombinasi (mixed methodology). Teknik analisis data dalam penelitian ini menggunakan software Nvivo 12 Plus, mengolah dengan menggunkan fitur Crosstab Query Analysis, Cluster Analysis, Comparasison Diagram Analysis. Hasil penelitian dalam penataan pertanahan masih belum dilakukan secara baik dan merata, terdapat beberapa permasalahan yang dijumpai seperti tidak adanya akses jalan, batas tanah yang hilang, bidang tanah menempati wilayah tanah masyarakat yang lain, dan konflik.

Abstract

The Law No. 6 of 2014 article 1 mention about the village-owned enterprises as the business entity which the capital is owned by the village in order to be managed for community welfare. The government of village should be able to see the potential of the village to be managed along with the community and private sector to maintain its sustainability. The successful of Ponggok village to establish and run the village-owned enterprises Tirta Mandiri brings the Ponggok village as one of the richest village in Indonesia with the 9.6 billion rupiah income per year. This research aims to see how the ability of the collaborative governance to push accountability and transparency factors in managing the village-owned enterprises in 2016. This research used the method of collaborative governance through the data collection and interview towards the related actors. According to the data, the collaborative governance in the management of Ponggok village-owned enterprises involved three actors such as the government of the village, community and private sector. Collaborative governance be able to push the accountability and transparency in the management of village-owned enterprises by those collaborative actors. The result of collaborative governance can be felt by the villagers in form of welfare.

Abstract

The purpose of this research is to analyze policy innovations of the local government of Yogyakarta Special Region Province in improving people’s food security in the current pandemic era. DIY province is one of the areas affected by the spread of the Corona virus. Although this province does not include in areas with a high number of confirmed Covid-19 patients, the big impact experienced by DIY Province is because most of the sources of local and community income are from tourism industry. This affects the economic security and food security of the community where the community’s economy is declining which causes food security to be disrupted. The paradigm shift of public administration towards agile government requires the government to quickly and carefully develop public policy innovations to save the public from the impact of the ongoing pandemic. Researchers used interview methods and Secondary Data Analysis methods, namely data collection through research from various types of documents such as news, journals, books, papers and so on. Data in the form of interviews and various journals, news and related articles will be processed with Nvivo software to make data presentation more effective and efficient. The results of this study indicate that the food security sub-system most affected in DIY Province is the consumption sector. The important actor in implementing the DIY Province’s resilience policy innovation is the regional government through the DIY Provincial DPKP which has made their respective innovations in the fields of production, consumption and distribution of foodstuffs.

Abstract

This article aims to explore the implementation of Village Government accountability in financial, administrative and policy aspects, by taking the object of research in Temuwuh Village, Dlingo District, Bantul Regency, DIY which is a representation of villages in the border region. The method used is a qualitative method with an exploratory approach, using depth interviews, FGD, observation and documentation in collecting . The results showed that the accountability of the performance of the Temuwuh Village Government had been running in accordance with applicable regulations, but it was not optimal. The community is still passive and has not been involved in the program and budget preparation process. The role of the community to be involved in the policy formulation process is also low, as well as the lack of administrative accountability due to the unavailability of SOPs and the support of adequate information systems.

Abstract

This study aims to determine how smart village accountability in the comparative study of BUMDes management as income generating in Ponggok Village, Polanharjo District, Klaten Regency and Dlingo Village, Dlingo District, Bantul Regency. The implementation of smart villages in Indonesia is a representative form as a fulfillment of the needs so that villages are able to overcome the problems that occur in it (Sensing), understand and understand the problems that occur (understanding), and are able to regulate (Controlling) the resources they have so that they can be used effective and efficient way to improve the quality of life of rural communities. In its implementation between BUMDes Tirta Mandiri and BUMDes Giritama which have several management differences in an effort to improve the welfare of the community. The type of research used is a qualitative approach. Data collection methods use in-depth interview techniques (In-Dept Interview). Analyzes were performed using the Nvivo 12 Plus software.

Abstract

The purpose of this article is to analyze the impact of the implementation of Spending Review using Performance-Based Budgeting (PBB) on the APBD (Regional Budget Revenues and Expenditures) of West Sumatra province the year  2018. This article uses the qualitative method to identify and interpret the Spending Review context that needs to be thoroughly identified. The result data were drawing through data codification, data presentation, and the result of data research. This research showed that the condition of the West Sumatra province's regional spending budget for the year  2018 was increasing. However, judging from the indirect expenditures budget of West Sumatra province was declining. Further, on the review of allocation result that has been done against the realization of regional expenditures budget, there were budget savings from the year  2017 – 2018.  Then for indicator and performance review through health and education services showed an increased value of human development. Further on, the need deviation analysis showed that within two years of the government budget of West Sumatra province, i.e., the year  2017-2018, it has the rate level of need deviation with the allocation of spending budget 15.56%.

Abstract

The study aims to explore the barriers of online learning in Sudan. The achievement of the research purpose requires an approach which is not only describes the relations between variables, but also the experience of the stakeholders, therefore, the study adopted mixed mothed approach. To collect data, the study used two sources; secondary, and primary data sources.  The secondary sources included peer-review international journals from recognized publishers, books, newspapers and reports. The primary sources included questionnaires and interviews. 132 participants were surveyed. Two professors were interviewed. SPSS was used to analyze the data. The findings indicate that there are five unique barriers to e-learning adoption in Sudan including; poor network infrastructure, lack of bandwidth in rural areas, electricity outages, lack of electricity in rural areas, and stakeholder’s deficiency of e-skills. Furthermore, the study showed that some professors are old, and they resist the adoption of e-learning. Likewise, the study found that 67% of respondents were not able to access the internet in their areas during Covid19 lockdown, 25% of respondents do not possess computers, 35% of respondents did not receive training for gaining E-skills, and 74% of respondents prefer learning in classrooms. The study concluded that, E-learning to be adopted in Sudan, several steps can be taken such as e-skills intensive training for stakeholders, support of stakeholders, electricity and internet networks connection to whole parts of Sudan, poverty combat, and stimulation of students to accept e-learning.
