Abstract

This study aims to analyze and determine the level of effectiveness of regional revenue. The study was conducted in Bandar Lampung City, Pringsewu Regency, and Mesuji Regency. This study used secondary data, which were analyzed by quantitative descriptive method. Secondary data were obtained from the regional budget reports for Bandar Lampung City, Pringsewu Regency, and Mesuji Regency, which had been processed and analyzed. To solve this problem, use the effectiveness ratio formula in analyzing the effectiveness of regional revenue receipts. The results in this study indicate that the level of effectiveness of regional original revenue (PAD) in Bandar Lampung City, Pringsewu Regency and Mesuji Regency in 2016-2019 was fluctuating. Pringsewu Regency and Mesuji Regency had an average regional original revenue effectiveness ratio in the last four years, including the effective category, while Bandar Lampung City in the last four years was in the less effective category. This study concludes that the effectiveness of regional revenue in Bandar Lampung City, Pringsewu Regency, and Mesuji Regency has an unstable regional original revenue since it has increased and decreased. The effectiveness level does not affect the contribution given to regional revenue.

Abstract

This article aims to provide an analysis of the accessibility of the community to the clean water supply policy in Pringsewu Regency which is managed by the Regional Drinking Water Company. The problem is focused on the limited public access to clean water sourced from the Way Sekampung Regional Drinking Water Company, Pringsewu Regency which is only able to reach Gadingrejo and Pringsewu Districts. To approach this problem, a reference to the concept of accessibility is used (Hakim, 2010). The data were collected through interviews, documentation, and observation and analyzed qualitatively. This study concludes that the community's access to clean water which is managed by the Way Sekampung Water Supply Company in Pringsewu Regency tends not to reach all sub-districts in Pringsewu Regency. PDAM Way Sekampung is only able to access two sub-districts, namely Pringsewu District and Gadingrejo District, out of the total sub-districts in Pringsewu Regency, which amount to 9 (nine) sub-districts. The lack of equal access is due to several factors, including; The volume of water consumed by the community tends to be large, while the Way Sekampung Regional Water Company has limited raw water sources, different access to clean water, the time it takes to get clean water, the quality and price of clean water is not optimal, as well as local government policies in providing clean water that has not been maximized.

Abstract

Regional head elections were held simultaneously on December 9, 2020, followed by 9 provinces, 224 districts and 37 cities in the territory of Indonesia. The budget for holding the simultaneous regional head elections in 2020 is sourced from a Regional Budget (APBD) grant from the Regional Government. However, the budgeting process sourced from the APBD had encountered problems, there were 3 provinces and 58 districts / cities that had not signed the Regional Grant Agreement (NPHD) even though it had passed the deadline for the NPHD preparation and signing stages, namely on October 1, 2019. Budget issues This will continue to be repeated as long as the regional head elections are still sourced from the APBD. This study aims to provide an idea of the budgeting model for regional head elections sourced from the State Budget through the Balancing Fund, namely the General Allocation Fund (DAU) and the Special Allocation Fund (DAK). This study uses a descriptive research method with a qualitative approach. The technique of collecting data through literature study. The results of this study indicate that budgeting sourced from the APBN through the balance fund will be able to accommodate the budget needs for the implementation of regional head elections, simplify complicated administration, and be free of budget political intervention in the regions.  Keywords : Pilkada Budgeting Model, APBN, Balancing Fund, DAU, DAK

Abstract

POLICY ISSUES IDENTIFICATION AND THE MAKING PREPARATION OF POLICY BRIEF FOR ECHELON III OFFICIALS OF WAY KANAN DISTRICT. The ability to set agendas in a comprehensive approach from the stage of identifying policy issues or public issues to compiling recommendations in the form of policy briefs has not been widely carried out within Way Kanan District. Therefore, the targets in this service are (a) disseminating understanding of the role of local governments in solving public problems through various public policy approaches; (b) giving participants an understanding of the characteristics of public policy issues and (c) providing technical skills in preparing a policy brief. Through mentoring methods (lectures, outreach, counseling, and preparation practices), the results of service supported from pre-test and post-test data have been able to improve the aspects of knowledge, attitudes, and commitments of echelon III officials regarding concepts and strategies for identifying issues and formulating policy briefs as well as making a positive contribution to increase the awareness and confidence of echelon III officials in formulating policy recommendations and public policy making practices in Way Kanan District. In terms of behavior, the service instrument shows optimism that the quality of public policies created by Way Kanan Regional Government will be better, both in terms of the preparation process and in the aspects of policy substance.

Abstract

Tujuan pengabdian masyarakat ini yaitu untuk memberikan pemahaman kepada kelompok masyarakat sipil di Lampung yang berkaitan dengan (a) isu-isu kebijakan publik apa saja yang perlu direspon oleh masyarakat sipil; dan (b) upaya yang dilakukan oleh kekuatan masyarakat sipil dalam mempengaruhi dan mengontrol kebijakan publik di Daerah. . Metode dalam pengabdian ini dilakukan dengan metode ceramah dan diskusi, pembahasan studi kasus dan pelatihan advokasi kebijakan. Untuk mengevaluasi kegiatan pengabdian masyarakat dilakukan dengan pendekatan kualitatif yaitu dengan melihat respon peserta terhadap kemampuan dalam mengidentifikasi kebijakan publik yang dikategorikan bermasalah dan kapasitas peserta dalam menindaklanjuti kebijakan publik yang bermasalah. Pengabdian  dilaksanakan di Bandar Lampung dengan peserta adalah kelompok masyarakat yang dikategorikan  sebagai masyarakat sipil. Materi pengabdian meliputi : (a) Literasi Kebijakan (b) Kebijakan Publik yang bermasalah dan (c) Advokasi Kebijakan. Target luaran yaitu peningkatan pemahaman masyarakat dalam mengidentifikasi kebijakan publik yang bermasalah dan kemampuan melakukan advokasi kebijakan. Hasil pengabdian masyarakat ini yaitu peserta berhasil melakukan evaluasi identifikasi kebijakan kublik yang bermasalah yaitu (a) kebijakan pembangunan terminal agro-bisnis di Lampung selatan. (b) pembangunan Pusat Pemerintahan di Kota Baru. Kebijakan pembangunan Pusat Pemerintahan Pemerintah Provinsi Lampung di Kota Baru di (c) Pembangunan Flyover di MBK Jalan Teuku Umar. Konflik ini berakibat pembangunan jalan layang dihentikan sementara. (d) beberapa kasus korupsi di Lampung.

Abstract

Menurut UU No.7 tahun 2017 Pemilu terdiri dari pemilihan DPR,DPD,DPRD Kabupaten/kota serta pemilihan kepela daerah yang diselenggarakan tiap 5 tahun sekali, Pemilihan kepala daerah diselenggarakan secara serentak pada tanggal 9 Desember 2020, diikuti oleh 9 provinsi, 224 kabupaten dan 37 kota termasuk kabupaten Ogan Ilir. Pada Pemilihan tahun 2020 terdapat 2 pasangan calon Kepala Daerah dan Wakil Kepala Daerah di kabupaten Ogan Ilir yaitu pasangan Panca Wijaya Akbar-Mardani yang diusung oleh partai Perindo,Nasdem, PKB, PKS, PPP, Partai Gerindra, Demokrat, PAN serta pasangan Ilyas Panji Alam-Endang PU Ishak diusung oleh partai PDIP, Golkar, Berkarya, PBB dan Hanura. Pada kesempatan ini penulis ingin mengangkat permasalahan tentang pembatalan pencalonan pasangan calon Ilyas Panji Alam – Endang PU Ishak berdasarkan surat rekomendasi Bawaslu Kabupaten Ogan Ilir No.. Tujuan penelitian ini yaitu mengetahui seberapa besar dampak pembatalan pasangan calon Ilyas Panji Alam – Endang PU Ishak terhadap pelaksanaan Pemilihan Serentak di Kabupaten Ogan Ilir Tahun 2020. Penelitian ini menggunakan metode kualitatif deskriptif. Teknik pengumpulan data menggunakan metode interview(wawancara) dan studi dokumen yang berasal dari data yang diperoleh dari subbagian hukum dan SDM KPU Kabupaten Ogan Ilir. Penelitian ini diharapkan menghasilkan penelitian yang berguna demi terciptanya proses demokrasi yang lebih baik pada kabupaten Ogan Ilir.Kata Kunci : pencalonan,pilkada,pembatalan pasangan calon

Abstract

Indeks Pembangunan Manusia (IPM) Kabupaten Lampung Utara tertinggal dari kabupaten/kota yang sama-sama merupakan kabupaten/kota awal sejak berdirinya Provinsi Lampung tahun 1964 dan bahkan tertinggal dari kabupaten pemekarannya. Kondisi ini merupakan anomali bila dikaitkan dengan teori neo klasik yang menyatakan bila pembangunan telah berjalan dalam waktu lama maka perbedaan tingkat kemakmuran antar wilayah cenderung menurun (convergen). Tulisan ini bertujuan untuk mengkaji ketertinggalan pencapaian IPM Kabupaten Lampung Utara dibandingkan dengan kabupaten/kota yang dibentuk bersamaan dengan berdirinya Provinsi Lampung.  Metode penelitian dilakukan melalui analisa kualitatif menggunakan data kuantitatif yang didapatkan dari Badan Pusat Statistik (BPS).  Hasil pembahasan menunjukkan bahwa dari komponen IPM yang ada, indeks kesehatan dan indeks pengeluaran merupakan komponen yang berkontribusi dalam menyebabkan kesenjangan (ketertinggalan) pencapaian IPM di Kabupaten Lampung Utara. Indeks pengeluaran merupakan indeks yang paling dominan menyebabkan kesenjangan pencapaian IPM Kabupaten Lampung Utara. Pencapaian indeks pendidikan Kabupaten Lampung Utara tertinggi kedua setelah Kota Bandar Lampung di antara kabupaten/kota awal di Provinsi Lampung terutama dikarenakan pencapaian rata-rata lama sekolah (RLS) yang baik.  Untuk mengejar ketertinggalan dalam pencapain IPM, maka Kabupaten Lampung Utara perlu lebih memfokuskan pembangunan ekonomi agar pendapatan per kapita meningkat, di samping program di bidang kesehatan juga perlu ditingkatkan.
