Abstract

Policy implementation of solid waste management is a part of public policy to implement in order to create a safe, sound environment and public space for the people. Bekasi Regency government contributes to solid waste management in their region that they assign the Environmental Office to hold the main role in implementing the policy. Thus, this study sought to profoundly describe the policy implementation of solid waste management by the Environmental Office of Bekasi Regency. This study used qualitative approach with “single instrumental case study” strategy by selecting a relevant case and focusing on the given phenomena and problems. The results show that policy implementation of solid waste management by the Environmental Office of Bekasi Regency has not been optimized due to the limited capacity of the Office in providing resources and budgets, creating new innovations, and influencing people’s mindset. However, it can be said that Environmental Office has been good enough in making policies and efforts for solid waste management since they have been sinergyzed with those of the above level.

Abstract

Tujuan dari kegiatan pengabdian ini adalah sebagai upaya untuk mengembangkan agrowisata berbasis community based tourism melalui pengenalan bahasa asing. Kegiatan pengenalan bahasa asing ini juga merupakan upaya untuk meningkatkan promosi daerah agrowisata. Analisis situasi menunjukkan bahwa pelaku agrowisata kurang memiliki kemampuan berbahasa asing, kurangnya keterampilan penggunaan media digital, dan juga daerah agrowisata yang kurang dikenal. Tahapan kegiatan pengabdian meliputi: analisis situasi masyarakat, merancang kegiatan pengabdian, pelaksanaan kegiatan, dan evaluasi kegiatan. Kegiatan pengabdian ini dilaksanakan di empat lokasi yaitu Desa agrowisata Cihideung Kabupaten Bandung Barat, Kebun Mini Serba Ada Kabupaten Bandung Barat, Cibugary Jakarta Timur, dan Hutan Mangrove Kota Tegal. Terdapat lima bahasa asing yang dikenalkan yaitu bahasa inggris, bahasa jepang, bahasa prancis, bahasa jerman dan bahasa rusia. Kegiatan yang dilakukan dalam pengenalan bahasa asing adalah dengan pemasangan poster/ornament bahasa asing, membagikan buku edukasi pengenalan bahasa asing,  serta pembuatan video promosi dengan menggunakan bahasa Indonesia dan bahasa asing. Kegiatan-kegiatan tersebut dilakukan sebagai upaya pengembangan sumber daya manusia agar mereka dapat berpartisipasi dalam pengembangan agrowisata berbasis komunitas. Hasil evaluasi menunjukkan bahwa Kegiatan-kegiatan pengenalan bahasa asing tersebut diterima dengan baik oleh pengelola agrowisata dan juga masyarakat sekitar, dianggap memberikan pengetahuan mengenai bahasa asing, juga membantu mempromosikan daerah agrowisata melalui video promosi berbahasa asing.

Abstract

The participatory budgeting process through social media has received attention in recent years, aims to increaseg citizen participation in government budgeting. The use of social media in many cases opposes the political practice assumptions of a budget lobbying to decide a specific budget post. Using conceptual article methods, we identified a participatory budgeting framework simulation using social media (Facebook, Twitter, WhatsApp, YouTube, Google+, Telegram) to provide detailed explanations of procedures or techniques, specific instructions, discuss, and describe the participatory budgeting practices determination. Therefore, it required an innovative way, academically claimed to give better budget transparency. This research resulted in some information i.e., with the participatory budgeting model through social media, the citizen can take part in the planning, decision-making, and monitoring budgets democratically. Finally, we consider the weaknesses of our knowledge, suggesting the participatory budgeting that can be tested in future research. Keywords: Participatory Budgeting, Social Media, Citizen Participation, Innovative Abstrak Proses penganggaran partisipatif melalui media sosial telah mendapat perhatian dalam beberapa tahun terakhir, bertujuan untuk meningkatkan partisipasi masyarakat dalam penganggaran pemerintah. Penggunaan media sosial di banyak kasus menentang asumsi praktik politis anggaran dengan cara lobi untuk menentukan pos anggaran tertentu. Dengan menggunakan metode conceptual article, kami mengidentifikasi simulasi kerangka kerja penganggaran partisipatif menggunakan media sosial (Facebook, Twitter, WhatsApp, YouTube, Google+, Telegram) untuk memberikan penjelasan rinci tentang prosedur atau teknik, dan menyediakan instruksi spesifik, mendiskusikannya, dan menggambarkan penentuan praktik penganggaran partisipatif. Oleh sebab itu diperlukan cara yang inovatif, secara akademis diklaim memberikan transparansi anggaran yang lebih baik. Penelitian ini menghasilkan beberapa informasi yaitu, dengan model penganggaran partisipatif melalui media sosial, masyarakat lebih demokratis untuk ikut dalam perencanaan, pengambilan keputusan, dan pengawasan anggaran. Terakhir, kami mempertimbangkan kelemahan pengetahuan kami, menyarankan penganggaran partisipatif yang dapat diuji dalam praktik penelitian masa depan. Abstract

The problem of low labor absorption is expected to be overcome by promoting entrepreneurship. This research was conducted with the aim of knowing the implementation of the Entrepreneurial Skills Education (PKW) program at LKP Karya Duta, Bandung. The research method used is descriptive qualitative, using program variables, implementing organizations and beneficiaries of David Korten's Policy Implementation Model. Data collection techniques using observation and interviews. Determination of informants using purposive sampling consisting of program coordinators, managers of educational institutions, students and instructors. The results of the study show that this program is very useful in helping people of productive age who do not work to gain knowledge, increase competence and have the opportunity to start independent businesses which are supported by the readiness of LKP Karya Duta in the implementation processPermasalahan rendahnya keterserapan tenaga kerja diharapkan dapat diatasi dengan menggalakkan wirausaha. Penelitian ini dilakukan dengan tujuan untuk mengetahui pelaksanaan program Pendidikan Kecakapan Wirausaha (PKW) di LKP Karya Duta,Bandung. Metode penelitian yang digunakan adalah kualitatif deskriptif, menggunakan variabel program, organisasi pelaksana serta penerima manfaat dari Model Implementasi Kebijakan David Korten. Teknik pengumpulan data menggunakanobservasi dan wawancara. Penentuan informan menggunakan purposive sampling terdiri dari koordinator program, pengelola lembaga pendidikan, peserta didik beserta instruktur. Hasil penelitian menunujukkan bahwa program ini sangat bermanfaat dalam membantu masyarakat usia produktif yang tidak bekerja untuk memperoleh ilmu, meningkatkan kompetensi serta adanya kesempatan merintis usaha mandiri yang didukung dengan kesiapan LKP Karya Duta dalam proses pelaksanaan.

Abstract

Legal awareness plays an essential role in achieving legal values and goals. This awareness becomes the basis for realizing the values of legal certainty, usefulness, justice and legal objectives for general prosperity. The Regulation of the Minister of Law and Human Rights of the Republic of Indonesia stipulates that public legal awareness includes understanding and compliance with legal norms. The Legal Awareness Subdistrict/Village Program (DSH), which began in the 1980s, aims to increase residents' legal awareness through outreach by the Ministry of Law and Human Rights. In an effort to increase legal awareness, the government formed Legally Aware Families (Kadarkum) and Legally Aware Villages/Subdistricts. The Legal Awareness Family Competition, as held in several regions in Indonesia, involves the community in increasing their understanding of the law through various competitions. This research describes the capacity of the Mekarsari Village Government in realizing a Legally Aware Village, involving aspects of strategic leadership, organizational structure, human resources, financial management, infrastructure and program management. Despite facing limitations, Mekarsari Village has succeeded in creating an environment that prioritizes legal understanding and has become an example for other villages in strengthening legal awareness at the local level.
