Abstract

Abstract The increase of incidence of natural disasters over the past two decades, spawned many ideas about disaster risk reduction impacts both in terms of social and engineering, including in the field of transport evacuation. The rules of scientific developments in the field of transport modeling evacuation typically rely on natural disasters as well as the movement of traffic during the evacuation process. Concept model of transportation for evacuation is divided in two parts, the first focusing on the performance of the road network and the second on the behavior of individual refugees. Based model of transportation refugee behavior has the advantage that individual refugee can be added capabilities and knowledge of the evacuation; only in this concept study is very limited area coverage. Then the concept of performance based transportation model has the advantage of the road network can capture the phenomenon of the movement of traffic as a result of the evacuation on a large scale, in which the main results of simulation in the form of evacuation time and the identification of network vulnerability, only this model require accuracy in data collection, analysis and calibration process. The application of the concept of performance-based model of the road network in the case of disaster evacuation in Indonesia is very applicable at the level set evacuation routes, where the system optimized and user optimized is part of the scenario modeling to optimize its performance. Keywords: model of transportation, disasters, evacuation, network, refugees  Abstrak Peningkatan kejadian bencana alam selama dua dasawarsa terakhir melahirkan banyak gagasan mengenai pengurangan dampak risiko kebencanaan baik dari sisi sosial maupun teknis, termasuk pada bidang transportasi evakuasi. Perkembangan kaidah keilmuan dalam bidang pemodelan transportasi evakuasi bergantung pada tipikal bencana alam serta pergerakan lalulintas saat proses evakuasi. Konsep model transportasi untuk evakuasi dibagi dua bagian, pertama fokus pada kinerja jaringan jalan dan kedua pada perilaku individu pengungsi. Model transportasi berbasis perilaku pengungsi memiliki keuntungan, yaitu individu pengungsi dapat ditambahkan kemampuan dan pengetahuan akan evakuasi, hanya pada konsep ini cakupan wilayah kajiannya sangat terbatas (mikro). Kemudian konsep model transportasi berbasis kinerja jaringan jalan memiliki keuntungan dapat menangkap fenomena pergerakan lalulintas akibat proses evakuasi dalam skala besar, di mana hasil utama simulasi berupa waktu evakuasi dan identifikasi jalur padat, hanya saja model ini memerlukan kecermatan dalam pengumpulan data, proses analisis, dan kalibrasinya. Adapun penerapan konsep model berbasis kinerja jaringan jalan untuk kasus evakuasi bencana di Indonesia sangat aplikatif pada tataran menetapkan rute evakuasi, di mana system optimized dan user optimized merupakan bagian dari skenario pemodelan untuk mengoptimalkan kinerjanya. Kata kunci: model transportasi, bencana, evakuasi, jaringan, pengungsi

Abstract

TOD adalah solusi untuk mengatasi masalah kemacetan di Jakarta, terutama kawasan Blok A. Pengembangan kawasan ini berorientasi transit. Sementara, walkablity sebagai fondasi berdirinya TOD.  Walkability merupakan ukuran seberapa baik membentuk lingkungan yang menyemarakkan berjalan kaki (Riley et al., 2013, Grasser et al., 2013). Maka, peneliti bermaksud untuk mengidentifikasi desain walkability eksisting.Tahapan pengukuran penelitian ini, yaitu: pertama, pola pergerakan pejalan kaki dilakukan dengan plotting pergerakan pejalan kak. Kedua, pengukuran indeks walkability menggunakan alat Clean Air Initiative for Asia Cities. Ketiga, pengukuran preferensi pejalan kaki menggunakan survei wawancara Global WaIkability Index. Keempat, redesain walkability disesuaikan dari penelitian Marchiano (2019) yang menyediakan integrasi moda. Redesain walkability sesuai kriteria Pedoman Perencanaan Teknis Fasilitas  Pejalan Kaki Kementerian Pekerjaan Umum dan Perumahan Rakyat dengan mempertimbangkan Rencana Detail Tata Ruang Jakarta Selatan. Keempat, Pola Pejalan Kaki yang ada, preferensi pejalan kaki, dan indeks walkability adalah tiga faktor untuk menyusun pola pergerakan setelah redesain walkability. Output yang diperoleh ialah indeks walkability setelah redesain.Hasil pengukuran menunjukkan indeks walkability eksisting sebesar 55.657 yang diklasifikasikan sebagai "sedikit walkable". Hasil preferensi pejalan kaki konsisten dengan hasil indeks walkability, walkability relatif buruk. Redesain walkability terbatas pada jalur pejalan kaki. Setelah redesain, indeks walkability meningkat menjadi 73.535 yang digolongkan "sangat walkable"

Abstract

A roadway is an infrastructure land required to have a Certificate of Worthiness as a requirement for the roadway to operate in the public interest and a guarantee that the roadway could provide safety, security, and legal certainty for the user and road organizer. The purpose of this study is to analyze the roadworthiness of several National Roads in the Special Region of Yogyakarta, i.e., 006 Kulon Progo City Boundary Section - Yogyakarta (11.21), 008 Yogyakarta - Piyungan Section (8,760), 016 Section City Boundary Sleman - Yogyakarta (5,644), with a total length of 25.614 km. Further analysis was conducted to find out the recommendations for repairs, additions, and maintenance on sections of roads that are not in accordance with the technical standards. The research was conducted by observing existing field conditions based on The Road Function Feasibility Implementation Instructions No. 09/P/BM/2014 Directorate General of Highways Ministry of Public Works. The results of the research on 3 (three) national roads conclude that: (006) Kulon Progo – Yogyakarta City Boundary, (008) Yogyakarta – Piyungan, (016) Sleman – Yogyakarta City Boundary everything has conditional function-worthy categories with recommendations (LS). The eligibility category further action for each road section is to provide recommendations for repair, addition, and maintenance in every technical test that does not fulfill the technical testing standard
