Abstract

Kemiskinan merupakan permasalahan serius yang harus diatasi negara berkembang. Pemerintah sangat berperan penting dalam menanggulangi masalah kemiskinan. Pemerintah melalui Nawa Cita menjadikan investasi berupa pembangunan infrastruktur yang menjadi program unggulan. Pembangunan infrastruktur ditujukan untuk mempercepat pertumbuhan ekonomi yang akan menurunkan kemiskinan dan meningkatkan kesejahteraan. Penelitian ini bertujuan untuk menganalisis apakah investasi atau pembangunan infrastruktur yang gencar dilakukan oleh Pemerintah saat ini efektif dan efisien dalam menurunkan angka kemiskinan di Kalimantan Selatan. Penelitian ini dilakukan dengan pendekatan kuantitatif deskriptif dengan menggunakan data persentase penduduk miskin dan Produk Domestik Regional Bruto (PDRB). Alat analisis yang digunakan adalah rumus elastisitas. Berdasarkan hasil penghitungan menggunakan rumus elastisitas, gencarnya pembangunan infrastruktur berhasil menurunkan tingkat kemiskinan selama tahun 2010-2017. Investasi yang digelontorkan sebelum maupun sesudah 2014 sudah on the track, karena sama-sama memberikan nilai elastisitas negatif terhadap kemiskinan. Akan tetapi, jika dilihat dari besaran elastisitasnya, setelah tahun 2014 nilai elastisitasnya lebih kecil dibanding periode sebelumnya. Hal ini menunjukkan investasi yang dilakukan kurang efisien dalam menurunkan angka kemiskinan di Kalimantan Selatan.

Abstract

Kaitan Antara Bentuk dan Fungsi pada Bangunan Rektorat Unpad Jatinangor   Utami, Aldy Praverdianto, Maulana Nurrohman, Arif Maulana Jurusan Teknik Arsitektur, Fakultas Teknik Sipil dan Perencanaan Institut Teknologi Nasional   Email: utami_heryadin@yahoo.com   Abstrak Bentuk dan fungsi tidak dapat dihilangkan dari suatu produk arsitektur dan merupakan bagian terpenting dari suatu karya arsitektur. Bentuk pada sebuah bangunan dapat mencerminkan fungsi bangunannya dan dapat mempengaruhi aktifitas di dalam bangunan. Penelitian ini bertujuan untuk melihat dan menganalisa kembali apakah bangunan dengan bentuk tertentu dapat mewadahi aktivitas penggunanya di dalam bangunan dengan baik atau tidak. Penelitian ini mengambil kasus bangunan Rektorat Unpad Jatinangor yang berbentuk silinder dengan fungsi sebagian besar sebagai kantor pusat administrasi. Metode yang dilakukan melalui metode normatif dengan membandingkan bagaimana seharusnya bangunan tersebut berfungsi secara ideal. Hasil penelitian menunjukkan bahwa bentuk bangunan berpengaruh terhadap aktivitas di dalamnya. Kata kunci: Kaitan; bentuk bangunan; fungsi bangunan Abstract Form and function can not be removed from a product architecture and the most important part of a work of architecture. The shape of a building can reflect the function of the building and can affect activity within the building. This study aims to look back and analyze whether the building with a certain shape can accommodate the users within the building properly or not. This research takes the case of the Rector Building Jatinangor cylindrical with functions mostly as administrative headquarters. The method is performed through normative method by comparing how the building should ideally function. The results showed that the shape of the building affect the activity therein. Abstract

One of the ways to maximize the practicum function carried out in lectures is through the evaluation of practicum programs. So far there has never been an evaluation on practicum, which only focuses on the implementation of the practicum itself. There are many program evaluation models designed by experts. These models tend to be developed in accordance with the objectives of evaluation. One of them is the CSE program evaluation model UCLA. This study aims to find out assessment systems, program planning, implementation programs and certification certification programs Botany phanerogamae students majoring in biology IAIN Kerinci. This research belongs to the category of qualitative research which includes the type of case study method (case study). To get the CSE-UCLA model data, researchers used observational studies, documents and interviews. At the stage of the assessment assessment system has been owned and implemented, although there are obstacles to the lack of student attention to the environment. At the planning stage, the program focuses on evaluating the feasibility of the organizational structure of the Department of Biology, evaluating the readiness of the ability of lecturers and assistants, advice and infrastructure and labor managers in the Botany Phanerogamae Practicum which is categorized ready. In the Implementation Program stage it has been carried out well and also structured. The Improvement Program has been categorized as effective. In the Certification Program stage it is in accordance with the wishes of the Department of Biology. Where the practicum objectives and responses of the students are very positive, so that the stages of practicum implementation can run effectively and in accordance with the expected desires of the Department of Biology of the Kerinci Islamic Institute. Keywords: System assessment, program planning, implementation programs, program certification and Botanical phanerogamae.

Abstract

The Navigation Assistance Facility (SBNP) is an essential component that affects shipping safety and security, so a study was conducted to find out the role of the light tower guard in shipping and what obstacles were encountered in optimizing the part of the light guard. Normative research techniques to study the laws and regulations related to shipping implementation in Indonesia. The data came from statutes, regulations, expert theory, previous research, and books. The results showed that lighthouse keepers have two main objectives in shipping: assisting ship navigation in determining direction and location, warning ships when there is danger, and supporting shipping safety and security according to standards in SOLAS 1947 and ISM Code in the Shipping Law. The obstacles damaged buildings, electrical networks, installations, and light balloons that endangered shipping. The damage affects the performance of the light tower in determining the direction and location when the ship is sailing
