Abstract

Abstract, This paper is intended to provide answers to some bureaucratic reform efforts related to systems and procedures in public services in Kupang City. Indonesia's public bureaucracy has undergone significant reform, which is a result of the convergence of external and internal factors in supporting change. Bureaucratic reform can be classified into three groups, namely institutional reform, apparatus resource reform and system and procedure reform. This review & review on the dimensions of Systems and procedures, which provide an evaluation of bureaucratic reforms carried out in the previous decade. The contents and spirit of bureaucratic reform reflect a new understanding of bureaucracy that is very different from the classical form of bureaucracy. As such, it has the potential to bring considerable change, not only in the role of the national public bureaucracy, but in the relations of systems and procedures. However, this study discusses the commitment of the Kupang City Government and the application of systems and procedures as a hindering factor in implementing effective bureaucratic reform.Keywords: Bureaucracy, System and procedure reform, Public Service. Abstrak, Tulisan ini dimaksudkan untuk memberikan jawaban atas beberapa upaya reformasi birokrasi terkait sistem dan prosedur dalam pelayanan publik di Kota kupang. Birokrasi publik Indonesia telah mengalami reformasi secara signifikan, yang merupakan hasil dari konvergensi faktor eksternal dan internal dalam mendukung perubahan. Reformasi birokrasi dapat diklasifikasikan menjadi tiga kelompok yaitu reformasi kelembagaan, reformasi sumberdaya aparatur dan reformasi sistem dan prosedur. Kajian & ulasan ini pada dimensi Sistem dan prosedur, yang memberikan evaluasi terhadap reformasi birokrasi yang dilakukan dalam dekade tahun sebelumnya. Isi dan semangat reformasi birokrasi mencerminkan pemahaman baru birokrasi yang sangat berbeda dari bentuk birokrasi klasik. Dengan demikian, memiliki potensi untuk membawa perubahan yang cukup besar, tidak hanya dalam peran birokrasi publik secara nasional, tetapi dalam hubungan Sistem dan prosedur. Namun demikian, kajian ini membahas komitmen Pemerintah Daerah Kota Kupang dan penerapan sistem dan prosedur sebagai faktor yang menghambat dalam pelaksanaan  reformasi birokrasi yang efektif.Kata kunci: Birokrasi, Reformasi Sistem dan prosedur, Pelayanan Publik

Abstract

Abstrak Peraturan Daerah Kota Kupang Nomor 3 Tahun 2011 tentang Penyelenggaraan Penanganan Sampah Rumah Tangga dan Sampah Sejenis Sampah Rumah Tangga harus dapat diimplementasikan dengan baik agar tercapai maksud dan tujuan dari peraturan tersebut. Sebagai suatu kebijakan yang harus diimplementasikan untuk mencapai tujuan maka situasi yang telah terjadi dapat mengindikasikan bahwa kebijakan penanganan sampah belum berhasil. Penelitian ini bertujuan untuk untuk mengetahui dan menganalisis Implementasi Peraturan Daerah No 3 Tahun 2011 Tentang Penyelenggaraan Penanganan Sampah Rumah tangga dan Sampah Sejenis Rumah Tangga di Kelurahan Liliba Kecamatan Oebobo Kota Kupang.Penelitian menggunakan metode deskriptif kualitatif. Dengan teknik pengumpulan data observasi, wawancara dan studi dokumen. Data terkumpul menggunakan konten analisis untuk menganalisis Implementasi Peraturan Daerah No 3 Tahun 2011 Tentang Penyelenggaraan Penanganan Sampah Rumah tangga dan Sampah Sejenis Rumah Tangga. Hasil penelitian ini Kurangnya komunikasi dan sumber daya Implementasi Peraturan Daerah Kota Kupang Nomor 3 Tahun 2011 Tentang Penanganan Sampah Rumah Tangga dan Sejenis Sampah Rumah Tangga di Kelurahan Liliba sehingga tidak ada kejelasan dan juga tranmisi masih ditemukan berbagai kendala seperti tidak pernah dilakukannya sosialisasi terhadap Perda tersebut, sedangkan disposisi dan struktur birokrasi sudah baik karena ada dukungan dari implementor dan SOP yang ada pada Dinas Lingkungan Hidup dan Kebersihan Kota Kupang.

Abstract

Purpose: This study analyzes the accountability of village fund management in Kleseleon village, Weliman district, Malaka regency. Research methodology: This is qualitative research with a case study approach. Data were collected through observation, interviews and document searches. Results: There are several problems in managing village funds in Kleseon village, such as delays in determining the program to inefficient reporting. The inhibiting factors for the accountability of village financial management in Kleseleon village are (1) delays in village annual development planning, (2) human resources, (3) facilities, (4) delays in budget allocation and (5) delays in the availability of funds, general guidelines and technical guidelines. Limitations: This research was conducted relatively quickly so that researchers could not examine more deeply related to the existing problems. Contribution: The research findings can be used as evaluation material for the Kleseon village government in managing village funds.

Abstract

Stunting is one of the public problems that need attention and handling. The incidence of stunting if leftunchecked  can have  implications  for  the  quality  of human  resources,  namely in  addition  to  risking  physicalgrowth barriers and children's vulnerability to disease, it also causes cognitive development barriers that will affectchildren's intelligence and productivity levels in the future. The community service (PPM) which is carried out in theform of counseling in Besmarak village, Nekamese sub-district, Kupang regency is expected to provide knowledgeto  the  community  that  solving  the  stunting  problem  is  not  only through health and nutrition improvementassistance provided by the government, but also through community social capital, namely through social networksand  community trust norms.  There  is a  strong  relationship between social capital and  solving  various  publicproblems, so that people with higher social capital also have higher awareness, they are able to take collectiveaction in preventing stunting.

Abstract

. This research is strategically used as a solution instrument for crucial issues related to participatory governance in the management of City Parks, especially in the City of Kupang. By using relevant references, it produces differentiation and new values ??of City Park management in the development of scientific repertoire in the field of Urban Policy. Therefore, the principle of participatory governance needs to be applied. The problem is how to involve the community in maintaining the City Park? The purpose of this research is to know and analyze Participatory Governance in Park Maintenance in Kupang City. Thus, the current focus of the study on urban parks lies in the aspect of infrastructure, and how local regulations support in providing space for partnerships, as well as how the awareness and willingness of civil society, as well as corporations to participate in the maintenance of city parks, apart from finding a form of cooperation that appropriate and effective in the maintenance of city parks. The results of the study provide two recommendations, namely: (1) the potential of civil society and corporations managing city parks, and (2) forms of cooperation between potential managers (civil society, corporations) and the Kupang City Government. Meanwhile, the long-term goal, in particular, is to propose improvements to local government policies in building a collaboration model between the Kupang city government and the community that ensures the beauty of city parks is maintained. To achieve this goal, the research team reviewed the theories and concepts of participatory governance using a public policy perspective. The goal is that this perspective can focus on research and analysis frameworks that are appropriate, relevant, applicable, measurable with scientifically justifiable methodologies. The results of the study show that many city parks that have been built are expected to be well maintained so that they have attractiveness, and ensure the comfort of visitors to enjoy their beauty. However, the Government certainly has a number of limitations in its maintenance so that it requires continuous improvement. The results of this study were derived as new concepts of participatory government based on the urban social context so that in the end they were able to make a concrete contribution to the achievement of the City Park development program strategy as a green open space. Therefore, the recommendation put forward in this study is the need to build a synergistic actor relationship in the management of City Parks that is supported by adequate regulations.

Abstract

Purpose: The purpose of this study is to analyze saving and loan business management strategy in Satu Hati Village-Owned Enterprises (BUMDes) In Naimana Village, Central Malaka Sub-District, Malaka District. Research methodology: This research used a descriptive research method with a qualitative approach. This research used purposive sampling technique. Results: The results of this study found that communication and cooperation are not good enough, there are no binding rules, and recording and bookkeeping are not in accordance with the borrower's deposit. Limitations: This research only analyzes Management Strategies for Savings and Loans at Satu Hati Village-Owned Enterprises (BUMDes) in Naimana Village, Central Malaka Sub-District, Malaka Regency. Contribution: This research becomes information for the development of Satu Hati Village-Owned Enterprises (BUMDes) so that this BUMDes can continue to grow. Abstract

Sektor Pariwisata adalah salah satu sektor  ekonomi yang penting dan paling cepat berkembang dewasa ini. Sektor ini menjadi  sumber pendapatan, pekerjaan, dan kekayaan yang semakin signifikan di berbagai negara. Kegiatan kepariwisataan menjadi roda penggerak ekonomi masyarakat mengingat multiplier efek dan trickle down efek yang dihasilkan dari kegiatan kepariwisataan.  Lokus kegiatan pariwisata (wisata minat khusus) memang banyak jenisnya, diantaranya; wisata budaya dan sejarah; wisata olahraga dan rekreasi; wisata kuliner dan belanja; wisata alam dan ekowisata; dan lain sebagainya, namun wisata pedesaan juga tidak kalah penting dan menarik dari wisata-wisata yang yang lain.  Pengabdian masyarakat yang dilakukan oleh tim pengabdian masyarakat Program Studi Administrasi Negara Fisip Undana dilakukan kepada perwakilan masyarakat di kelurahan Buraen Kecamatan Amarasi Selatan kabupaten Kupang, bertujuan mensosialisasikan konsep pariwisata pedesaan dan permasalahannya.  Berdasarkan analisis situasi, maka terdapat beberapa masalah yang berkaitan dengan rintisan wisata pedesaan di kelurahan Buraen, yaitu; (a) kurangnya partisipasi masyarakat dalam upaya rintisan pariwisata pedesaan; (b) sarana dan prasarana pendukung pariwisata yang minim; (c) investasi pariwisata pedesaan yang masih rendah. Hasil pengabdian yang dilakukan tim dari Prodi administrasi Negara Fisip Undana, berhasil memberikan penjelasan secara mendetail tentang bermasalahan tersebut dan keterlibatan peserta menunjukkan hasil yang memuaskan yaitu; sebanyak 75 persen peserta aktif dalam mengikuti kegiatan pengabdian dan dapat memahami  konsep dan permasalahan pariwisata pedesaaan.

Abstract

Decision making is an activity that can be carried out by anyone in his position as what and for what. Decisions are very important when it comes to the life or interests of many people. This was also experienced by the Malacca Regency Manpower and Transmigration Office in determining the location of the Labor Intensive Program. The Infrastructure Labor Intensive Activity is a community empowerment activity aimed at: reducing the number of unemployed, underemployed and the poor; fostering a sense of community and community cooperation; increasing community accessibility to basic social service centers; and increase the quality and quantity of community development towards a better direction. So far, the determination of labor-intensive locations has not had a standard standard so that it often creates jealousy between villages and the emergence of a public perception that the location of labor-intensive programs is based on the subjective assessment of officials from the Manpower and Transmigration Office. This study aims to determine what criteria are used in determining the priority scale of labor-intensive program locations in Malacca Regency; What types of infrastructure development programs will be carried out in Malacca Regency; and Determining the priority scale for the location of labor-intensive infrastructure programs in Malacca District. This research consisted of 15 informants and was carried out for 1 month at the Manpower and Transmigration Office of Malacca Regency.The research found that there were several criteria in determining the priority scale for labor-intensive locations in Malacca Regency, including: Number of beneficiaries (unemployed, underemployed, full PMI, victims of layoffs, the poor, CMPI who failed to leave due to COVID-19, and PMI who returned home. because the country is placing a lockdown); potential for community economic improvement; and support for natural resources and labor resources). Types of infrastructure labor-intensive programs in Malacca District include: Clean Water Network Development; Environmental Road (Pavement Construction); Environmental Road Construction (Construction Rebates); Farming Business Road Development; Polindes Development; Irrigation Development; and Drainage Development.

Abstract

Salah satu upaya yang dilakukan oleh pemerintah dalam meningkatkan kualitas pelayanan dapat dilihat melalui pelayanan pembuatan Akta Kelahiran. Akta kelahiran menjadi sangat penting karena menyangkut identitas diri dan status kewarganegaraan. Penelitian ini bertujuan: (1) untuk mengetahui bagaimana kinerja pelayanan akta kelahiran oleh Dinas Kependudukan dan Catatan Sipil Kabupaten Timor Tengah Selatan menggunakan konsep pengukuran kinerja dengan lima indikator yaitu produktivitas, kualitas pelayanan, responsivitas, responsibilitas dan akuntabilitas. (2) untuk mengetahui cakupan pelayanan pelayanan Akta Kelahiran 0-18 tahun, dan (3) menguraikan faktor penghambat dalam pelayanan akta kelahiran. Dengan perumusan masalah adalah: (1) Bagaimana Kinerja Dinas Kependudukan dan Pencatatan Sipil Kabupaten Timor Tengah Selatan (TTS). (2) Faktor apa saja yang menghambat dan mendorong Kinerja Dinas Kependudukan dan Pencatatan Sipil Kabupaten TTS. Tujuan penelitian adalah: (1) Untuk mengetahui dan menganalisis kinerja Dinas Kependudukan Dan Pencatatan Sipil Kabupaten TTS. (2) Untuk mengindentifikasi dan menganalisis aspek yang menghambat dan mendorong kinerja Dinas Kependudukan dan Pencatatan Sipil Kabupaten TTS, adapun kegunaan penelitian ini adalah untuk mengetahui dan memperoleh gambaran terkait kinerja Dinas Kependudukan dan Pencatatan Sipil Kabupaten TTS dalam rangka meningkatkan pemilikan akte kelahiran bagi masyarakat TTS. Penelitian ini merupakan penelitian deskriptif dengan menggunakan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan teknik observasi, wawancara, dan dokumentasi. Narasumber penelitian ditentukan menggunakan teknik pengambilan sampel acak sederhana disebut juga Simple Random Sampling sehingga memberikan kesempatan yang sama bagi setiap anggota populasi untuk menjadi sampel penelitian. Teknik analisis data yang digunakan dibagi menjadi beberapa tahapan, yaitu reduksi data (data reduction), penyajian data (data display), dan penarikan simpulan (conclusion drawing). Hasil penelitian menunjukkan simpulan bahwa kinerja Dinas Kependudukan dan Catatan Sipil Kabupaten Timor Tengah selatan berdasarkan produktivitas, responsibilitas dan akuntabilitas cukup baik, namun berdasarkan kualitas layanan dan responsivitas belum memuaskan. Cakupan Kepemilikan Akta Kelahiran di Kabupaten Timor Tengah Selatan juga masih sangat rendah, serta terdapat beberapa faktor penghambat pelayanan Akta Kelahiran yaitu keterbatasan sumber daya manusia, terbatasnya anggaran, serta keterbatasan sarana dan prasarana pendukung pelayanan kependudukan.

Abstract

 This aim of this paper is to propose solutions to the systems and procedures reform, as part of the bureaucratic reform, in the City of Kupang. Generally, Indonesian bureaucracy has undergone significant reform, which is the result of convergence between external and internal factors. Bureaucracy Reform of the bureaucracy can be classified into three groups: institutional reform, personnel resources reform and systems and procedures reform. In many cases, the failure of system and procedures reform has hindered the effectiveness of bureaucracy reform as a whole. Therefore getting insight on the government commitment to promote system and procedure reform is imperative.
