Abstract

Research forest of Parungpanjang (RF) is a part of forest area with special purposes (KHDTK), under authority of Forest Tree Seed Technology Research and Development Center Bogor. The management is carried out by involving the local community as labour farmer. The existence of labour farmer in RF give a positif impact on the management of RF. However there is no improve yet on socio-economic condition of the labour farmer. Whereas the ideal form complemented with stable social structure and good social interaction would be a foundation to build social capital. The problem is how far the strenght of the social capital of the labour farmer and how is the socio-economic relation toward RF’s management? This qualitative research collect information through interviewing the labour farmer in RF of Parungpanjang, village government, community figures and supported with questionairre and observation on the field during March─August 2017. The result of the study shows that the social capital of the labour farmer is low, indicated by norm is average, social net work is low, trust is average, the mutual resiprocity is also low, as well as the collective value is low. Regarding to that, the empowerment cannot merely operated on the material incentive for land-based production, it is required to develop the collective work ethos. The non-formal leadership on the labour farmer groups must be strengthened to buid the stronger labour farmer’s social capital ahead.

Abstract

The aimed of this study is to analyze the perception and level of peasant participation in the management of Parungpanjang Forest Research (HP) Parungpanjang that has been run with the peasants. By this study, it is expected  to  provide  informationand  inputs  for  the  formulation  of  the  strategy  and  direction  of  HP Parungpanjang management policies in order to fulfill empowerment aspect of peasants and forest security. The method used was the descriptive analytical research, data were collected through surveys, Focussed Group Discussion, semi-structured interviews, observation, field notes and documentation. The measurement of perception was using Likert scale while participation level measured by Arnstein's participation ladder degree. The results showed that the perception of peasants toward HP Parungpanjang management is very good however the level of participation of peasantsis categorized in therapies level which means the Parungpanjang Forest Research still applying non-participatory management regarding peasants activities.

Abstract

Penelitian ini bertujuan untuk mengetahui sejauh mana pengarusutamaan gender (PUG) diterapkan dalam kebijakan publik di sektor kehutanan dengan mengambil kasus program perhutanan sosial. Hasil riset menunjukkan, PUG dalam program perhutanan sosial belum terwujud meskipun telah ada aturan dan panduan untuk merumuskan evaluasi program responsif gender, data terpilah, struktur kelompok kerja dan pelatihan, namun output pengarusutamaanya tidak tampak. Faktor yang menyebabkannya adalah: (1) tak memadainya pemahaman terhadap konsep PUG  itu sendiri; (2) kebuntuan  kelompok kerja untuk memobilisasi dan mengelola pengetahuan atas PUG ke dalam jaringan yang efektif; (3) tak tersedianya data terpilah dan sistem monitoring dan evaluasi sebagai basis untuk melihat ketidakadilan gender di sektor kehutanan. Pemangku kepentingan dalam perumusan kebijakan harus mengevaluasi relevansi PUG dalam perencanaan pembangunan serta memutuskan apakah meninggalkan pendekatan PUG atau memperbaiki dan merevitalisasi pendekatan ini dengan menggeser lokus kajiannya dari pelembagaan gender menjadi penguatan lembagaan perumus kebijakan itu sendiri.
