Abstract

The use of information technology cannot be escaped from everyday life in society. In the context of improving the public sector, the government is required to improve performance, responsibility, and public trust and focus more on providing better services by revitalizing public administration by increasing transparency and prioritizing service quality. The Bureau of Personnel uses the “SIMPEG” application in the form of digitizing the public sector which is considered an extraordinary opportunity to create public value. This research is focused on the approach of the SIMPEG pre and post-mobile SSO. The method adopted by this study was mixed methods. The implementation of SIMPEG mobile SSO at the Ministry of Home Affairs has fulfilled the three aspects of the public values ​​stated by Moore, namely legitimacy and support, operational capabilities, and public value. However, based on the findings within the field, some things are still not appropriate. For example, there is still the use of paper-based administration, so that the mobile SSO service has not been optimized. Based on the dimensions of system quality, information quality, and service quality, SIMPEG based on web-based are categorized as quite sustainable, whereas after using SIMPEG mobile SSO application was classified as very sustainable. When viewed from the results of stress and RSQ values, it can be said that the results of the MDS in this study describe a good model and can represent the problems being discussed and conclude that only SIMPEG mobile SSO application is recommended for sustainability.

Abstract

The literature regarding the correlation of central government spending on performance accountability and the benefits of BSC implementation on the government’s performance reporting practices are rarely discussed, especially in developing countries. Consequently, this paper aims to examine the effects of expenditure budget and BSC implementation on the Indonesian central government’s performance accountability. This research employs panel data analysis using secondary data from the central government’s assessment. The findings confirm that central government expenditure and BSC implementation significantly and positively affect performance accountability. Specifically, ministries/agencies working in financial services have higher performance accountability than ministries/agencies in politics, laws, and security affairs. Additionally, the results show that the better the education level of employees, the better performance accountability. By determining the factors that positively influence performance accountability, the central government can formulate specific policies to improve its performance.

Abstract

Masalah pengangguran dan kebijakan ketenagakerjaan menjadi prioritas pemerintahan melalui kebijakan pemerintah yang berorientasi pada full employment yang diharapkan akan berdampak pada peningkatan investasi dan pertumbuhan ekonomi. Konsep welfare to work (WTW) saat ini telah menjadi pembahasan sentral di banyak negara saat berbicara tentang isu pengangguran dan ketenagakerjaan. Model ini adalah salah satu oprasional dari pendekatan Active Labour Market Policy (ALMP) yang muncul sebagai kritik atas pendekatan lama yaitu Passive Labour Market Policy (PLMP). Untuk mengatasi hal tersebut maka perlu dikembangkan sebuah pendekatan yang secara jelas dan sistematis benar-benar mengantarkan para pencari kerja untuk dapat kembali bekerja. Tujuan dari penelitian ini adalah: (1) melakukan identifikasi atas faktor-faktor penentu atas dukungan implementasi Program Kartu Prakerja; (2) Menyusun disain hubungan antar lembaga antar pemerintah pelaksana Program Kartu Prakerja dengan lembaga penyedia jasa swasta dan organisasi lokal; (3) Menyusun mekanisme insentif baik bagi pencari kerja maupun lembaga penyedia layanan WTW khususnya pada pencari kerja dari kelompok rentan; (4) Menyusun desain program peningkatan kapasitas dan profesioanalitas petugas penyedia pelayanan lapangan (frontliner-activation workers) 5) Memetakan persepsi kelompok terdampak atas keberadaan Program Kartu Prakerja di Indonesia. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif. Program Kartu Prakerja adalah suatu kebijakan yang dikeluarkan pemerintah ditengah kondisi pandemi COVID-19 sebagai suatu social safety net dan untuk melatih serta meningkatkan kompetensi angkatan kerja menghadapi bonus demografi pada tahun 2030. Sosialisasi yang digunakan oleh pihak dinas secara intensif hanya dilakukan melalui satu platform media sosial (instagram). Selain itu, interaksi yang terjadi dalam akun tersebut dapat dikatakan sangat minim dan kurang efektif.

Abstract

Attention to disability is still not evenly distributed. The right to practice worship was not under the needs of disabilities. This study assesses the services of the Padepokan Dhammadipa Arama Buddhist Vihara in Batu City for disabilities. The theory used in this study uses the theory of planned behavior and the theory of social action. Data were collected through in-depth interviews and observations. The data were tested for validity using data triangulation and analyzed using pattern matching, explanations, and time series analysis. The results showed that Vihara administrators did not discriminate against disabilities because the basic principle of Buddhists is compassion. Services that have been provided are in the form of physical services like guardrails and non-physical services like assistance for the mobilization. The existence of this service is influenced by the understanding of disabilities and the urgency of providing services for disabilities. Efforts that continue to be made include innovating in the form of development systems and concepts, adding facilities and infrastructure at the Vihara, and increasing the participation of Buddhists in providing input and suggestions regarding disability services in places of worship. The hope is the existence of physical disability services will increase the security and comfort of people with disabilities in carrying out worship like normal people.

Abstract

This research was conducted to assess the quality of river water in the context of controlling water pollution in the Talawaan River in North Minahasa Regency, North Sulawesi Province. This research is a descriptive-quantitative research. The field research was carried out in the Talawaan River, North Minahasa Regency. Water quality measurement includes physical parameters: TSS, and chemical parameters; BOD and COD were carried out at five monitoring points. The results showed that the content of BOD, COD, and TSS in Talawaan River water met the water quality standards (Type B water). The characteristics of the waste (BOD, COD and TSS), the concentration values of BOD, COD and TSS concentration values do not exceed the quality standard according to their designation. The potential for domestic waste pollution load reaches 1,495 kg/day from a total population of 16,040 people. The status of Telawan River water quality is classified as ”lightly polluted” based on the studied parameters; there are several other variables that were not included in this study, such as T-P, Total Coli, and Fecal Coli.

Abstract

In developing countries the quality of life of their citizens is far from democratic principles. Many are found in public spaces that not support the existence of accessible services for persons with disabilities. Among many exclusion issues, this essay wants to focus on disability, which is related to the low attention of the government to people with disabilities' accessibility and representation. Social exclusion especially to people with disabilities strongly related to the concept of power relation. This implies that the social transformation (democratisation) will occur when the political system guarantees the power and power relations to be recognised by each individual in the society. Using "power relation" concept in Foucauldian perspective in analyzing social policy of four South East Asian governments, namely Indonesia, Malaysia, Thailand, and Philippine, this shows that there is a need for a review of the democratization process.

Abstract

Implementation of employment policies for women with disabilities using grounded theory, because researchers assume that the method, can reveal the problem in this study, namely how the views and impacts of the implementation of employment policies for women with disabilities, especially those in Malang City. This study uses the qualitative approach of the Straussian version of the grounded theory method. Because Straussian tends to be more structured, it requires several rules and is complex so that it is open to various kinds of form the initial categories along with sub categories based on information extracted from the phenomenon.

Abstract

Realizing the welfare and satisfaction of the community in services in the kelurahan as the spearhead of the regency/city regional government is strongly influenced by the performance factor of the kelurahan apparatus itself. So that the performance of the village apparatus needs to be improved with the factors that influence it. The purpose of this study was to measure and analyze the effect of the simultaneous implementation of the Empowerment and Leadership Program on the performance of the Village Apparatus in Muara Tami District, Jayapura City, Papua Province using explanatory survey research methods and quantitative approaches. The results of this study indicate that the results of the regression test calculation are that the Fcount value is greater than Ftable with data 19.613>3, 32. This means that the implementation of empowerment and leadership programs simultaneously has a positive and significant effect on the performance of urban village officials in Muara Tami District, Jayapura City, Papua Province.

Abstract

Based on the evaluation report from the Ministry of Administrative and Bureaucratic Reform, the quality of the Indonesian government organisation’s performance accountability is still deficient. Therefore, several Indonesian government institutions have practised the Balanced Scorecard (BSC), a perspective-based performance management tool, to improve their performance accountability. This paper analyses how the Indonesian central government employs BSC and strategy maps to improve its performance accountability systems. A descriptive qualitative study concluded that Indonesian government agencies use different approaches to implement perspectives in the BSC, which they think are best suited to the characteristics of each government organisation. Indonesian government institutions generally implement BSC as a strategy execution tool, a measurement tool, and a performance accountability report. Therefore, these roles of BSC lead to an improved performance accountability system. The essential factors in developing BSC implementation are explained as well. However, this paper only primarily uses data from the Ministry of Finance and focuses only on the central government due to data limitations and time constraints. Therefore, future research is suggested.

Abstract

The Covid-19 Pandemic has hit several countries in the world, including Indonesia. Some of those affected were the industrial world, which resulted in layoffs. In principle, the Pre-Employment Card is a bridge that connects the community with various kinds of new skills training. In addition, the Government also hopes to create a more capable and empowered society to simultaneously reduce excessive dependence on others. This research uses a mixed-method approach and explores the implementation process of the Pre-Employment Card program. The conclusion of this study directs that the pre-employment card program is a policy issued by the Government in the midst of the Covid-19 Pandemic as a social safety net and to train and improve the competence of the workforce to face the demographic bonus in 2030. Socialization carried out by the agency is only through the media social Instagram. In addition, the interaction that occurs in the account is very minimal, so the socialization carried out on social media can be said to be very minimal and less effective.
