Fakultas Hukum Universitas Brawijaya Email : annisa.saras12@gmail.com  ABSTRAK Penelitian ini bertujuan untuk mengetahui dan menganalisis pelaksanaan penilaian kinerja pada jabatan fungsional pembimbing kemasyarakatan berdasarkan Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Nomor 22 Tahun 2016 Tentang Jabatan Fungsional Pembimbing Kemasyarakatan. Apa penilaian kinerja yang dilakukan telah sesuai dengan ketentuan yang ada di dalam Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Nomor 22 Tahun 2016 Tentang Jabatan Fungsional Pembimbing Kemasyarakatan tersebut, khususnya Pasal 20 ayat (3), yaitu bahwa penilaian kinerja Jabatan Fungsional Pembimbing Kemasyarakatan dilakukan secara objektif, terukur, akuntabel, partisipatif, dan transparan. Hasil penelitian ini menjelaskan bahwa pelaksanaan penilaian kinerja pada Jabatan Fungsional Pembimbing Kemasyarakatan di Balai Pemasyarakatan Kelas 1 Jakarta Pusat belum dapat berjalan secara maksimal sebagaimana Pasal 20 ayat (3) Peraturan Menteri Pemberdayaan Aparatur Negara dan Reformasi Birokrasi Nomor 22 Tahun 2016. Hal tersebut karena dalam aspek terukur dan partisipatif pihak Balai Pemasyarakatan masih menemui kendala, sehingga belum berjalan maksimal sebagaimana mestinya. Adapun kendala yang dihadapi tersebut berasal dari faktor internal dan eksternal. Kata Kunci : Penilaian Kinerja, Jabatan Fungsional Pembimbing Kemasyarakatan ABSTRACT This research is aimed to find out and analyse the implementation regarding performance appraisal of functional position of supervisors in the Department of Corrections according to the Regulation of Minister of Empowerment of State Apparatus and Bureaucracy Reform Number 22 of 2016 on Functional Position of Supervisors in the Department of Corrections. The aspects required in the appraisal are relevant to the existing provision of the Regulation of the Minister of Empowerment and State Apparatus and Bureaucracy Reform Number 22 of 2016 on Functional Position of Supervisors in The Department of Corrections, especially Article 20 Paragraph (3) asserting that performance appraisal of functional position of supervisors in The Department of Corrections is performed objectively, accountably, in a measurable and participative way, and transparently. Empirical juridical method was employed in this research with socio-juridical approach. The research result revealed that the performance appraisal of functional position of supervisors in The Department of Corrections class 1 of Central Jakarta has not been maximally performed as in Article 20 Paragraph (3) of the Regulation of Minister of Empowerment of State Apparatus and Bureaucracy Reform Number 22 of 2016, which is due to the fact that the measurability and participation required in the appraisal still encounter some issues.Keywords: performance appraisal, functional position, supervisors in the Department of CorrectionsÂ
