Abstract

The policy on management and management of swallow nests aims to regulate the management and management of swallow nests in order to contribute to the community and local government. This policy was outlined in Pekanbaru City Regulation Number 3 of 2007 concerning Business Permit for the Management and Management of Swallow's Nest. Several problems arise, among others, the number of business licenses that are still very minimal which has an impact on the contribution of regional income, noise pollution, air pollution, environmental impacts and health problems. This study aims to analyze the implementation of management policies and management of swallow's nests in Pekanbaru City. This research uses a qualitative descriptive approach through literature study. Analysis of policy implementation is seen through the Edward III model, which pays attention to the effectiveness of implementation in terms of communication, resources, disposition and bureaucratic structure. The results of the study concluded that the implementation of the management and management policy for swallow nests has not run effectively. In controlling the swallow breeding business permit, there are many obstacles, among others, coordination between related agencies that has not been running well, supervision by related agencies which is still very low, low levels of employer compliance due to sanctions that have never been applied, so there needs to be an evaluation of policies when this is by paying more attention to environmental impacts and firmer sanctions.

Abstract

Tourism is one of the fields that can increase local revenue. Semarang City, has an old city icon that can be a strong attraction for the tourism aspect. The research aims to determine tourism development plans and programs, the involvement of organizations and other relevant parties, the mechanism of implementing tourism development, and the pattern of supervision carried out for sustainable tourism development. This pattern of sustainable tourism development has high hopes for the preservation of the environment. In its implementation, it replicates the Pentahelix model, which involves Government, Private, Community, Academic and mass media components. Thus the management of tourism in the city of Semarang is the responsibility of all stakeholders. So that tourism destinations that can support regional and central income without ignoring the environment. Recommendations that can be proposed are Optimizing the potential of natural and cultural tourism as regional tourism icons; Sustainable tourism development needs to be done by empowering local communities.

Abstract

Communication in the policy implementation process is intended so that all stakeholders involved can understand and show attitudes and provide responses to the policy implementation process. Poor communication between the stakeholders involved will only create ineffectiveness in the policy implementation process. This study aims to analyze the communication in the policy of managing and exploiting swallow's nests in Pekanbaru. This research is a qualitative descriptive study, with data collection techniques using interviews, documentation and observation. Communication on the implementation of the business permit policy for managing and exploiting swallow's nest in Pekanbaru City is seen from the process of delivering information to policy implementers and target groups, as well as being analyzed from the aspects of the communication media used and the accuracy and clarity of the information received. The delivery of information about policies to policy implementers is quite good, but communication to the sasarang group is not optimal with communication media in the form of socialization that is not yet effective.
