Abstract

Jakarta as one of the provinces in Indonesia which is considered to have a case of Covid 19 is high. The high number of new cases that occurred in Jakarta leads to Jakarta as the area is top (epicenter) in the spread of Covid 19 in Indonesia. Through the Regulation of the Governor of DKI Jakarat No 33 2020 as the basis for the first time Jakarta impose Restrictions on Large-Scale Social (PSBB), which started on April 10, 2020. The application of the PSBB get a response from all parties, both from the public and other stakeholders. The purpose of this research is to analyze the stakeholders and classify stakeholders based on power and interest to the policy PSBB. The research method used is descriptive research kualitatiif with a source of secondary data refers to information that is gathered from sources that already exist. Based on the results of research that the collaboration of stakeholders (stakeholders) such as the local government of DKI Jakarta, academics, employers, the public, and the media became key to the success of the policy PSBB. Keywords: Covid 19, PSBB, Stakeholder

Abstract

Pandemi Covid-19 telah memberikan peluang bagi para penjahat siber untuk meningkatkan intensitas serangannya. Akibatnya, keamanan data pribadi menjadi terancam. Penelitian ini melakukan analisis kebijakan perlindungan data pribadi melalui metode Narrative Policy Framework (NPF). Di dalam analisis ini dilakukan benchmarking antara kebijakan perlindungan data pribadi di Indonesia dengan best practice di Inggris Raya dan Malaysia, khususnya dalam situasi new normal. Tujuannya untuk mendapatkan solusi kebijakan yang memperkuat perlindungan keamanan data pribadi di Indonesia dalam menghadapi serangan siber di masa new normal. Hasil penelitia-n menunjukkan adanya karakter hero, dalam bentuk regulasi komprehensif tentang perlindungan data pribadi yang telah lama diterapkan oleh Inggris Raya dan Malaysia. Di Indonesia, peran dari karakter hero belum cukup kuat karena adanya villain dalam bentuk ketiadaan regulasi terpadu untuk perlindungan data pribadi dari ancaman serangan siber. Victim dari villain tersebut adalah keamanan data pribadi dan data pelaku industri. Berdasarkan hal tersebut, maka kebijakan yang dapat diambil adalah: (1) mempercepat pengesahan RUU perlindungan data pribadi, (2) menyediakan regulasi khusus yang menangani keamanan siber dan kejahatan kriminal siber, (3) membangun ekosistem penanganan keamanan siber lintassektor, (4) meningkatkan kesadaran dan kapasitas SDM terkait keamanan siber.

Abstract

Today the world's need for infrastructure continues to increase in line with increasing eco-nomic activity. Infrastructure is one of the determinants of the smoothness and acceleration of development. The availability of adequate infrastructure facilities will stimulate development in a region or country. In Indonesia, infrastructure development is a major challenge that must be overcome immediately. The lack of quality of Indonesia's infrastructure is inseparable from funding problems. The government has identified that the provision of infrastructure through the Public Private Partnership (PPP) scheme is an alternative for infrastructure financing that involves the role of business entities. And it cannot be denied that development, especially infrastructure, is closely related to national resilience as is the determination of the Indonesian people to realize the national goals contained in the Preamble to the 1945 Constitution. Keywords: Development, infrastructure, KPBUJEL Classification: O10, O18, O20

Abstract

Horizontal conflict in the form of ethnicity and religion still occurs today as inter-ethnict conflict between Gunung Jaya and Sampoabalo villages. In addition to the litigation process, non-litigation steps such as mediation in conflict resolution can play an important role. This study aims to describe how the process of conflict transformation with the mediation approach to conflict that occurs in the Buton district. This study uses a descriptive qualitative method through literature studies and observations on the events of Buton and its historical social conflicts. The result of the study illustrates that conflict transformation with a mediation approach is a very effective solution to the conflicts that occur in Buton between Gunung Jaya and Sampoabalo villages by looking at the initial process to the end of conflict resolution efforts. The mediation steps in Buton conflict resolution efforts include are the Introductions stage, storytelling stage, problem solving stage and agreement stage.

Abstract

In terms of handling community organization conflicts, the problems of violence and anarchism that arise are generally caused by the lack of readiness and firmness of the government in handling community demands. In addition, the existing Civil Society Organization Laws are weak. As a tangible manifestation of a state run by a state government, the state must play an active role in addressing social conflict that is no longer in line with national goals and ignores the law. In the context of the dissolution of riot organizations and triggers of government conflict, it can also see in detail the legal rules contained in the Ormas Law, using the basic concept of limiting human rights as mandated in the constitution and other laws and regulations, then in circumstances that can cause a concern in the Unitary State of the Republic of Indonesia can use the basic theory of state sovereignty to limit the legitimacy of the existence of a mass organization that can jeopardize state sovereignty.

Abstract

The issue of racism that occurred in 2019 caused riots to erupt in the Papua region. The spread of hoaxes was one of the factors in the spread of riots so that the government issued a policy to restrict internet access but was later sued by the Southeast Asia Freedom of Expression Network (SAFEnet) Indonesia and the Alliance of Independent Journalists (AJI) to the PTUN and the result was that the government was found guilty for having committed an illegal act. This study analyzes the policy of restricting internet access in the Papua region in 2019 from a national security perspective using the Narrative Policy Framework (NPF) method. Although internet restrictions aim to create national security stability, this policy is not appropriate and its implementation is not in accordance with the mandate of the ITE Law so that as an alternative solution the government must prioritize early prevention and takedown actions that spread hoaxes or have the potential to threaten national security stability by synergizing all agencies government related.

Abstract

Potensi ancaman masuknya Obat dan Makanan tanpa izin edar masih menunjukan menunjukan dominasi yang mengkhawatirkan, dengan rata-rata per-tahun sebesar 70,5% dari 13 jenis perkara Obat dan Makanan pada periode tahun 2015-2017. Pemahaman PPNS BPOM menjadi krusial pada fungsi penindakan. Penelitian ini bertujuan untuk menganalisis pemahaman PPNS BPOM dan memformulasikan strategi yang tepat dalam pengawasan post border. Penelitian menggunakan pendekatan mixed methods dengan metode survei dan studi kasus. Regulatory Impact Analysis (RIA) Framework digunakan sebagai pola pikir dengan pendekatan analisa intelijen. Hasil penelitian menunjukan bahwa pemahaman PPNS BPOM masih harus ditingkatkan hingga diperoleh pemahaman yang sama dan merata di seluruh Indonesia. Asimetris informasi antar BPOM dan DJBC dihilangkan dengan melakukan pelatihan bersama. Kesadaran akan pentingnya kerjasama dengan DJBC dan kebutuhan informasi sebelum Obat dan Makanan keluar dari kawasan pabean menunjukan perlunya langkah strategi kolaborasi pengawasan post border. Pertukaran informasi intelijen merupakan strategi prioritas pengawasan post border yang dapat dibangun dari kolaborasi BPOM dan DJBC. Potential threat of non-registered entry of imported Drug and Food showed alarming domination, with an average annual rate of 70.5% of 13 types of Drug and Food cases in the 2015-2017 period. Understanding of Indonesian-FDA investigator is crucial in the enforcement function. This study aims to analyze the understanding of Indonesian-FDA investigator and formulate an efficient and effective control strategy. The study uses a mixed-methods approach using survey methods and case studies. The Regulatory Impact Analysis (RIA) Framework is used as a mindset with an intelligence analysis approach. The results show that the understanding of Indonesian-FDA investigators still needs to be improved so that an understanding is equal and evenly distributed throughout Indonesia. Asymmetric information between Indonesian-FDA and DGCE is eliminated by conducting joint training. Awareness of the importance of collaboration with DGCE and the need for information before Drug and Food leave the customs area shows the need for collaborative post-border surveillance strategic steps. The exchange of intelligence information is a priority strategy for post border control that can be built from the collaboration of Indonesian-FDA and DGCE.
