Abstract

 This study aims to identify and analyze the policies of the Konawe Utara District Government in the health sector as well as efforts to improve the Regulations of the North Konawe District Head Number 16 of 2017 concerning Technical Guidelines for One Nurse and One Field Program in One Village to improve health in Konawe District North.               The type of research used in this research is an association of normative legal research and empirical law research. This research is descriptive. The type of data used is primary data and secondary data. Primary collection techniques through field research, while secondary data obtained through library research. Primary and secondary data were analysed qualitatively.            The results show that: First, the Konawe Utara District Government's policy in the health sector confirms that the implementation of the authority to regulate in Konawe Utara Regency when viewed from the legal products produced is still very limited, both in terms of quantity and substance, even though the authority has been regulated however, the dependence of the Konawe Utara District government in regulating the health sector towards the guidelines provided by the central government is still very high. Secondly, efforts to improve the Regent's Regulation (Perbub) Number 16 North of 2017 on Technical Guidelines for One Nurse and One Field Program in One Village to improve health in Konawe Utara District can be done with several actions, namely one nurse's budget planning and one midwife in one village that focuses on authority as an effort to improve health through the use of village funds focused on the implementation of Village Government, implementation of village development, village community development and empowerment of village communities, while the health budget is allocated through the Regional Government of North Konawe Regency, because authority in the field health is a shared responsibility between the regional government and the central government. And do monitoring and evaluation of programs that have been running and continuity of programs for one nurse and one midwife in one village as an effort to improve health.
