Pembenahan aparatur Sipil Negara sebenarnya tidak lepas dari usaha mengembangkan kemampuan kapasitas aparatur Sipil Negara. Tahun 2020 jumlah PNS di Sinjai yakni 4.644. Banyakanya PNS di lingkup sinjai berbanding terbalik dengan sistem pelayanan yang diberikan kepada masyarakat hal ini tidak lepas dari dominasi usia 51 tahun keatas sehingga untuk meningkatkan Sumber daya manusia dibutuhkan pengembangan kapasitas Aparutr Sipil Negara oleh karena itu tujuan dalam pen Penelitian untuk menganalisis Pengembangan Kapasitas Aparutur Sipil Negara di Sinjai. Penelitian ini bersifat deskriftif kualitatif adapun teknik pengumpulan data yakni observasi, Studi dokumentasi dan studi literatur. Adapun Teknik analisis data yakni kondensasi, display dan conclousing drawing. Adapun hasil penelitian yakni pembenahan pemerintah daerah kabupaten Sinjai harus memiliki 3 tingkatan yakni tingkatan Sistem, institusional dan tingkatan individu. Oleh karena itu, dalam meberikan jabatan dan posisi pada ASN untuk memenuhi instansi tertentu dalam artian mutasi, promosi jabatan harus sesuai dengan kemampuan dan tingkat prestasinya bukan berdasarkan unsur politik. Adapun saran dari peneliti yaitu Pemerintah Kabupaten Sinjai dapat melakukan pembenahan apabila mengembangkan tiga indikator yakni tingkat sistem, tingkat institusional, dan tingkat individu.

Dissemination is a group of people or individuals who can obtain information through an activity, thus causing awareness and acceptance so that the information can be utilized. This study aims to determine the dissemination program implemented by the Department of Information Communication and Encryption in improving information services to the community in Bone Regency, using qualitative descriptive research methods. The research data was obtained by using interview, observation and documentation studies. Furthermore, data analysis techniques, namely, data collection, data reduction, data presentation and drawing conclusions. The results showed that, face to face contact, carry out socialization; by telephone, carrying out the “Hallo Bone” program; by Post, publish brochures and pamphlets as a medium for disseminating information; by Display, placing banners and billboards in certain places within the Bone Regency area; Selective dissemination of information, releasing android-based information service applications; publication publishes an information bulletin; media that is carried out using newspapers/newspapers, website www.bone.go.i, local Radio Suara Bone Adat, Matajang Local Television, and Facebook and Instagram Social Media.

With regional autonomy, local governments are required to be able to organize good governance in terms of providing public goods and public services.The purpose of this study was to determine the role of the Terasa Village Government in Improving Road Structure and Street Lighting. This type of research is qualitative. Data collection techniques are observation, interviews and documentation. The informants were the Terasa Village Head, the Village Consultative Body, the Terasa Village, the Terasa Village Hamlet Head, and the Terasa Village community. The data analysis technique uses data reduction, data presentation and giving conclusions. The results showed that the role of the village government in improving road structure and street lighting in Terasa Village, West Sinjai District, Sinjai Regency had been implemented. However, it has not run optimally. Although several stages have been carried out, namely by proposing, facilitating and implementing. Proposing is proven by proposing road repairs. Facilitating is proven by building sports fields, PAUD buildings and posyandu. Implementation is proven by the existence of deukker, telford, concrete rebates, road expansion, sports fields, PAUD buildings, posyandu, farm roads, bridges and PLN lighting in every hamlet.

Community empowerment is one of the supports in developing potential sources of local original income (PAD). For this reason, it is necessary to strengthen the human resources that support the occurrence of PAD. Her one element of the existing talent is youth. One of the efforts to develop this potential is the 'English Training' English Training and Entrepreneurship Management Office for Young People of Kalampuan Hamlet, Tompobul Village. The types of activities of this program and the technical implementation of the activities are: (1) Pree Test (a test that the tutor conducts before giving the material to the target), (2) Giving Material (the tutor provides the material to the target), (3) Post Test (a test given to the target) Partner) target partner becomes available). (Performed at the end of the training to know the degree of change before and after the training), (4) Brainstorming (brainstorming of entrepreneurial ideas). As a result of the activity, we obtained data that English learning was beneficial for the target group from the change in data values before and after the test. On the other hand, regarding the business types of the target group, it was found that the majority of the communities are engaged in palm sugar business, cattle trading business, and broiler business. However, the trade still operates separately and no joint ventures with an organizational structure have been formed, so the processing of official permits (business licenses and labels) cannot be carried out.

Penelitian ini bertujuan untuk mengetahui efektivitas penggunaan Aplikasi Sistem Informasi Rencana Umum Pengadaan di Kantor Sekretariat Daerah Kabupaten Sinjai. Metodologi penelitian menggunakan metode kualitatif, teknik pengumpulan data yaitu observasi, wawancara dan dokumentasi. Teknik analisis data dilakukan dengan cara reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian tentang efektivitas penggunaan Aplikasi Sistem Informasi Rencana Umum Pengadaan di Kantor Sekretariat Daerah Kabupaten Sinjai sudah efektif, mulai dari input, proses, dan output. Input dibuktikan dengan adanya sumber daya manusia dan sumber daya sarana prasarana. Proses penggunaan aplikasi dibuktikan dengan adanya panduan penggunaan aplikasi berdasarkan Peraturan Lembaga Kebijakan Pengadaan Barang / Jasa Pemerintah Nomor 11 tahun 2021 tentang pedoman perencanaan pengadaan barang/jasa pemerintah. Sementara dalam proses menjalankan aplikasi SiRUP, terlebih dahulu pengimputan SIRUP harus menyiapkan rencana pengadaan barang dan jasa yang telah disusun yang akan menjadi acuan penginputan RUP. Selanjutnya pada akun PA/KPA, diinput struktur anggaran/pagu sesuai dengan RKA/DPA OPD dan memilih pedelegasian kepada PPK. Selanjutnya melalui akun PPK, RUP diinput sesuai dengan berkas RUP yang telah disiapkan. Setelah selesai, PPK kemudian melakukan finalisasi draft untuk diteruskan ke akun PA/KPA. Output sudah mampu meningkatkan rencana umum pengadaan di Setda Sinjai dengan keakuratan yang dihasilkan, dibuktikan dengan laporan yang dihasilkan berupa dokumen Rencana Umum Pengadaan (RUP) yang memuat nama paket, lokasi, waktu, anggaran yang dibutuhkan, metode pengadaan dan PPK serta Pengguna Anggaran / Kuasa Pengguna Anggaran (PA/KPA). MANAJEMEN PENGELOLAAN KOPERASI MAHASISWA DI KAMPUS UNIVERSITAS MUHAMMADIYAH SINJAI Syamsiah Hasyim

Penelitian ini bertujuan untuk mengetahui Manajemen Pengelolaan Koperasi Mahasiswa Universitas Muhammadiyah Sinjai. Penelitian ini menggunakan metode kualitatif yang artinya data yang dikumpulkan bukan berupa angka-angka, melainkan data tersebut berasal dari naskah wawancara, catatan lapangan, dokumen pribadi, dan dokumen resmi lainnya. Informan yang dipilih antara lain yaitu Ketua Koperasi, Pengurus Koperasi, Manajer Koperasi, Pengawas Koperasi, Anggota Koperasi dan Mahasiswa Universitas Muhammadiyah Sinjai. Dari hasil penelitian, dapat disimpulkan bahwa manajemen pengelolaan Koperasi Mahasiswa berjalan berdasarkan Anggaran Dasar Rumah tangga (ADRT) dan Undang-undang Nomor 17 Tahun 2012 Tentang Perkoperasiaan. Pengelolaan koperasi berjalan sesuai dengan kebijakan Akan tetapi, terhambat karna permsalahan pandemi yang terjadi pada tahun 2020. Manajemen Pengelolaan Koperasi Mahasiswa kegiatanya dengan dimulai dari Rapat Anggota yang akan menghasilkan sebuah program kerja yang dijalankan oleh pengurus yang sudah ditetapkan dalam Rapat anggota tersebut. kegiatan pengelolaan yang dilakukan koperasi mahasiswa adalah unit-unit usaha berupa pertokoan, kantin dan simpan pinjam, akan tetapi karena pandemi yang terjadi pada unit-unit usaha tersebut tidak berjalan sebagaimana mestinya. Rapat Anggota Tahunan (RAT) yang membahas mengenai laporan pertanggungjawaban dari kegiatan pengelolaan pun dari 2020 hingga 2022 belum dilakukan karna terjadinya pandemi. Walaupun saat ini pengelolaan koperasi mahasiswa sudah berjalan normal akan tetapi masih terdapat kendala sehingga koperasi mahasiswa belum bisa dikatakan berjalan sebagaimana mestinya.

This study aimed to determine the implementation of the functions of the Village Consultative Body in the administration of government in Pattongko Village and the factors that supported and hindered it. This research was qualitative descriptive to provide a clear picture and description as a whole with guaranteed truth of the existing problems regarding the implementation of the functions of the Village Consultative Body in the administration of government in Pattongko Village. Data was collected through observation, interviews, and documentation. The results showed that the Functions of the Village Consultative Body in the Implementation of Government in Pattongko Village, Sinjai Tengah District, were the implementation of the Badan Permusyawaratan Desa (BPD) function in discussing and agreeing on the Draft Village Regulation and monitoring the performance of the Village Head had been going well. However, there were still weaknesses in accommodating and channeling village aspirations that still need to be maximized because hamlets still need to be visited to accommodate and channel aspirations from the community.
