Abstract

Bird flu disease that attacks duck dismissed the notion of duck immune to bird flu disease. Learning from the experience ofbird flu disease that attacks poultry in the year of 2004-2005, necessary to measure the spread of disease prevention bird flu in ducks. This paper aims to describe the business and trade patterns of duck associated with the spread of avian influenza and predict the socio-economic impact of bird flu on duck farms in Indonesia. Duck rearing patterns mostly are in the extensive and semi-intensive system, that have large potential disease transmission occured between duck and wild. Illegal trade in the crossborder region and imports from countries that re-export it, ias alo become potential as well as the entry point to the bird flu virus in Indonesia. Ducks trade between regions by land transportation is difficult to control as well becomes the potential media to spread of the virus to a wider area. The economic impact of bird flu on duck business occured due to the death of ducks, decline in production and loss of job opportunities, while that on demand reduction was not significant. Small scale farmers that were bankrupt as a result of bird flu outbreaks may require technical assistance and access to capital for recovery. In the future, development of ducks business should be directed at duck farms into a semi-intensive and intensive system to facilitate the control of epidemic diseases.Key words: Bird flu, ducks, impact, social economic

Abstract

Nusa Tenggara Barat (NTB or the West Nusa Tenggara) Province is known as one of the centers of cattle production. The demand of local and national beef tend to increase. The local demand is noted still under the threshold of national standard of food sufficiency. Improvement on public welfare will subsequatly increase demandof weat. This study aimed to analyze local markets potential of beef in NTB, to analyze the contribution of NTB at national market, to analyze trading systems of cattle and beef, to assess functional relationship between the local and inter regional markets. The study was carried out in August 2000, in west Nusa Tenggara Province, using a survey method. Primary data were gathered through interviews from a number of farmers and cattle traders based on structural questionaire. Secondary data were collected from related institutions and a number of key people in NTB. Descriptive analyses were used to interpret the results. Results showed that (1) Local beef market in this area still prospective to improved. On the other hand, the involvement of NTB as a player in national market tend to be decreased. But the share quite constant and tend to be increased. (2) An efficient trading systems of cattle and beef were noticed, where farmers gained 76% of the total value paid by cattle trader and the rest was for wholesalers and retailers. (3) There was functional relationship of the local and national markets where demands for national market caused increasing the price of local market. To keep the role of this region as center of national cattle production, breakthrough efforts are needed to improve production sector by accelerating population growth and also by providing conducive circumstances in the policy to meet competitive advantage in national market.   Key words: Cattle and beef, prospect, marketing, NTB

Abstract

Merapi volcano eruption has impact significantly to the most of surrounding farming areas, including livestock, which belongs to rural peoples as the main sources of income. Estimated loss of economic values of resources amounted to IDR 5821 billion, covering among others: salak pondok, farm animals (dairy, beef cattle, buffaloes, sheep, goats and poultry) and food crops (maize and rice field) business. The areas mostly hit by the eruption include the districts of Boyolali, Klaten and Magelang of Central Java, and District of Sleman in DIY. Livestock sub sector of the economy in these areas suffers losses in terms of death of animals, sold and unsold animals, fodder crops, and reduced of milk production. It has been estimated that these losses have reached IDR 88,320 billion. Rehabilitation and reconstruction programs are necessary for both short and longer terms efforts to recover people livelihood which derived particularly from livestock farming. Abstract

Merapi disaster with a variety of volcanic material caused fatalities or death and directly influenced on the health of cattle. Both of these effects in addition to psychological effects that cause farmers panic and economically are very harmful. This study aims to analyze the impact of Merapi disaster on dairy cow production and estimate the economic losses on the dairy cattle business. The analysis showed that Merapi disaster caused the death of livestock and reduced milk production. Livestock deaths are mainly caused by hot clouds, lava and ash that consumed through food and the respiratory tract. Decrease in milk production varies from 6.7 percent to 84 percent. Cows that are left displaced and not given food and drink for four days obviously decreased in milk production. The death of livestock, disruption of institutional marketing input and output, falling livestock prices and the decline in milk production resulted in losses IDR. 21.0 billion. Abstract

The government paid great attention to develop small-scale poultry business, to reduce poverty alleviation and increase employment opportunities. The government has established various policies to encourage the growth of poultry production cluster (PPC) in rural areas. However, the fact shows that these policies have not been able to solve the problems. Small-scale poultry business is particularly vulnerable to economic changes, including animal diseases. The economic crisis of 1997-1998 and avian influenza outbreaks in 2004-2006 had caused most of small-scale enterprises collapsed. Government policies to develop small scale poultry business which is environmental friendly are required so its existence does not disturb the public. Since 2006, the government has established various policies, ie. Village Poultry Farming (VPF) and compartment structuring. Based on evaluation and existing cases, the results have no meet the expectation yet, due to lack of sustain supervision. On the other hand, small scale poultry business has been set up on PPC’s under partnerships with companies. The government is expected to continue VPF program and should pay attention to the development of PPC that basically has been accepted by rural communities. Abstract

The result  of  the  study  shows  that  the  extent  of  both  active  and  passive surveillance was still low due to large coverage area and lack of report cases of  Highly Pathogenic Avian Influenza (HPAI)  from poultry farmers. The level of coordination among cross-border institutions was still relatively worst so that the illegal trade was still occurred in the checkpoints and other entry points along the cross-border line. The movement of poultry and poultry products was still risky  since the  traders tend to be actively visiting and catching the poultry in the sheds. There were some handicaps  in line  with  local  socio  culture  such  as  multi  events  festivity  with  high  consume  of chickens and cock fighting activity in some spotted areas.  It  is suggested that active surveillance system together with zoonotic  campaign should be implemented in order to obtain the immediate data  and information as well as  to attract poultry farmers to provide reporting on the case of HPAI in the respected areas.
