Abstract

Protection for migrant workers requires intervention throughout the migration cycle. Moreover, it raises awareness about safe migration before departure, ensuring effective migration policies and mechanisms, ensuring fair recruitment practices, decent working conditions in destination countries, and economic empowerment and reintegration to the home community for retired Indonesian Migrant Workers. However, illegal hiring practices can leave workers trapped in debt-bound situations to go abroad. Often workers are not appropriately trained and do not understand their rights, so they are easily exploited. So the problem arises in this study how to fulfil the legal protection of Indonesian migrant workers? And how can legal literacy improve the protection of Indonesian migrant workers? The study results show that Indonesian migrant workers need state intervention to protect the stage before work, during work, and after work but also need to equip themselves with qualified legal insight. The qualified legal insight will increase the capacity of Indonesian migrant workers and will enable them to face every problem they face. Legal literacy is an urgent matter to be "familiarized" with Indonesian migrant workers. Legal literacy will build awareness of Indonesian migrant workers in understanding various legal aspects, especially those related to the activities of Indonesian migrant workers. Distance education can be a way to improve the legal literacy of Indonesian migrant workers.

In addition, this research also shows the most effective models to improve the consumers’ awareness upon their rights. This research is a descriptive qualitative research. The data were collected through interviewing and documenting. The technique in deciding the subjects of the research was done by performing the non-probability sampling technique, specifically the purposive sampling and snowball sampling method. From the research, the researcher discovers that the Disperindagkop of Bantul has already performed efforts to enhance the awareness of food products’ consumers upon their rights. The efforts are done in several models such as giving limited counseling or radio counseling, publishing the results of observations and surveys, public campaigns, free consultations (personally or via printed medias) and accept any complaints from the consumers. Meanwhile, the Indonesian LBH performs the limited counseling, publications (controlling and surveying the food products and its policies) and consumers’ complaint services. However, there are obstructive cases in performing the efforts. They are the limit of budgets, human resources, medium as well as the unsupportive consumers to the applied efforts. Therefore, the counseling method; the limited counseling method is seen as the most effective one in this program compared to the other methods. The method has its own eminence and role as the society which is in line with the condition of lack of society’s proaction in looking for information.

The important thing is that people should be able to choose health insurance companies (solvent), a reasonable premium rate, a good investment performance (Liquid, safe, and productive), to pay claims on time, do not make poliry holders, to report correctfy and on time, and did not violate an existing report. In practice, disputes often arise between the insurer and the insured Disputes can be resolved through Indonesian Insurance Mediation Board (BMAI). BMAI dispute settlement through the mediation process begins with. if the mediation process fails, will proceed to the level of aqjudication. In addition, if the insured can not accept the decision at the aqjudication level, so that he can bring the dispute to arbitration or court. But besides these advantages, BMAI also not free from some weaknesses. However, their presence is still needed to be one of the alternative dispute resolution insurance agencies in Indonesia.

Abstract

Abstract

The aim of this research is to analyze the role of NGO SIGAB and NGO Rifka Annisa in empowering people with disabilities, women and children affected by the Covid-19 pandemic. These two groups received less treatment from the government during the Covid-19 pandemic due to limited government resources. This research uses qualitative methods with data collection techniques using interviews and documentation. The research results found that these two NGOs carried out an empowerment and advocacy role. Empowerment is carried out by SIGAB by collecting data to channel the aspirations of people with disabilities and providing policy input to the government, educating the public and people with disabilities about Covid-19 through media that can be accessed by people with disabilities. Meanwhile, Rifka Annisa protects and advocates for groups of women affected by COVID-19, especially those experiencing violence, while providing education. The pandemic conditions which were feared to paralyze civil society during the Covid-19 pandemic, on the contrary were able to strengthen it in a spirit of solidarity. The advantages these two NGOs have are the wide network they have built and the strong group solidarity.
