Abstract

Abstract: Child labour is a universal phenomenon that occurs in most parts of the world. Indonesia as part of developing countries cannot be separated from the issue, including Kutai Kartanegara (Kukar) regency which is one of the richest areas in the country. Although Kukar regency is chosen as one of the model in the elimination of child labour, this is accompanied by people’s understanding on Child Labor Free Zone program enacted by the local government. This study tried to explore people's understanding of Regulation No. 09/ 2004 on ZBPA and evaluate communication strategies effectively used to build and optimize the sustainability of the program. It is important as public participation can only be improved if the communication is conducted in a proper way. Abstrak: Pekerja anak merupakan fenomena universal yang terjadi di hampir seluruh belahan dunia. Indonesia sebagai bagian dari negara berkembang juga tidak terlepas dari masalah ini, termasuk didalamnya Kabupaten Kutai Kartanegara yang merupakan salah satu daerah terkaya di negeri ini. Terpilihnya Kab Kukar sebagai salah satu daerah model pengentasan pekerja anak, ternyata tidak dibarengi dengan pemahaman masyarakatnya mengenai program Zona Bebas Pekerja Anak yang diusung pemerintah setempat. Penelitian ini mencoba menggali pemahaman masyarakat terhadap Perda No 09/2004 tentang ZBPA, dan kemudian mengevaluasi strategi komunikasi yang efektif digunakan untuk membangun dan memaksimalkan keberlangsungan program tersebut. Hal ini penting untuk dilakukan mengingat partisipasi publik hanya dapat dibangun jika komunikasi dilangsungkan dengan cara yang tepat.

Abstract

This study begins from a simple question on how Dayak Benuaq and Dayak Tunjung/Tonyoii people (individually and collectively) are able to maintain their local wisdom and local culture in the midst of the ambush of mass media exposure and then acknowledged as the Dayak tribes who are still ‘Beradat (Wellmannered)”. Their local wisdom which is still maintained were able to counteract the negative eff ects of mass media exposure so it can be used as a model of literacy media, either through media literacy education  or media literacy movement. This study used a qualitative explanatory method and used a communication ethnographic approach in fi eld. Primary data was collected through interviewsed and observations of some Dayak Benuaq and Dayak Tunjung people, including some community leaders and local governmentoffi cials that found with the snowball sampling technique. The results showed that, fi rst, public awareness through the local wisdom lense in media literacy has not been able yet to maximize their own potential due to society passivity as media users, as well as a lack of support from the government to create a media savvy society. Second, the model used within both tribes is known as Protectionist Model based on their local wisdom which includes four kinds of elements, which are; the ability to access, to analyse, to evaluate, and to create content.

Abstract

Information communication technology nowadays is used in the economic era digital and tourism industry. Related to ecotourism is applying intelligent tourist villages, preserving natural resources, maintaining physical and mental health, and providing a positive response to the surrounding community. Not fully utilized by online media. Compete globally but able to take advantage of information technology. This research aims to see the village's concern and readiness to use information technology to realize smart tourism. The qualitative research method used interviews of all managers of Kedang Ipil Village. The results showed that the Kedang Village manager used social media to introduce and even sell the old Kutai traditions through Facebook, website and Instagram.

Abstract

Indonesia’s economy consists mainly of micro, small and medium enterprises (MSMEs). In this pandemic situation, the government through its various institutions has made various efforts to save Micro, Small and Medium Enterprises (MSMEs) from the impact of covid-19, including Indonesian Central Bank located in East Kalimantan Province. Its existing empowerment program named Mini University Kaltim Preneurs made an innovation to accommodate all its graduates to support each other in a local market place named Minishop. This study try to analyse the empowerment communication strategy implemented by Bank Indonesia-East Kalimantan Area in strengthening the local MSMEs in new normal era, and map out the barriers and challenges faced to improve the program. This research employs qualitative method, and using empowerment communication theory as an umbrella to analyse the data. The study found that the success of MSME rescue policy from the impact of the COVID-19 pandemic needs to be supported by some specific strategies to maintain the sustainability of MSMEs as one of the players of the Indonesian economy.
