Abstract

The ideal city planning, in fact is the combination between livable and sustainable city, where the city is able to maintain the quality of life in the present as well as the future, furthermore it generates a comfortable atmosphere for a place to live as seen from many aspects.  Yogyakarta is one of the livable cities in Indonesia with the highest index score, 68.14% for social life and 70.89% for the preservation of cultural heritage building. Considering the mission of Yogyakarta which is to enhance cultural quality and strengthen morality, behavior and cultural value of the community, it is considerable to conduct a research regarding to livable city index in Yogyakarta based on the criteria of cultural heritage.   Furthermore, this research used scoring dichotomy data as a methodology with variables: the changes in building's form and function, the ownership status and the usage of cultural heritage building, as well as the amount of cultural heritage buildings that have been demolished and/or in the process of demolition. The results show the highest livable index for preservation of cultural heritage building is in cultural preservation area Kotagede (41.77%), followed by Kraton (20.66%), Malioboro (14.06%), Pakualaman (13.21%) and the least is Kotabaru (10.03%). Kotagede has the highest livable index due to the amount of cultural heritage building compared to other preservation areas. From the total percentage, 42.9% of the buildings are in the original form, 30% have its function changed, 70% are in personal ownership, 21.6% are in group/association, and 45.5% are not demolished. The conclusion of this study is that the existence of cultural heritage building in the city will increase the value of environmental identity which is resembles the character of the area and the community within

Abstract

Cultural heritage has values on the past cultural heritage that must be preserved and maintained in order to support urban development in the future. The city of Yogyakarta has been appointed as one of the "Liveable Cities" in Indonesia (IAP, 2014) in terms of preservation of cultural heritage. Based on the Government Regulation of Daerah Istimewa Yogyakarta No. 40/2014 in terms of “Determaning Cultural Heritage Areas”, stated that Yogyakarta has 5 (five) Cultural Heritage Areas (KCB) which are: Kraton, Kotabaru, Pakualaman, Malioboro and Kotagede. The purpose of this study is to identify the government's efforts to preserve the Yogyakarta cultural heritage building in terms of maintaning the Liveable City Index of Yogyakarta. Next, collecting data method is using observation, interviews and literature studies. The research method is a qualitative descriptive approach, by using preservation variables considering with liveable city criteria, such as: protection, development and utilitation of cultural heritage buildings. Furthermore, the results is the Yogyakarta`s government has prepared conservation guidelines and management of cultural heritage buildings for each cultural heritage area, but those guidelines and management are not integrated with the governor's regulation. The conclusion obtained is the lack of integration from several policies / regulations set by the government in the preserving of cultural heritage buildings

Abstract

Bus Rapid Transit (BRT) has been one of the most popular transit mode which provides fast and easy access to meet the transportation needs in developing country. It offers the opportunity to create a high-quality mass transit system at affordable cost, which is particularly important for developing countries. Despite of many BRT systems have been implemented in various cities in developing countries, there are a limited number of studies exploring how to increase BRT's ridership. The main goal of this study is to gain insights of Transjakarta and DKI Jakarta's government strategy to improve the BRT performance. It is important to examine the Transjakarta dan DKI Jakarta's government implemented strategies of BRT system along with the policy reforms analysis that affects the ridership. Furthermore, this study also intends to enhance the understanding of the underlying acts that may influence on BRT ridership. Therefore, these act forms can be used as a benchmark for implementing BRT systems in other cities in Indonesia. For this purpose, conceptual frameworks, explaining the relationship between the daily BRT ridership and the potential factors, are developed using information collected from the operational of TransJakarta. This study captured the ridership patterns and data during the last 3 years, from 2017 to 2019. Transport integration as well as increasing network and number of fleets are found to be the main factors which can boost the ridership. In addition, the research presents some inputs to formulate some development strategy for operating BRT which can be applied in other cities, especially in Asia.

Abstract

The urban area is the most complex environment of the human habitat. Its development is strongly affected by the activity of its population. On the other sides, the livelihood of the urban population will be determined by the amenity provided within the urban area itself. It is expected that those urban amenities together with all of the social and economic activities occurring within an urban context may fulfill the basic needs of the urban population. This research was conducted to examine what aspect of urban amenities is strongly expected by the urban population. This research utilizes the content analysis method to investigate the criteria of urban amenities. Several pieces of literature have been collected and analyzed using an open coding approach to identify keywords regarding the urban amenity criteria. Research result shows that there are five most important aspects within the concept of urban amenity, which are supporting facility, cleanliness, urban temperature, noise, and security. Among those important aspects, public facility availability is considered the most critical aspect of urban amenities.

Abstract

Peninggalan budaya memiliki nilai-nilai warisan budaya masa lalu yang harus dilestarikan dan dipertahankan keberadaannya guna mendukung pembangunan kota di masa yang akan datang. Upaya pelestarian bangunan cagar budaya di Kota Yogyakarta memiliki beberapa permasalahan terutama yang berkaitan dengan alih fungsi dan perubahan bentuk bangunan. Nilai penting pelestarian dalam konteks pembangunan kota antara lain meliputi : pelindungan, pengembangan, dan pemanfaatan dengan memperhatikan karakteristik dari masing-masing peninggalan budaya yang dapat menjadi identitas sebuah kota. Kota Yogyakarta sebagai salah satu daerah yang memiliki benda-benda peninggalan masa lalu yang membentuk karakter Kota Yogyakarta. Tujuan dari penelitian ini adalah mengidentifikasi pelestarian urban heritage berdasarkan upaya perlindungan terhadap bangunan cagar budaya di kota Yogyakarta. Teknik pengumpulan data melalui observasi, interview dan studi literatur. Metode penelitian yang dipergunakan adalah pendekatan deskriptif kualitatif, menggunakan variabel pelestarian dengan memperhatikan kriteria liveable city meliputi: perlindungan, pengembangan dan pemanfaatan bangunan cagar budaya. Dari hasil identifikasi upaya pelestarian urban heritage, pemerintah telah memberikan pedoman aturan mengenai pelestarian di kawasan cagar budaya dan juga melakukan pengenaan insentif kepada pemilik bangunan cagar budaya. Upaya pelestarian oleh masyarakat dan swasta di Kota Yogyakarta disimpulkan sebesar 80% dalam kategori BAIK dan 20% dalam kategori KURANG BAIK (hasil kuesioner) dengan beberapa hal yang mempengaruhi baik dari aspek regulasi, pendanaan, maupun implementasi di masing-masing KCB.Kata kunci: Pelestarian, Bangunan Cagar Budaya (BCB), Liveable City

Abstract

Hunian menjadi salah satu kebutuhan dasar manusia yang apabila terpenuhi dengan baik akan menentukan kualitas hidup manusia. Penyediaan hunian lebih banyak dilakukan melalui mekanisme pasar properti yang bersifat kompetitif. Dalam beberapa hal, pemerintah perlu melakukan intervensi untuk memastikan agar mekanisme pasar properti dapat menjamin ketercukupan pemenuhan kebutuhan hunian. Untuk itu diperlukan pemahaman yang mendalam terkait karakteristik pasar properti tersebut. Penelitian ini dilakukan untuk memberikan pemahaman terkait karakteristik pasar properti di Kabupaten Sleman dengan mengidentifikasi distribusi spasial dari hunian yang ditawarkan pada pasar properti di Kabupaten Sleman. Analisis dilakukan menggunakan pendekatan analisis spasial yang bersifat eksploratif dengan data yang diambil dari maha data dari situs penyedia listing properti. Hasil penelitian menunjukkan adanya kecenderungan asosiatif lokasi hunian dengan area tertentu, seperti Jalan Kaliurang dan kelurahan di Kawasan Perkotaan Yogyakarta. Permintaan terhadap lokasi hunian sebagian besar berada pada wilayah-wilayah yang termasuk ke dalam Kawasan Perkotaan Yogyakarta. Tingginya permintaan hunian pada kawasan ini ditunjukkan melalui analisis hot-spot, yang menunjukkan adanya pengelompokan hunian dengan rentang harga tertinggi di wilayah yang termasuk ke dalam Kawasan Perkotaan Yogyakarta.

Abstract

Kota Yogyakarta sebagai lingkungan kehidupan manusia dengan kompleksitas yang terjadi karena perkembangannya yang dipengaruhi oleh aktivitas perkotaan seperti permasalahan yang dilematis dengan semakin banyaknya keberadaan hotel dan mall yang berada di seluruh Kota Yogyakarta. Penelitian ini bertujuan untuk menentukan faktor-faktor yang paling dominan mempengaruhi kenyamanan Kota Yogyakarta. Metode deskriptif dengan pendekatan kuantitatif digunakan untuk mencapai tujuan penelitian dengan menilai kriteria-kriteria kenyamanan dengan indikator-indikator dari studi literatur sehingga dapat diperoleh variabel yang digunakan dalam penelitian. Faktor-faktor yang mempengaruhi kenyamanan Kota Yogyakarta antara lain keamanan, kebersihan, fasilitas Penunjang, dan ruang terbuka hijau dengan rata-rata nilai rating lebih dari atau sama dengan tiga koma lima dengan kategori seluruh faktor tersebut adalah nyaman.

Abstract

Public transportation service improvement in urban area, such as Bus Rapid Transit (BRT), becomes the main issue among transport planners nowadays. BRT has been a popular transit system which provide an easy dan fast service for satisfying the transport needs, particularly in developing countries. This transport mode offers high quality mass transit system yet still in affordable cost, which is necessary for developing countries. Jakarta becomes the first Southeast Asia country who applied the BRT system. This study aims to gain insights towards the role of policies in facilitating the improvement of TransJakarta performance and reach 1 million passengers in early 2020. Understanding the policy aspect, both central and regional policies which can improve the public transport performance, will possibly provide a broader perspective among policymakers who developing and implementing the BRT systems, particularly in developing countries. For this purpose, conceptual framework was employed to explain how policy implementation could improve the BRT performance, which collected through secondary data, mostly various planning documents and TransJakarta operational reports. By using the qualitative approach, results show that various policies could facilitate the improvement of TransJakarta performances. The improvements occurred in line with the institutional reforms and the development of BRT system, such as routes, capacities, and integration with other mass transit systems.

Abstract

Dalam mendukung Program Pengembangan Kota Hijau di Daerah Istimewa Yogyakarta salah satunya dapat dilihat dari penerapan konsep green building terutama pada kawasan perguruan tinggi di Daerah Istimewa Yogyakarta, dimana Yogyakarta yang terkenal dengan julukan Kota Pelajarnya dimana banyaknya perguruan tinggi diseluruh daerah Yogyakarta baik negeri maupun swasta. Konsep green campus merupakan pengembangan dari konsep green building yang harus dilakasanakan perguruan tinggi sebagai upaya untuk mengatasi permasalahan lingkungan. Karena kampus merupakan tempat lahirnya para intelektual muda penerus bangsa yang diharapkan dapat menjadi pelopor maupun role model bagi institusi lain dalam pengolahan lingkungan yang baik dengan menerapkan seluruh unsur ramah lingkungan pada tiap aspeknya. Tujuan dari penelitian adalah mengidentifikasi penerapan konsep green building pada perguruan tinggi di Yogyakarta dalam mendukung program perkembangan kota hijau dengan menggunakan metode analisis spider web. Hasilnya menunjukkan bahwa secara keseluruhan penerapan green building pada perguruan tinggi di Yogyakarta telah mendukung program pengembangan kota hijau, dengan nilai rata – rata keseluruhan perguruan tinggi adalah 4,00. Perguruan tinggi dengan penerapan green building terbaik adalah dari Universitas Gajah Mada dengan total rata - rata skor keseluruhan variabel yaitu 4,16 dan perguruan tinggi dengan nilai penerapan green building terendah adalah Universitas Ahmad Dahlan dengan dengan total rata - rata skor keseluruhan variabel yaitu 3,71.
