Abstract

This article attempts to identify changes in Indonesia’s middle power diplomacy strategy under President Susilo Bambang Yudhoyono and Joko Widodo. This phenomenon is important to be studied because President Yudhoyono and President Widodo proposed different visions of Indonesia’s foreign policy, yet similarly perceived Indonesia’s position as a middle power country. Using border and maritime diplomacy as well as democracy, Islam, and human rights as case studies, this article argues that the strategy of Indonesia’s middle power diplomacy experienced a shift in orientation from—to use Krasner’s terminology—relational power to meta-power. While Indonesia under Yudhoyono previously attempted to gain benefits by following established rules, Indonesia under Widodo tried to pursue its interests by influencing, altering, or crafting rules in international politics.Artikel ini berupaya mengidentifikasi perubahan strategi diplomasi middle power Indonesia di bawah Presiden Susilo Bambang Yudhoyono dan Joko Widodo. Fenomena ini penting untuk dikaji karena Presiden Yudhoyono dan Joko Widodo mengajukan visi yang berbeda mengenai politik luar negeri Indonesia, tetapi sama-sama memaknai posisi Indonesia sebagai negara middle power. Dengan menggunakan isu diplomasi perbatasan dan maritim serta demokrasi, Islam, dan hak asasi manusia sebagai studi kasus, artikel ini berargumen bahwa strategi diplomasi middle power Indonesia mengalami pergeseran orientasi dari—meminjam terminologi Krasner—relational power menuju meta-power. Apabila Indonesia di bawah Yudhoyono sebelumnya berupaya meraih lebih banyak keuntungan dengan mengikuti aturan main yang mapan, Indonesia di bawah Widodo kini berusaha mencapai kepentingannya dengan cara mempengaruhi, mengubah, atau membangun aturan main dalam politik internasional.

Abstract

Tulisan ini berusaha untuk mendiskusikan bagaimana kewargaan anak muda di ASEAN dikonstruksi dan dipraktekkan. Dengan menganalisis sejumlah dokumen ASEAN serta menelaah sejumlah kasus, tulisan ini berpendapat bahwa kewargaan anak muda ASEAN dapat dipahami sebagai hasil dari tegangan antara dua kutub. Di satu sisi, terdapat kecenderungan untuk menuntut anak muda menjadi aktor yang relatif pasif. Anak muda diarahkan untuk mematuhi otoritas dan generasi tua, mengutamakan harmoni dan konsensus, menjauhi konflik serta kritik, serta mengutamakan nilai-nilai Timur di atas konsepsi Barat mengenai HAM dan demokrasi. Di lain sisi, terdapat kecenderungan di antara anak muda untuk menjadi lebih aktif. Anak muda menjadi aktor yang mengkritisi status quo, berani melakukan konfrontasi dengan otoritas, serta memperjuangkan demokrasi dan HAM.

Abstract

This paper attempts to develop a critical analysis on the concept of social entrepreneurship (SE) in Indonesia in comparison to that in the Global North. Departing from Karl Polanyi’s theorization of market society, this paper asserts that the concept of SE embodies a ‘double movement’. It embodies a tension between the ‘dis-embedding movement’ (attempts to organize society according to market rationality) and the ‘re-embedding movement’ (attempts to ensure that the market works to serve society’s interests), that is, between a formal and a substantive approach to the economy. The rise of SE, therefore, is always situated within a particular politico-economic context. Using Indonesia’s experience as a case study, this paper argues that the emergence of SE is strongly influenced by Widodo’s economic nationalism ideology. In this regard, SE is largely a part of Widodo’s strategy for bolstering economic growth, particularly by stimulating the rise of local entrepreneurs. Within such a framework, the nature of SE as a tool for addressing social problems is insufficiently recognized. SE in Indonesia therefore embodies tensions between the dis-embedding and re-embedding movements. The dis-embedding movement, however, prevails in Indonesia.

Abstract

This paper aims to explain and analyze the idea of post-nationalism/post-Indonesia (pasca-nasionalisme/pasca-Indonesia) provided by Indonesian architect, clergy, social activist, and writer, Y.B. Mangunwijaya. Through his idea of post-nationalism, Mangunwijaya criticizes the Indonesian nationalism which tends to ask for an unconditional loyalty of the people to the state. This “shallow nationalism”, according to Mangunwijaya, is well expressed in the slogan of “right or wrong my country” (Mangunwijaya, 1999). Mangunwijaya further argues that the state should only be defended as long as the state defends “truth” since the purpose of human life is not to protect the state; but to defend truth and humanity. However, it is a mistake to understand Mangunwijaya simply as an anti-nationalist thinker. Instead, his idea of post-nationalism is rooted in his experience of third world nationalism, especially Indonesian nationalism. According to him, Indonesian nationalism did not emerge to resist the Dutch. It emerged to resist colonialism and its inhuman nature; and then attempted to restore human dignity. In other words, humanization is the essence of Indonesian nationalism (Mangunwijaya, 1995; 1999). This paper argues that Mangunwijaya reinterpretation of nationalism lays the foundation of his post-nationalism: post-nationalism is an effort to expand the essence of Indonesian nationalism to the world. Mangunwijaya directs Indonesian nationalism not only to humanize his polis, i.e. Indonesia, but also to humanize the cosmos, the world. This cosmopolitan aspect of Mangunwijaya post-nationalism is unique compared to that of Kantian or Levinasian-Derridean cosmopolitanism. Instead of placing nationalism as an obstacle to build a cosmopolitan world, Mangunwijaya places nationalism in the heart of his cosmopolitanism.
