Abstract

Constitutional reform is one of the most important ways undertaken by some transitional regime to establish a democratic government. This kind of reform has many models. In Spain i t is called reforma pactada-ruptura pactada involving "negotiation" among elite, and a "rupture" from the previous regime whose legacy cannot be maintained any longer. The similar model, with different stressing, also took place in Taiwan. As Indonesia is now facing its critical moment in managing political transition following a thirty-two-year authoritarian regime of New Order, a comparative study is valuable in giving inspiration on what route should be pondered. One important political decision to be taken is to reform the constitution, namely the UUD 45. Since its broad and open-to-interpretation character and its executive-heavy, the constitution is easily manipulated Yet, the constitutional reform idea has been critical as it is suspiced by certain groups with its concern on the total changing of the law, and also because the law has been merely a sacred text which left no chance to be reformed. This article suggests that the constitutional reform is possible, it is even a must, as long it is still in the path of the preambule as other country cases had shown how significant the constitutional reform for the process of democratization.

Abstract

This paper aims to map out practices of political financing in Indonesia from the political to the socio-historical perspective. Arguing about the party financing and the corruption of politicians and the parties, this paper also proposes about strategies at the individual level for performing financing politics, as well as factors that help to explain their performance. It compares cases in three different periods of Indonesian history: the post-independence, the Suharto (New Order) era, and reformasi after the fall of Suharto in 1998. This paper discusses and analyses the financing politics belonging to the political and socio-historical perspective, the issue of financing politics, the results of mapping students theses from three universities in Java together with relevant papers by LIPI (the Indonesian Sciences Institute), and directly presents three case studies of individual performing financing politics. Two of the case studies concern with politicians from the post-independence and Suharto era, while the third concerns a member of the city of Solo's local parliament. This paper shows how financing politics would be no longer relevant, as the cultural capital, political capital, and social capital also may contribute in supporting one's political career.

Abstract

This study aims to explore gentrification in the city of Yogyakarta through the production and commercial- ization process of tourism space, explore the impact of gentrification felt by local communities in a cross-gen- erational context, and formulate strategies that millennials can do to support housing access in the city of Yogyakarta. Through the research process in Sosrokusuman Village located in the Malioboro area, this study finds that the transformation of settlements in Sosrokusuman cannot be separated from its territory within the Malioboro area as a tourism space. In addition, the exploration on the impact of gentrification for local com- munities shows that the scarcity of housing due to land conversion (commercialization) and high land prices have caused millennials with salaries equivalent to the regional minimum wage to have difficulty accessing housing in Sosrokusuman and have the potential for voluntary eviction. Meanwhile, the exploration of strat- egies that can be done to support housing access for millennials is through cross-sector collaboration with the concept of collaborative implementation program (CIP).

Abstract

Tren gig economy dalam bentuk pekerjaan lepas (freelance) semakin meningkat dalam satu dekade terakhir, khususnya di kalangan mahasiswa. Sektor pekerjaan ini memiliki fleksibilitas dari segi waktu, di tengah jadwal perkuliahan, tapi juga rentan terhadap eksploitasi. Tulisan ini mengelaborasi dan memetakan motivasi mahasiswa mengambil pekerjaan lepas serta kondisi kerentanan terkait hak-hak dasar pekerja seperti upah rendah, jam kerja berlebihan, ketidakjelasan kontrak kerja, dan tidak adanya pemenuhan jaminan kesejahteraan. Pertanyaan yang membimbing artikel ini adalah bagaimana kondisi kerja mahasiswa freelancer, bagaimana pola relasi kerja yang dihadapi, dan mengapa mahasiswa cenderung menormalisasi eksploitasi ini. Untuk menjawab pertanyaan tersebut, penelitian kolaboratif ini menggunakan metode campuran (mix-method) yang menggabungkan metode kuantitatif dan kualitatif. Data primer dihimpun melalui survei secara online (n=203) dan in-depth interview berjumlah 50 mahasiswa FISIPOL UGM yang telah dan sedang mengambil pekerjaan lepas. Data primer dilengkapi dengan data sekunder yang bersumber dari literatur dan data statistik terkait topik ini. Ada dua temuan utama penelitian. Pertama, para mahasiswa memiliki beragam kerentanan dalam kegiatan mereka sebagai freelancer. Kedua, meskipun mengalami kerentanan dan eksploitasi dalam pekerjaannya, para mahasiswa cenderung mewajarkan kondisi yang dialaminya.

Abstract

Kajian ini bertujuan untuk mengkaji gerakan-gerakan sosial baru yang digagas para seniman di kota Yogyakarta, khususnya dalam kaitannya dengan demokrasi lokal. Penelitian ini merupakan penelitian kualitatif dengan pendekatan studi kasus. Objek dalam penelitian ini adalah Jogja Independent (JOINT) dan Komik Media Sosial (@stripjogja). JONT dan Komik Media Sosial dipilih karena kedua gerakan tersebut mewakili dua kutub yang berbeda. Wawancara mendalam digunakan untuk mengungkap fakta-fakta yang ditemukan, informan dipilih secara purposive dan bersifat snowball sampling. JOINT dan Komik Media Sosial merupakan gerakan sosial baru yang tidak lagi fokus pada persoalan perebutan sumber daya ekonomi, hal ini dikarenakan JOINT dan Komik Media Sosial sama-sama merupakan wadah seniman untuk menyalurkan aspirasi politik. JOINT dan Komik Media Sosial sama-sama telah melalui 3 fase gerakan sosial sebagaimana yang dikemukakan oleh John E. Farley. Tantangan yang dihadapi JOINT adalah masalah pengumpulan KTP, sedangkan Komik Media Sosial dihadapkan pada kondisi jangkauan media sosial yang luas namun tidak bisa fokus pada dapil yang diinginkan.This study examines the new social movements initiated by artists in Yogyakarta, especially concerning local democracy. This research is a qualitative study with a case study approach. The objects in this study are Jogja Independent (JOINT) and Komik Media Sosial (@stripjogja). JOINT and Komik Media Sosial were chosen because the two movements represented two different poles. In-depth interviews are used to reveal the facts found, informants were selected purposively, and snowball sampling in nature. JOINT and Komik Media Sosial is a new social movement that is no longer focused on struggling for economic resources because JOINT and Social Media Comics are both a forum for artists to channel political aspirations. JOINT and Komik Media Sosial have both gone through 3 phases of social movements as stated by John E. Farley. The challenge faced by JOINT was gathering ID cards, while Komik Media Sosial was faced with the conditions of the broad reach of social media but cannot focus on the desired electoral districts.

Abstract

This article investigates the political participation of urban poor through the People's Network of Urban Poor (Jaringan Rakyat Miskin Kota, JRMK) in Jakarta's 2017 gubernatorial election. It also traces the material aspects of this movement, particularly the issues emphasised by the movement: settlement rights, tenure rights, and livelihood rights. Settlement rights reflect a complex system of agrarian laws in Indonesia, and urban development plans in Jakarta, all of which have been shaped by the contestation of economic and political interests. Tenure and livelihood rights for the urban poor, are heavily steeped in history, with constant threat of forced eviction, As a result the three rights became increasingly tangible and movement became ever more urgent. This article argues that the materiality of social movements influences the urban poor movement political strategies. In this case, the movement created a "political contract" with the candidate who ultimately emerged victorious in the election; owing to the complexity of land and settlement issues, electoral politics offered the most promising strategy. However, movements with different types of 'materiality' could employ other approaches.

Abstract

Student movements have played a significant political role in many countries in Asia, including Indonesia. They have been labeled "agents of change", and their movements are regarded as "moral forces" that push political change through street protests. Why do students join protests? What motivates them? How do their motivations relate to institutional aspects of universities, including the course materials they learn in class? This article attempts to answer these questions within an Indonesian context using the case of "Gejayan Memanggil" ('Gejayan Calling'), a 2019 student movement that had been the largest such movement in Yogyakarta since 1998. This article argues that students' self-perception as "agents of change", rather than institutional support, was their primary motivation to join the protests. Other contributing factors were the demands and form of the protest.

Abstract

This study intends to provide light on the subject of groundwater governance in Semarang City, Central Java, Indonesia. This article has sought to address two questions ; Questioning he provision of water among local government and also questioning whether water marketization is one of the fittest solution for ground water issues or an instrument to serve certain interest ?. The politicization of water refers to the ways in which issues related to water resources, access, management, and distribution become intertwined with political agendas, power struggles, and decision-making processes. Water marketization and politicization are two important and interconnected concepts related to the management and governance of water resources. The main finding of this research is that water marketization is being projected as the main remedy for ground water or land subsidence issue. The provision of water as a commodity is one of the political agenda that is framed through ground water issues at Semarang. While, local government keep pursuing this agenda, this research found out that water marketization is just oversimplified solution for ground water issue at Semarang.
