Abstract

The relation of NU - Muhammadiyah in the history of modern Indonesia is indeed very interesting. Throughout the course of this largest Islamic organization is often colored by coordination, competition, and even confrontation. Reflecting on the Regent's election contestation in Gunung Kidul Regency, Yogyakarta became a real "battleground" for Muhammadiyah and NU organizations to show its existence. The stretching of the relationship between NU and Muhammadiyah is strongly influenced by the existence of their political machines, namely PKB and PAN. Therefore, this study will focus to identify the capital owned by NU and Muhammadiyah and to track the strategies undertaken between NU and Muhammadiyah in utilizing this capital in the simultaneous post-conflict local election as a structure of opportunities. To answer that questions above, this research was carried out through a case study method and used the modality framework as stated by Pierre Bourdieu. The results of this study indicate that there was no increase in exchange between CSOs and candidates in the election of the Regent in the Regency. Gunung Kidul. The post-conflict local election only gives a new field to habitus that has been settled, because the exchange that occurs is a manifestation of relations that have been institutionalized before.

Abstract

Determination of the budget and regional expenditure income (APBD) of Kuantan Singingi Regency has a polemic in the formulation process. The delay in the enactment of this regional budget regulation indicates that there is a bad relationship between the regional head and the Kuantan Singingi district parliament. To answer the problems that occur, an analysis is conducted to find the bright spots of the polemic. This research was conducted to see the relationship between the DPRD and local government in the process of formulating the APBD. This research uses a qualitative approach. Data collection techniques namely by studying literature and using previous research. This study uses Stone's interaction type theory, namely decisional type, anticipated reaction type, non-decisional making type, systemic type. The results showed that the relationship between the local government and the Regional Parliament of Kuantan Singingi in the formulation of the 2017 Regional Budget was included in the type of non-decessional making interaction. This type of interaction is a form of interaction that is influenced by the presence of a strong majority group in influencing the process of formulating the APBD, especially on the submission and agreement of the KUA-PPAS by providing public issues so that a bad image is formed.

Abstract

After the implementation of Large-Scale Social Restrictions, Pekanbaru City enters the New Normal condition based on the Pekanbaru Mayor Circular regarding the new normal life order. The new life order policy or New Normal actually led to an increase in COVID 19 cases, therefore the Pekanbaru City Government issued a micro-scale social restriction policy, especially in sub-districts that were considered to have the highest rate of spread of COVID 19. This study aims to determine the urgency of micro-scale social restriction policy. The method in this research uses qualitative methods by collecting data sources from legal products, articles and news from the mass media as well as interviews with research sources. The results of this study indicate that the urgency of the presence of this Micro-Scale Social Restriction policy is seen in two ways. First, as an initial step for community habituation in facing the new life order or the new normal. The community is not ready to live in a new normal framework so that less-reaching habituation is needed, namely micro-scale social restrictions. Second, the micro-scale social restriction policy was able to reduce the number of health protocol violations. However, it turns out that the decrease in the number of health protocol violations has no correlation with the decrease in the number of positive COVID cases. For 2 reasons, the implementation of this policy was in fact ineffective in suppressing the spread of COVID 19 in Pekanbaru City so that its enforcement was stopped.

Abstract

The scarcity of clean water in Dumai City has been going on for decades. PDAM Tirta Dumai Bersemai is required to have good performance so that the distribution of clean water is evenly distributed to all people. However, PDAM faces many challenges in achieving this goal. Challenges in the form of limited funds, human resources, and influential environmental factors so that performance is said to be not optimal. PDAM almost went bankrupt in 2016, trying to get up in 2018-2020 by making various efforts. This paper is intended to explain the success of PDAM in providing clean water. Success is interpreted not as an equal supply of clean water to all people but rather as success in getting through a period of bankruptcy. This research was conducted using qualitative methods by collecting data through interviews and documentation. The field results were then analyzed, resulting in the following findings. First, PDAM can be involved in various clean water supply schemes such as SPAM NUWS, PPP, and Durolis. This involvement shows the trust of the parties in the PDAM's performance. Second, improvements in PDAM performance are inseparable from improvements in PDAM's internal management. Improvement of PDAM's institutional dimension is the key to PDAM's revival. The leadership of the first and second periods of the principal director of PDAM showed significant changes. So that in the future, PDAM leadership must be based on qualified knowledge, information, and experience in managing clean water.

Abstract

Only two pairs of candidates ran for Karimun Regent and Deputy Regent in the 2020 Karimun Regional Election. In this election, there was a uniqueness in that the incumbent pair supported by the "fat" coalition with such big campaign finances were unable to dominate the vote and were nearly defeated by the challenger pair sponsored by the "lean" coalition and far lesser campaign funds with a difference of only 86 votes. This study is qualitative research employing a comparative qualitative approach. Interviews and documentation were used to acquire data. In this study, qualitative data analysis techniques using interactive models were employed to describe the situation. According to the findings of this study, the incumbent couple won the 2020 Karimun Regent election by a difference of only 86 votes. This cannot be separated from the role of political forces held by each candidate couple. The most significant distinction between the two pairs of candidates for Karimun Regent and Deputy Regent in 2020 is that the incumbent pair has only four political powers, including NGOs, political parties, mass media, and business groups. Meanwhile, the challengers are supported by six political powers: NGOs, political parties, labor organizations, mass media, pollsters, and the bureaucracy.

Abstract

Community participation is a tool to obtain information about the conditions, needs, and attitudes of the local community, if they feel involved in the process of preparation and planning and democratic rights. So that community participation in forest and land fire control causes a decrease in the number of fires, although there are still fires in Rokan Hilir Regency. Then the handling of fires in Rokan Hilir Regency is carried out with the Rokan Hilir District Regulation No.41 of 2017 concerning the implementation unit for controlling forest and land fires in Rokan Hilir Regency. And the urgency of this research is expected to provide a role model in solving the fire problem by changing the policy perspective from top down to bottom up. The purpose of this study was to determine community participation in supporting forest and land fire control policies in Rokan Hilir Regency. The theory used is based on 4 indicators of the form of community participation from Cohen and Uphoff, namely participation in decision making, participation in implementation, participation in benefit making and participation in evaluation. The research method used in this research is descriptive research method with a qualitative approach. In collecting data, the author uses interview and documentation techniques. The results of this study indicate that community participation in forest and land fire control policies in Rokan Hilir Regency has decreased the rate of forest and land fires in Rokan Hilir Regency in 2019 - 2020 in accordance with Government Regulation Number 45 of 2004 concerning forest protection so that community participation is achieved. in supporting forest and land fire control policies
