Abstract

Management of terminal Bandar Raya Payung Sekaki Pekanbaru city conducted by UPTD Terminal under the control of Departement of Transportation, Communications and Information. Terminal Bandar Raya Payung Sekaki start operating in 2006. This terminal is classified as a terminal Type A that is equipped with facilities that are very complete. But in terms operating until recently, terminal Bandar Raya Payung Sekaki not run according to purpose. From the observations made there are still many problem such as the still low level of public participation and lack of supervision cause the failure in the management of terminal.The purpose of this research is to see how the management terminal Bandar Raya Payung sekaki by UPTD Teminal Department Transportation Communication and Information Pekanbaru city and factors affecting management terminal Bandar Raya Payung Sekaki by UPTD Terminal Department Transportation Communication and Information city pekanbaru. To analyze phenomena in this research the writer is used theory George R.Terry with an indicator attainment success seen from planning , organizing, actuating and controlling. As for looking at factors that affect the management of terminal based on the research in field. The results showed management terminal Bandar raya Payung Sekaki by UPTD Terminal Department of Transportation Communication and Information have not run well.The factors which found is human resources, the lack of the rule of law and public participation.Keywords: Organitation, Management of Terminal, Operating

Abstract

Supervision of Building Permit (IMB) is an activity and effort to determine and assess the actual reality of the execution of the work or activity is in accordance with the plans and procedures or not. The problem in this research is how the implementation of supervision by the Department of Spatial Planning and Building Pekanbaru on building permits (building does not have permission), and the factors that triggered the building that does not have a license in the District of Pekanbaru City Handsome and obstacles in the implementation of supervision. The purpose of this study was to determine the extent of supervision by the Department of Spatial Planning and Building Pekanbaru to buildings that do not have the IMB.Researchers used the theoretical concept which adopted the theory of supervision by Manullang. The method used in this research is descriptive qualitative data collection instrument includes interviews with employees of the Department of Spatial control section and Pekanbaru City and community building, observation and document.The results of this study indicate that supervision Spatial Planning and Building Pekanbaru to buildings that do not have a building permit (IMB) in District Charming is not good. Factors that influence the lack of supervision of building permits and building permits violated ie, lack of personnel and operational vehicles to conduct a thorough supervision, lack of socialization, lack of public awareness, community economic factors, particularly the lower middle income people are the cause of reluctance in taking care of IMB before building.Keywords: Development, Monitoring, IMB.

Abstract

The research was conducted in the city of Pekanbaru is the Department of Transportation Traffic Monitoring the Implementation of Transportation (LLAJ) in Pekanbaru City (Studies in Urban and Transport Traveling Outside In The City) The aim is to determine how the Implementation Monitoring Traffic Transportation (LLAJ) in the city of Pekanbaru (study On Transportation Travel Outside the City and in the City), The purpose of this study is to investigate the implementation of the Road Traffic and Transport Supervision (LLAJ) in the city of Pekanbaru (Studies in the Outer City Travel and Transportation in the City) and the factors that affect the implementation of the Road Traffic and Transport Supervision (LLAJ) in the city of Pekanbaru (Studies in Out of Town Travel and Transportation in the City). The method used in this study is the type of data collected included primary data is data that was obtained directly from the informant that wasdal Head, ed wasdal, PO, and the people who became the object of research in the form of information that is relevant to the issues formulated in the research . Include: such as interviews, observation or written remarks. As well as secondary data includes data ie the data that was obtained from the documents and reports that are related to the research problem and also books related to this research. While the data clotting techniques used were interviews, observation and study of literature and. Techniques of data analysis in this study performed using data processed using qualitative methods where the data obtained from the interview onwards systematically described with reference to the theoretical foundation or government regulations relating to the discussion to find solutions to problems. From these results it can be concluded that the implementation of Transportation Traffic Monitoring (LLAJ) in Pekanbaru City (Studies in Urban and Transport Traveling Outside In The City). still not running as expected or can not be considered successful as expected, it is evident from the respondents or the public. Abstract

The population in Pekan Baru has increased rapidly which cause of environment problem appear, namely the management of garbage. One of policies in solving trash problem is the regulation of environment Minister no 13 year 2012 on the implementation guidance of Reduce, Reuse, and Recycle through garbage Bank. The garbage Bank is the method to build the system of garbage management to provide monetary punishment to the people who participate in sorting and collecting the garbage. The fact, garbage Bank is still any improvement yet to increase the citizen awareness in management of garbage. The purpose of this research is to know and to describe about implementation and the factors that influence and also obstructions on the garbage Bank program in Pekanbaru. This research used implementation theory in accordance with Donald S. Van Meter and Carl E. Van Horm namely : (1)standard and target policy (2)resources (3)characteristics of implementation agency (4)implementation disposition (5)communication among organization(6) social area, economy environment and politics. This research used qualitative method. In collecting data, the researcher used observation, interview, and documentation technique. The purposive of sampling technique was used in choosing interviewees. Interviewees in this research were department head of BLH Pekan Baru , division head of controlling damage and environment recovery BLH Pekanbaru, Manager of garbage Bank Dallang Collection sub-district of Tenayan Raya and society. The research findings indicate that the implementation of regulation of Minister of environment No.13 year 2012 about guidance of Reduce, Reuse, and Recycle through garbage Bank in Pekanbaru is not optimal yet, there are many problems are appeared such as lack of aware of society about garbage Bank program, lack of resources to be volunteer, coordination and communication not  effectively and social environment policy is not support  in implementing this policy. Abstract

Sub-district role as Development Coordinator in Kabun is not entirely without problems. This research found that there are problems occur such as the lack of coordination on doing development in Kabun Sub-district whether it is physical or non-physical. The problem formulation on this research is How is the role of Sub-district head as development coordinator in Kabun Sub-district Rokan Hulu Regency, and What factor that support and hamper the development the role of sub-district head as development coordinator in Kabun sub-district Rokan Hulu Regency.The purpose of this research is to understand the role of Sub-district head as development coordinator in Kabun Sub-district Rokan Hulu Regency and to understand the factors that support and hamper the role of Sub-district head as development Coordinator in Kabun Sub-district Rokan Hulu regency. This research is based on Kooznt theory about Koordination with planning elements, Communication, Division of Work and also Meeting/Conference.This research method is using descriptive qualitative approach. Informants on this research are the sub-district apparatus and people living in Kabun Sub-district. Data collection technique on this research are interview, observation, documentation, and qualitative analization.The results of this research are the role of Sub-district head as development coordinator in Kabun sub-district Rokan Hulu Regency is going well, as proven by sub-district head has done the development planning in kabun Sub-district according to procedure on planning process by conducting development planning conference. Other elements like communication on development coordination has been properly implemented and officials work according to their task and responsibility, also meetings about problem solving went according to sub-district’s agenda. The supporting dan hampering factors of sub-district head’s role as development coordinator are: Development of facilities and infrastructure to conduct coordination are insufficient. Limitation of human resource and budget insufficiency also become factors that hamper the role of sub-district head’s role as development coordinator.Key Words: Sub-district Head’s Role, Leadership, Coodination, and Development

Abstract

This research analyze about internship training program by Depertment of Labour in Pekanbaru, the purpose of this training have not been accomplished. From this problem, it is necessary to evaluate the implementation of entrepreneurship training program by Department of Labour in Pekanbaru. The purpose of this research is to evaluate the entrepreurial training especially the implementation of the program. This research is based on theory of William N Dunn that explains there are six evaluation criteria, namely effectiveness, efficiency, adequacy, equity, responsiveness and accuracy. This study uses qualitative descriptive method and technique of data collection is done by interview, observation and documentation. Based on the result of interviews, researcher note that entrepreneurship training program by Depertment of Labour Pekanbaru still not reach the purpose of the program. It is ineffective as seen from the imperfect purpose and goal, the program also is inefficient seen from the time and man power needed is still not sufficient, the program also can not satisfy the need of the people, also the distribution of benefits to policy grup still uneven, and is still a lack of responsiveness to the problems that trainee faced, because many trainees are discontent to the program. The goals of the Program is good but still not properly implemented. This regulation must be repaired again to strengthen the basis of the program in the implementation of the program. This could happened because there are factors that affecting it such as, limited funds, limited human resource, and inadequation of facilities and infrastructure

Local Government Of Sub-Province Pestle of Singingi have specified Perda. Kab. Pestle of Singingi About PBB-P2. But its fact of execution of payment of land tax and rural building and urban not yet reached goals. This matter is caused by the lack of socialization to masyrakat, lack of coherent sanction of taxpayer tehadap, its minim of data repeat to Iease object and taxpayer. Pursuant to researcher [the] mentioned perform a research about implementation of Perda. No. 1 Year 2013 About payment of land tax and rural building and urban in District Of Pangean Sub-Province Pestle of Singingi. Problem of this research is how implementation of Perda. No. 1 Year 2013 About payment of land tax and rural building and urban in District Of Pangean Sub-Province Pestle of Singingi and factors pursuing implementation of Perda. No. 1 Year 2013 About payment of land tax and rural building and urban in District Of Pangean Sub-Province Pestle of Singingi.Research use theory model Van Meter implementation and Van Horn. Method Research the used is descriptive method qualitative with data collecting technique by interview and observation where party/sides in concerned in policy implementation as informan.Result of analysis that Perda. No.1 Year 2013 About payment of land tax and rural building and urban in District Of Pangean Sub-Province Pestle of Singingi implementation not yet better this matter because of still lack of expense of transportation, data repeat taxpayer which not yet is effective, so also with active addiction pass/through exhortation letter and letter force and also stipulating of goals not yet as according to condition of rill. Abstract

The factor of Infrant Mortality Rate (IMR) and Maternal Mortality Rate (MMR) in Indonesia made goverment to make The Giving Birth Guarantee program (Jampersal) for the pregnant lady. The purpose of this research is to know The quality service of The Giving Birth Guarantee program (Jampersal)successful service in RSUD PorseaKabupaten Toba Samosir and the factors that influence the quality service ofThe Giving Birth Guarantee program (Jampersal)) in RSUD Porsea Kabupaten Toba Samosir.The theory concept that used is by Parasuraman et al, which is consist of five indicators; Reability, Responsiveness, Assurance, Emphaty, and Tangibles. This research used qualitative research method. The needed data was collecting throughinterview,observationand documentation. The informants of this research were Director of RSUD Porsea, The Chief of Service sector in RSUD Porsea, Medic team, nurses and staffs in RSUD Porsea, patients in RSUD Porsea. The technic of data analysis used was descriptive qualitative.The result of this research showed that the service of the Giving Birth Guarantee program (Jampersal) in RSUD Porsea Kabupaten Toba Samosir was good because patient who used the Giving Birth Guarantee program (Jampersal) in RSUD Porsea feel that four of five indicators have already done well, which are Reability, responsiveness, assurance, emphaty, meanwhile for Tangibles needed to fix, and there were factors which influence the quality of service of the Giving Birth Guarantee program (Jampersal), they were Human Resources, Leadership and budget.Key word: Health Service, Program, Jaminan Persalinan (Jampersal)

Abstract

Ethics Enforcement Commission Regional Government (KPEPD) is an independent agency established by the government of Solok as an institution functioning supervise and follow up ethics violations committed by government officials and the community Solok. Ethics of local government is a set of moral values and ethics as a guide in the act, behave, act, and say to the organizers of the local government and the community. Ethics of local government is designed as a basic rule that the state officials and the public aware and not in violation of the law. In fact in the ethics enforcement efforts in Solok KPEPD rated by many parties have not done performance in line with expectations, as an example, there are many ethical violations that occur are not processed properly by KPEPD.The purpose of this study was to analyze the performance of KPEPD and the factors that influence it. This study uses qualitative descriptive methods, data collection techniques by observation and interviews in which the parties involved in KPEPD and officials who drafted the regulations ethics as an informant. This research using the Theory of Performance Assessment Criteria Gomes.The results of this research shows that the performance of KPEPD overall compliance with the applicable procedures, but in the process of monitoring and enforcement of sanctions KPEPD find many obstacles, one of which is not directly inflict punishment on officials who abuse because all authority sanctioning returned to duty or the institution where the work ethic unscrupulous offenders. Other constraints affecting KPEPD is the socialization of regulation and its facilities and infrastructure are considered inadequate to date.Keywords: Performance and Ethical Governance

Abstract

the modern world, innovationis amajor challenge forany organization. The aim of the research is to get and to seen the information about innovation PT. Pos Indonesia to confront the competition services of transfering money in Pekanbaru city. With seeing so much competitor in transfering money in Pekanbaru city, researcher want to know the strategy PT. Pos Indonesia infacing the competition of transfering money in Pekanbaru city.Theory used in this study was the Inovation by Basuki (2013:179) and theory of SWOT analysis (Rangkuti 2009:33). This study uses qualitative research methods to study descriptive data. In data collection, and with SWOT analysis to analysing data, researcher using observation, interviews, documentation.Based on the result of the research through interviews and observations, it is known that inovation PT. Pos Indonesia in facing the competition of transfering money in eklanbaru city still hampered with some case like apromotion of a product that should be interasting and public know what kind of product that PT. Pos Indonesia give to them, and public want to use that product. PT. Pos Indonesia weak with analysing a new product that competitor gives to public. Then, PT. Pos Indonesia is not use well their strengths and can’t maximize well their oppurtunities.Keyword: Innovation Strategy, Public Service.
