Abstract

Traffic problems in Pekanbaru City did not show any good change, one of the traffic problems that quite disturb the community activity is the occurrence of traffic jam. One of the efforts in the Regional Regulation of Pekanbaru Number 2 of 2009 on Traffic and Road Transport, to overcome traffic jam is with Management and Traffic Engineering. The government implements a collaborative process that is collaborative governance involving state or government agencies, the private sector, and civil society in traffic management and engineering to resolve the traffic jam. The purpose of this study is to find out how the implementation and the factors that obstruct the Collaborative Governance in the Implementation of Management and Traffic Engineering in Pekanbaru City. The concept of theory used is the theory of collaborative governance by Donahue and Zeckhauser that is the process of collaboration in government seen from the collaboration for productivity, collaboration for information, collaboration for legitimacy and collaboration for resources. This research uses qualitative research method with case study approach and descriptive data assessment. . Techniques of data collection through interviewing techniques, observation and documentation by using purposive sampling method in the selection of informants. The result of this research is the implementation of management and traffic engineering with collaborative governance not maximal yet, which is caused by socialization process which is not evenly distributed, lack of supervision and action, lack of competent human resources in the engineering field and communities that have not participated in the traffic discipline especially in the engineering area, so that the implementation of traffic management and engineering is not running maximally.
