Abstract

The village of Limau Maniswas chosen to be the village for implementing the Kampung KB program which is a program of the central government. The Kampung KB of Limau Manis village was formed in 2017 based on the results of sub-district deliberations. Conditions in the field indicate that the Kampung KB program has been optimal. This is due to high community participation in several stages of community participation. This research aims to determine :1) the stages of community participation in the Kampung KB programof the Limau Manis village 2) the driving factors for the stages of community participation in the Kampung KB program of Limau Manis village. This research uses purposive samping technique with qualitative research type with descriptive case study approach and the required data both primary and secondary data obtained though observation, interviews and documentation then analyzed based on the research problem. The results showed that community participation in the Kampung KB program at the stage of decision making, implemenation stage, evaluation stage and enjoyment stage were at a high level. As for the supporting factors for the high level of community participation in these stages are the support from the community and the support and hard work of the village government, coordinators and cadres of the Kampung KB of Limau Manis village. But the targets of the Kampung KB have not been fully achieved. So the Kampung KB program needs to continue to improve the program so that all the targets that have been set are achieved. In addition, the community must continue to participate in the stage of community participation so that the Kampung KB program in Limau Manis village is always active. Keywords: Participation Stages, Community Participation, Kampung KB

Abstract

The Mobile Service Management Information System (SIMOLEK) Program is one of the forms of the development of technological advances in the governance that implements smart city. SIMOLEK is an innovation technology service that is adopted to be able to provide ease of service licensing and non-licensing online that is connected to the online central system single submission (OSS). The purpose of this research is to know how the process of adoption of SIMOLEK Technology program services and to know what are the supporting and aspirational factors in the process of adoption of such innovations. This research uses purposive sampling and the type of qualitative research with a descriptive approach and the data needed both primary and secondary data obtained by observation techniques, interviews and documentation for further analysis. The results of this research show that: first, the process of innovation of the program of Mobile Service Management Information System (SIMOLEK) in the Office of Investment and integrated service of one door Pekanbaru running is not optimal. Second, the supporting factor to adopt the innovation of SIMOLEK program, namely good leadership, and motivation. Abstract

People who still stutter using technology so that there are still many who do not understand online service procedures through the application of electronic service information systems and accurate kamibmas (SIPEKA) ranging from the process of completing the registration biodata, the next process manually to complaints of incidents beyond the expectations of the community in Indragiri Hulu district so that the community still takes care of police documents manually. The purpose of this research is to find out the development of innovation through the application of Electronic Service Information System and Accurate Kamtibmas (SIPEKA) in indragiri hulu district. After knowing this, the personnel of human resources related in the field of police is expected to be able to develop service innovations in the police department of Indragiri Hulu district resort. The study uses the theory of innovationowens, steinhoff and stoner (2018) U.S.AHA developed the idea of innovation that can include the effort of organizational change in four dimensions namely personnel dimensions, structural dimensions, task dimensions, technological dimensions. This study uses qualitative method with phenomenological approach. Informants in this study are the chief of police indragiri hulu district, paur public relations along with the implementing staff of electronic service information system application and accurate kamtibmas (SIPEKA). The informant was taken using snowball sampling. Data collection is done by observation, interview, documentation and literature studies. Analyze data using linear and hierarchical approaches. Halis research shows that there is still a lack of approach to the people of indragiri hulu district both in terms of socialization to the community, the introduction of the benefits of service innovation, to coaching the community in using online service innovations based on smartphones.  Keyword : Keywords: Development, Service Innovation, Electronic Service Information System Application And Accurate Kamtibmas (SIPEKA).

Abstract

Supervision of traditional medicines needs to be carried out by the Regional Government and implemented properly so that it protects the rights of consumers. However, there are still problems in monitoring traditional medicine, so there are still illegal traditional medicines on the market. The purpose of this study was to determine and analyze the Supervision of the Center for Drug and Food Supervision (BBPOM) in the Distribution of Traditional Medicines in Pekanbaru City since there are still many drugs and food products made from chemical drugs (BKO), illegal, and expired circulating in the community. The theory used in this study is the supervision theory of Efendi. The research method used is qualitative with qualitative descriptive techniques. The results of this study are that the supervision conducted by the Center for Drug and Food Supervisors in Pekanbaru City has not been optimal, due to the minimal number of supervisory human resources, lack of funds / funds and the socialization of traditional medicines. The advice given is to make recommendations for adding more employees to the central BPOM staffing bureau, the use of social media in socializing traditional medicine.  Keywords: BPOM, Supervision, Distribution, Traditional Medicine.

Abstract

Isolated Traditional Community (ITC) is a community that still exists spread out in remote areas whose location is geographically difficult to travel and generally still lagging behind and isolated economically and socio-politically. The ITC’s community in Talang Perigi Village, Rakit Kulim District, Indragiri Hulu Regency, is an indigenous Talang Mamak tribe who is the oldest Malay ethnic tribe who has the right to development and behavior by the government. The research of this study is to how population administration and administration services to determine internal and external factors as abstracles in the procedure of population administration service. The used is qualitative research with discussing ethnography that encourages descriftive analysis to in depth interview on several reseacrch subjects. This found that in practice the procedures were is seen from: operational service that were still don’t opimal and therefore the ITC’s had difficulty understanding it, the completion time is not in accordance with established  standard, there were still costs incurred, the service products were still lacing and wrong, still lacks the facilities and infrastructute , and the competence of officers service personnal is not yet maximal. Abstract

The target group of beneficiaries of the Non-Cash Food Assistance Program (BPNT) complained that in the distribution of BPNT there were often constraints on utilization, namely empty / late, blocked and lost balances due to lack of coordination and supervision at the time of distribution. The purpose of this study was to determine the supervision of the distribution of non-cash food aid in Pauh Angit Village, Pangean District, Kuantan Singingi Regency. This research uses the theory of Manullang (2015) supervision which consists of 3 indicators, namely setting a measurement tool (standard), conducting an assessment, and carrying out corrective actions. This research uses a qualitative method with a case study approach. Informants in this study were the Head of  Social Assistance and Security of Kuantan Singingi Regency, the Social Welfare Development Section of the Kuantan Singingi District Office, the BPNT companion of Pauh Angit Village, the TKSK chair, the head of the Pauh Angit Village E-warung, the non-KPM beneficiary family (BPNT). Informants were taken using snowball sampling. Data collection is done by observation, interviews, documentation and literature study. Data analysis uses linear and hierarchical approaches. The results showed that the supervision of the distribution of non-cash food aid (BPNT) was still low so distribution, distribution was still low and not yet on target. The inhibiting factors in the supervision of the distribution of non-cash food assistance (BPNT) in the coordination and outreach of the BPNT program are low, awareness and quality of  implementing resources for the BPNT program is low and the attitude of the BPNT distribution team is not yet optimal. Abstract

Traffic problems in Pekanbaru City did not show any good change, one of the traffic problems that quite disturb the community activity is the occurrence of traffic jam. One of the efforts in the Regional Regulation of Pekanbaru Number 2 of 2009 on Traffic and Road Transport, to overcome traffic jam is with Management and Traffic Engineering. The government implements a collaborative process that is collaborative governance involving state or government agencies, the private sector, and civil society in traffic management and engineering to resolve the traffic jam. The purpose of this study is to find out how the implementation and the factors that obstruct the Collaborative Governance in the Implementation of Management and Traffic Engineering in Pekanbaru City. The concept of theory used is the theory of collaborative governance by Donahue and Zeckhauser that is the process of collaboration in government seen from the collaboration for productivity, collaboration for information, collaboration for legitimacy and collaboration for resources. This research uses qualitative research method with case study approach and descriptive data assessment. . Techniques of data collection through interviewing techniques, observation and documentation by using purposive sampling method in the selection of informants. The result of this research is the implementation of management and traffic engineering with collaborative governance not maximal yet, which is caused by socialization process which is not evenly distributed, lack of supervision and action, lack of competent human resources in the engineering field and communities that have not participated in the traffic discipline especially in the engineering area, so that the implementation of traffic management and engineering is not running maximally. Abstract

The application of e-income innovation on PBB-P2 taxes at the Regional Revenue Agency (BAPENDA) of Kuantan Singing Regency is one of the steps taken by the Kuantan Singing Regency government in increasing regional income from PBB-P2 taxes. The application of e-income innovation is an innovation method in paying taxes using online payment methods. Where taxpayers only need to use Android from home and deposit through the Riau Islands Bank and other electronic payment media. However, this application brings several phenomena that can be seen by researchers, namely the lack of socialization carried out by the Bapenda in an effort to implement it so that not many people know about this e-income innovation. In addition, the realization of PBB-P2 tax revenue after the implementation of e-income innovation has not yet reached the target that has been set so that researchers are interested in researching how the process of establishing e-income innovation on PBB-P2 tax in the Regional Revenue Agency (BAPENDA) of Kuantan Singingi Regency as well as knowing what factors are the obstacles in the process of establishing e-income innovation on PBB-P2 taxes at the Regional Revenue Agency (BAPENDA) of Kuantan Singingi Regency. This study uses a qualitative research method with a phenomenological approach with data collection methods using interviews, observation and documentation. The result of this study is that the process of forging e-income innovation on PBB-P2 taxes at the Regional Revenue Agency (BAPENDA) of Kuantan Singingi Regency has not been maximized, this is caused by the following inhibiting factors: network, immature data collection, lack of socialization and public awareness, evaluation unscalable and lack of human resources.Keywords: Innovation, Taxes, Income, Socialization, E-Revenue, Local Government.

Abstract

This research was conducted at the Regional Development Planning Agency of Riau Province. With the aim of measuring the influence of organizational culture on organizational performance in the Regional Development Planning Agency (BAPPEDA) of Riau Province. Where the population is all employees of the Riau Provincial Development Planning Agency, which amounts to 160 people. The sample used in this study was 62 people taken using the Slovin formula and processing data using the product moment correlation method with the SPSS program. Based on the test results if the data using product correlation moment can be taken some conclusions, namely the organizational culture of the Regional Development Planning Agency (BAPPEDA) of Riau Province is classified as good which is judged by respondents' responses about indicators of organizational culture, namely: mission, consistency, adaptability, and involvement with values average score of 200 which is in the range of the scale of 188-229 good category. Organizational performance in the Regional Development Planning Agency (BAPPEDA) of Riau Province is classified as good, judging from the responses of respondents about organizational performance indicators, namely: quality, quantity, use of time and collaboration with a score of 208 which is in the range of 188-229 in the good category. Organizational culture has a significant effect on organizational performance in the Regional Development Planning Agency (BAPPEDA) of Riau Province with the closeness of the relationship in the very strong category. Where the results of the correlation test obtained a probability number of 0,000, where 0,000 is smaller than 0.05 (0,000 <0,05), then Ho is rejected, meaning there is a significant relationship between organizational culture and organizational performance. The correlation coefficient produced is equal to 0.832 which is in the range of 00.80-1,000 with a very strong category. The hypothesis (Ha) is accepted and (Ho) rejected.Keywords : Organizational Culture and Organizational Performance

Abstract

The administration of village governance is inseparable from the organization of good coordination between village officials. Village goverment is the leading in service to the community and a strategic spearhead for the success of all programs. Therefore, efforts to strengthen villages are a step to accelerate the realization of people’s welfare as regional autonomy. So that the administration of village governance is a sub system of governance, so that the village has the authority to regulate and manage the interest of it people. The purpose of this research is to find out how the coordination carried out by the village and village empowerment agency Kampar regency in solving the problem of village governance and what factors are the obstacles. As for the theory used in this study is coordination by Koonz, O’Donnel and Fayol, namely cooperation, division of tasks, communication, meeting meetings. This study uses qualitative research, with a phenomenological approach obtained through interviews, observations and documentation. The result of this study indicate that, firstly the coordination in solving the problem of the implementation of village government as whole has not run optimally. Both in cooperatif, division of tasks, communication and in meetings there are still obstacles encountered. The two factors which become obstacles in coordinating the resolution of the problem of village governace are limited human resources and budget constraints.Keywords: Coordination, Organiation and village government
