Abstract

Pemberdayaan merupakan usaha untuk meningkatkan kualitas dan kesejahteraan masyarakat. Pemberdayaandapat di lakukan dengan berbagai cara, salah satunya adalah dengan menggunakan pendidikan non-formal.Pendidikan non-formal dapat menggantikan pendidikan formal yang tidak dapat dijangkau orang yang tidakmampu karena kesulitan biaya ataupun hal lainnya. Pendidikan non-formal di Indonesia sangat di perhatikanoleh pemerintah, terbukti dari banyaknya jenis lembaga atau organisasi non-formal yang berdiri. Daribanyaknya lembaga pendidikan non-formal tersebut penulis ingin mengkaji tentang Sanggar KegiatanBelajar (SKB). Sanggar Kegiatan Belajar (SKB) merupakan jenis pendidikan non-formal yang secara umummemiliki tugas untuk membuat program dan mengembangkan bahan belajar pada pendidikan non-formaldengan disesuaikan dengan karakteristik Kabupaten atau Kota serta potensi setiap daerah. Penelitian inibertujuan untuk mengetahui bagaimana pelaksanaan pemberdayaan melalui program Sanggar KegiatanBelajar (SKB) di provinsi Jawa Timur. Penelitian ini menggunakan penelitian pustaka dengan mengunakanbahan-bahan pustaka sebagai data utama. Hasil dari penelitian menyatakan bahwa pelaksanaan programSanggar Kegiatan Belajar (SKB) di Jawa Timur sudah terbilang cukup baik. Masyarakat mendapatkanmanfaat seperti tambahan penghasilan setelah mengikuti pelatihan di Sanggar Kegiatan Belajar (SKB).Hambatan-hambatan dalam pelaksanaan program ini adalah kurangnya jumlah pamong belajar, rendahnyapartisipasi masyarakat dan dana yang tidak memadai dari dinas terkait. Saran yang bisa diberikan olehpeneliti adalah menambah jumlah pamong belajar, melakukan sosialisasi tentang Sanggar Kegiatan Belajar(SKB), Dinas terkait diharapkan memberikan alokasi dana yang sesuai dengan kegiatan-kegiatan di SanggarKegiatan Belajar (SKB) serta menambahkan jaringan mitra kerja yang akan mendukung kegiatan di SanggarKegiatan Belajar (SKB). Kata Kunci: Pemberdayaan Masyarakat, Pendidikan non-formal, Sanggar Kegiatan Belajar Empowerment is an effort to improve the quality and welfare of the community. Empowerment can be donein various ways, one of which is by using non-formal education. Non-formal education can replace formaleducation that cannot be reached by people who can not afford because of financial difficulties or otherthings. Non-formal education in Indonesia is highly considered by the government, as evidenced by the manytypes of non-formal institutions or organizations that are established. Of the many non-formal educationalinstitutions the writer wants to study about the Sanggar Kegiatan Belajar (SKB). Sanggar Kegiatan Belajar(SKB) is a type of non-formal education which generally has the task to create programs and develop learningmaterials in non-formal education according to the characteristics of the Regency or City and the potentialof each region. This study aims to find out how the implementation of empowerment through the SanggarKegiatan Belajar (SKB) program in East Java province. This study uses library research using librarymaterials as the main data. The results of the study stated that the implementation of the Sanggar Kegiatanbelajar (SKB) program in East Java was fairly good. The community gets benefits such as additional incomeafter attending training at the Sanggar kegiatan Belajar (SKB). Constraints in the implementation of thisprogram are the lack of numbers of tutors, the low participation of the community and inadequate fundingfrom relate dagencies. Advice that can be given by researchers is to increase amount of tutors to learn,Socialization about Sanggar Kegiatan Belajar (SKB), Relevant agencies are expected to provide and anetwork of partners who will support activities in Sanggar Kegiatan Belajar (SKB)Keywords: Community Empowerment, Non-formal Education, Sanggar Kegiatan Belajar

Abstract

Pemberdayaan petani dengan melakukan Penerapan Pengendalian Hama Terpadu merupakan kegiatandengan mengedepankan prinsip pengendalian hama terpadu (PHT) dalam usaha tani, petani dapat mengatasimasalah pengendalian Organisme Pengendalian Tanaman (OPT) dan menekan penggunaan pestisida kimia.Tujuan penelitian adalah untuk mengatahui bagaimana pemberdayaan petani melalui program PenerapanPengendalian Penerapan Pengendalian Hama Terpadu di Jawa Timur. Penelitian ini menggunakan jenispenelitian studi pustaka (library research). Metode pengumpulan data menggunakan literatur-literatur yangada. Hasil penelitian menunjukan bahwa dalam pemberdayaan petani melalui penerapan prinsip PHT di JawaTimur dengan mengedepankan agroekosistem dan melakukan pengendalian OPT yang berbasis ramahlingkungan, dengan memberdayakan petani menggunakan prinsip PHT petani dapat mengelola hasil taninyadari segi sumber daya manusia dan kelembagaan yang lebih ideal dalam mengatasi hasil tani mereka melaluibeberapa program PHT yaitu Sekolah Lapangan Pengendalian Hama Terpadu (SLPHT) dan ManajemenTanaman Sehat (MTS). Namun dalam pembuatan pestisida nabati petani merasa kurang praktis karenamembutuhkan waktu dalam proses pembuatan sehingga banyak petani lebih memilih menggunakan pestisidakimia karena lebih mudah memperoleh obat pertanian kimia dan penggunaan yang mudah tanpa memikirkanefek jangka panjang dari pestisida kimia.Kata Kunci: Pemberdayaan, Petani , Pengendalian Hama Terpadu. Empowering farmers by implementing integrated pest control application is an activity by promoting theprinciple of Integrated Pest Control (IPM) in the farming business, farmers can overcome the problemscontrolling plant control organisms (OPT) and suppress the use of chemical pesticides. The purpose of theresearch is to know how farmers are empowering through the implementation an integrated pest controlimplementation program in East Java. In this study, the research study used library research. The methodof collecting data using the existing literature. The results showed that in the empowerment of farmersthrough the implementation of the principles of IPM in East Java by promoting Agroecosystems andconducting environmentally friendly OPT control, by empowering farmers to use the principle of thefarmers IPM can manage their crops in terms of human and institutional resources that are more ideal inovercoming their produce through several IPM programs, namely Integrated Pest Control School (SLPHT)and healthy Plant Management (MTS). But in the manufacture of vegetable pesticides farmers feel lesspractical because it takes time in the manufacturing process so that many farmers prefer to use chemicalpesticides because it is easier to acquire chemical agricultural drugs and the use of easy without thinkingof the long-term effects of chemical pesticides.Keywords: Empowerment, Farmers, Integrated Pest Contol.

Abstract

Penanganan sampah sangatlah penting untuk membantu pemerintah dalam menangani permasalahan sampah di Indonesia. Dengan adanya penanganan sampah ini masyarakat merupakan bagian dari upaya pemerintah untuk menjalankan Implementasi Kebijakan yang telah ditetapkan didalam Peraturan Daerah Kabupaten Sidoarjo Nomor 6 Tahun 2012 Tentang Pengelolaan Sampah Dan Retribusi Pelayanan Kebersihan. Tujuan dari penelitian ini untuk mengetahui implementasi kebijakan penanganan sampah di Kecamatan Taman Kabupaten Sidoarjo. Jenis penelitian yang digunakan deskriptif, dengan pendekatan kualitatif. Teori yang digunakan untuk melakukan analisis adalah teori implementasi menurut Donald S. Van Meter dan Carl E. Van Horn dalam Widodo (2013), meliputi ukuran dan tujuan kebijakan, sumberdaya, karakteristik agen pelaksana, sikap/kecenderungan pelaksana, komunikasi antarorganisasi dan aktivitas pelaksana, lingkungan sosial ekonomi politik. Penanganan sampah di Kecamatan Taman masih perlu banyak perbaikan di dalam pelaksanaannya. Hasil penelitian menunjukkan bahwa dengan adanya implementasi kebijakan penanganan sampah bertujuan agar daerah Jl. Bringin Bendo bebas dari sampah liar dan bau sampah yang dapat mengganggu lingkungan warga. Bertujuan untuk mendisiplinkan masyarakat agar tidak ada TPS yang ilegal dan tidak ada pencemaran tempat maupun udara. Saran penelitian ini adalah Pemerintah memberikan pendekatan terhadap masing-masing organisasi pelaksana untuk saling bertukar pendapat dalam mencapai tujuan bersama, Kata kunci: implementasi kebijakan, penanganan sampah, pemerintah Waste handling is very important to assist the government in dealing with waste problems in Indonesia. With this waste management, the community is part of the government's efforts to carry out the implementation of policies that have been stipulated in the Sidoarjo Regency Regional Regulation Number 6 of 2012 concerning Waste Management and Cleaning Service Retribution. The purpose of this study was to determine the implementation of waste management policies in Taman Subdistrict, Sidoarjo Regency. The type of research used is descriptive, with a qualitative approach. The theory used to carry out the analysis is the theory of implementation according to Donald S. Van Meter and Carl E. Van Horn in Widodo (2013), which includes size and policy objectives, resources, characteristics of implementing agents, attitudes / trends of executing, communication between organizations and implementing activities, socio-economic and political environment. Waste handling in Taman Subdistrict still needs a lot of improvement in its implementation. The results showed that the implementation of waste management policies aimed at the Jl. Bringin Bendo is free from illegal trash and the smell of garbage that can disturb the environment of residents. Aim to discipline the community so that there are no illegal polling stations and no pollution of places or air. The suggestion of this research is that the government provides an approach to each implementing organization to exchange opinions in achieving common goals. Abstract

Salah satu yang menunjukkan skala kesejahteraan bagi masyarakat yaitu rumah layak huni, akan tetapi kenyataannya di Kabupaten Tuban masih ditemukan permasalahan tentang perumahan yang belum terjangkau untuk masyarakat menengah kebawah. Permasalahan pemukiman dan perumahan merupakan salah satu tolok ukur menentukan standar kemiskinan. Sehingga Pemerintah Kabupaten Tuban melalui Dinas Perumahan Rakyat dan Kawasan Pemukiman Kabupaten Tuban, mengacu pada Peraturan Menteri Sosial Nomor 20 Tahun 2017 Tentang Rehabilitasi Sosial Rumah Tidak Layak Huni dan Sarana Prasarana. Program Rehabilitasi Rumah Tidak Layak Huni merupakan bantuan diperuntukkan masyarakat berpenghasilan rendah yang bertujuan meningkatkan taraf hidup menjadi lebih baik juga memberikan kesejahteraan bagi masyarakat menengah ke bawah. Penelitian ini menggunakan metode kualitatif dengan fokus penelitian menggunakan teori (Agustino, 2017) meliputi sumber daya aparatur, kelembagaan, sarana prasarana dan teknologi, finansial, serta regulasi. Teknik pengumpulan data dilakukan dengan menggunakan data primer dan sekunder. Melalui buku-buku, jurnal, skripsi, regulasi, dokumentasi dan wawancara yang ditambahkan untuk mendeskripsikan. Hasil penelitian menunjukkan evaluasi Program Rehabilitasi Rumah Tidak Layak Huni di Kabupaten Tuban sejak 2007 berjalan dengan baik ditunjukkan dengan target realisasi pelaksanaan program tahun 2016 hingga tahun 2020 mencapai 5.276 unit. Namun demikian hasil temuan menunjukkan belum optimal. Terbukti dengan masih terbatasnya sumber daya aparatur untuk tenaga teknis dan tenaga pengawas di Dinas Perumahan Rakyat dan Kawasan Permukiman. Selanjutnya indikator koordinasi yang dilakukan belum menyeluruh hingga ke 20 kecamatan. Kemudian belum terpenuhinya indikator sarana prasarana teknologi dalam mendukung kinerja program rehabilitasi rumah tidak layak huni di kabupaten tuban. Kata Kunci: Perumahan Rakyat, Evaluasi Program, Rumah Tidak Layak Huni One shows the scale of welfare for the community, namely a liveable house, but in reality, in Tuban Regency, there are still problems regarding unreached housing for the middle to lower class. Settlement and housing problems are one of the benchmarks in determining poverty standards. The Tuban Regency Government, through the Public Housing and Settlement Area Office of Tuban Regency, refers to the Minister of Social Affairs Regulation Number 20 of 2017 concerning Social Rehabilitation of Unworthy Houses and Infrastructure. The Rehabilitation Program for Unfit for Living Houses is an aid intended for low-income people to increase their standard of living for the better and provide welfare for the middle to lower class communities. This research uses qualitative methods with a research focus using theory (Agustino, 2017) covering apparatus resources, institutions, infrastructure and technology, finance, and regulations. Data collection techniques are carried out using primary and secondary data through books, journals, theses, and regulations. Documentation and interviews were added for description. The results showed that the evaluation of the Rehabilitation Program for Unfit for Living Houses in Tuban Regency since 2007 has been going well, as indicated by the realization of the program implementation target from 2016 to 2020, reaching 5,276 units. However, the findings show that it is not optimal. It is proven by the limited resources of the apparatus for technical personnel and supervisors in the Public Housing and Settlement Areas Service. Furthermore, the coordination indicators carried out were not comprehensive in up to 20 districts. The indicators of technology infrastructure have not yet been fulfilled in supporting the performance of the rehabilitation program for unfit for habitation in Tuban Regency. Abstract

The Child Social Welfare Program (PKSA) is a form of directed, integrated, and sustainable effort by the government and the community in the form of social services and social welfare assistance for children. This program is guided by the Decree of the Minister of Social Affairs of the Republic of Indonesia Number 15 A/HUK/2010 concerning General Guidelines for Child Social Welfare Programs. One of the clusters of recipients of child services at PKSA is street children. Conditions on the reality show that there are still many street children whose social welfare has not been fulfilled and forces them to earn a living on the streets, especially in the East Jakarta area. This also shows that the implementation of PKSA is still not effective. Based on this, the purpose of this study is to describe the implementation of the Child Social Welfare Program at the East Jakarta Social Service Sub-dept. as an implementing agency, in an effort to fulfill the welfare of street children. The method used is a descriptive method with a qualitative approach. This study was analyzed using the theory of public policy implementation from Van Meter and Van Horn through six variables: policy standards and objectives; resource; communication between implementing agencies; the characteristics of the implementing agency; social, economic, and political environment; and attitude of the implementer. Based on the results of the research, the implementation of PKSA has been running according to the procedure, but there are still various obstacles, such as the lack of desire from street children to stop making money on the streets and the inability of the East Jakarta Social Sub-Department to accommodate the potential of street children. Suggestions that can be raised are, it is necessary to evaluate the strategy of the street children approach in order to minimize the coercive approach, expand cooperation with various parties to accommodate the potential of street children, and increase the number of human resources involved in this program. Abstract

Tuban Regency is a place positioned at the north coast of East Java. Due to its strategic location and abundant natural resources, this area has enormous potential. To prevent the exploitation of natural resources that can damage the quality of the environment, the local government of Tuban Regency has implemented a Strategic Environmental Assessment (KLHS) to be integrated in the preparation of the RPJMD. The purpose of this study was to describe and analyze the implementation of the Tuban Regency RPJMD Strategic Environmental Study to support the concept of sustainable development. This study make use of a descriptive research design with a qualitative method. The focus of this research make use of the implementation model in line with Van Meter and Van Horn which consists of six indicators, namely policy standards and objectives, resources, communication between related organizations, characteristics of implementing organizations, dispositions, and social, economic and political environment. While the data analysis method make use of the Miles and Huberman version which consists of data reduction, data presentation, and drawing conclusions. The results of this study are based on the Van Meter and Van Horn implementation models, namely 1) Standards and Policy Objectives are clear, 2) Human resources, financial and time resources have been fulfilled, 3) Communication between implementing organizations has been well established through formal and informal communication. informally, 4) The implementation of the making of the RPJMD KLHS in Tuban Regency has been supported by the characteristics of a good implementing organization, as evidenced by the application of the precautionary principle and the discipline principle in its implementation, 5) Disposition, all implementers involved strongly support the implementation of this policy, and 6) In terms of the social, economic and political environment, all of them support the implementation of this policy, from the community, industry players to political actors. Abstract

The existence of children is closely related to the continuation of a life process, there are problems that befall children so that there is a need for legal protection of children. The Lamongan Regency Government has an effort to protect children's rights with the ABH Social Rehabilitation Program which is handled by the Lamongan Regency Social Service. The formulation of the research problem is how to implement the ABH Social Rehabilitation Program, using descriptive research with qualitative research methods. Data collection techniques were obtained through interviews, observations, and documentation at the Lamongan District Social Service. The results of this study, firstly, the standards and policy objectives are in accordance with the regulations and procedures, namely the Criminal Investigation Department and the Ministerial Regulation, only that they do not have an official SOP made by the Lamongan District Social Service. Second, financial and human resources have met the need for the ongoing ABH Social Rehabilitation Program. Third, communication between organizations that are established with several government agencies and private organizations is well established through coordination meetings, meetings, and communication through social media. Fourth, the characteristics of the implementing agency, namely the Social Service of Lamongan Regency, have a disciplined character and are responsible for the ABH Social Rehabilitation Program. Fifth, there is support for ABH from government agencies, private organizations, and companies in providing support in the form of monetary donations, training, and places for ABH Social Rehabilitation. Sixth, the disposition of the implementers has applied their understanding and abilities to the tasks carried out by providing good service responses to ABH. The conclusion is that the implementation of the ABH Social Rehabilitation Program at the Lamongan District Social Service has fulfilled 5 of the 6 theoretical variables of Donald S. Abstract

Kemiskinan merupakan hal yang masih menjadi permasalahan besar di Indonesia, ditambah dengan adanya pandemi Covid-19 yang semakin memperparah kondisi kemiskinan di Indonesia. Untuk menanggulangi hal tersebut, salah satu upaya yang dilakukan adalah dengan melakukan perluasan program BPNT (Bantuan Pangan Non Tunai) yang kini ditransformasikan menjadi Program Sembako untuk memenuhi kebutuhan pangan dan gizi masyarakat dengan mengurangi beban pengeluaran rumah tangga masyarakat miskin. Desa Karangwungu Lor merupakan salah satu desa yang mendapatkan bantuan Program Sembako namun terdapat permasalahan terkait pelaksanaan Program Sembako yang menimbulkan berbagai reaksi dari masyarakat sekitar, hal tersebutlah yang mendasari peneliti tertarik untuk melakukan penelitian dengan tujuan untuk mengetahui apakah pelaksanaan Program Sembako yang telah dilaksanakan selama pandemi Covid-19 di Desa Karangwungu Lor tersebut sudah berjalan dengan efektif atau belum. Penelitian ini menggunakan metode penelitian kualitatif jenis deskriptif dengan fokus penelitian menggunakan pengukuran efektivitas meliputi pemahaman program, tepat sasaran, tepat waktu, tercapainya tujuan dan perubahan nyata. Berdasarkan penelitian didapatkan hasil pengukuran efektivitas pelaksanaan Program Sembako di Desa Karangwungu Lor Kecamatan Laren Kabupaten Lamongan mengacu pada indikator efektivitas program tersebut dapat disimpulkan masih belum efektif dan masih perlu adanya peran pemerintah untuk dapat memperbaiki kualitas pelaksanaan Program Sembako di Desa Karangwungu Lor terutama dalam unsur pemahaman program, tepat sasaran, tepat waktu, dan ketercapaian tujuan. Kata kunci: Kemiskinan, Covid-19, Program Sembako. Poverty is still a big problem in Indonesia, coupled with the Covid-19 pandemic which is increasingly exacerbating the conditions of poverty in Indonesia. To overcome this, one of the efforts made is by expanding the BPNT Program (Non-Cash Food Assistance) which is now being transformed into the Sembako Program to meet the food and nutritional needs of the community by reducing the burden of household expenses for the poor. Karangwungu Lor Village is one of the villages that received assistance from the Sembako Program but there were problems related to the implementation of the Sembako Program which caused various reactions from the surrounding community, this is what underlies researchers interested in conducting research with the aim of knowing whether the implementation of the Sembako Program has been carried out during the Covid pandemic. -19 in Karangwungu Lor Village has been running effectively or not. This study uses a descriptive qualitative research method with a research focus using effectiveness measurements including program understanding, right on target, on time, achieving goals and real changes. Based on the research, it was found that the results of measuring the effectiveness of the implementation of the Basic Food Program in Karangwungu Lor Village, Laren District, Lamongan Regency Referring to the program effectiveness indicators, it can be concluded that it was still not effective and there was still a need for the role of the government to be able to improve the quality of the implementation of the Basic Food Program in Karangwungu Lor Village, especially in terms of program understanding. , right on target, on time, and the achievement of goals. Abstract

Adanya Pandemi Covid-19 yang terjadi di Indonesia, mengakibatkan terhambatnya pelayanan publik karena penyelenggara pelayanan publik tidak dapat melayani masyarakat secara langsung sehingga perlu adanya inovasi-inovasi agar pelayanan tidak terhambat seperti memberikan pelayanan melalui sistem online atau e-Government. Salah satu instansi publik yang melakukan pelayanan melalui sistem online yaitu Dinas Kependudukan dan Pencatatan Sipil Kabupaten Trenggalek melalui aplikasi Siminaksopal. Inovasi Siminaksopal ini bertujuan untuk meminimalisasi pelayanan tatap muka karena pelayanan adminduk dapat diakses melalui website dan aplikasi siminaksopal. Metode penelitian yang digunakan yaitu deskriptif kualitatif. Fokus penelitian ini menggunakan komponen aspek-aspek dalam implementasi e-Government untuk mewujudkan pelayanan yang lebih baik menurut Rianto dan Lestari (2012:43) antara lain Perangkat Keras (Hardware), Perangkat Lunak (Software), Human Resources (SDM), Data dan Informasi, Struktur Organisasi, Komunikasi, dan Sikap Pelaksana. Hasil dari penelitian menunjukkan bahwa penerapan aplikasi Siminaksopal berjalan dengan baik. Dari komponen hardware dan software yang sudah memadai dan mudah diakses oleh masyarakat. SDM sudah sangat terlatih dan memberikan pelayanan dengan baik, meskipun tidak semua pegawai berlatar belakang pendidikan IT namun terdapat pelatihan khusus untuk petugas verifikator. Data dan informasi, dokumen-dokumen berbentuk dokumen elektronik yang disimpan dalam server komputer yang hanya dapat diakses yang mempunyai hak akses. Dalam struktur organisasi petugas yang telah disusun sudah bekerja sesuai dengan tupoksi masing-masing dengan baik. Komunikasi dalam penerapan inovasi ini sudah cukup baik namun diharapkan kedepannya agar lebih menyeluruh dan merata kepada masyarakat. Dalam penerapannya inovasi ini mendapatkan respon yang positif baik oleh pelaksana maupun pengguna. Kata Kunci : Implementasi, E-Government, Siminaksopal The outbreak of the corona virus 19 in Indonesia has resulted in less than optimal public services because service agencies cannot serve directly, so there needs to be innovations so that online or e-government services are not hampered. One of the public agencies that provide services through an online system is the Trenggalek Regency Population and Civil Registration Service through the Siminaksopal application. This Siminaksopal innovation aims to minimize face-to-face services because adminduk services can be accessed through the siminaksopal website and application. The research method used is descriptive qualitative. In this study, the components of the implementation aspects of e-government according to Rianto and Lestari include Hardware, Software, Human Resources, Data and Information, Organizational Structure, Communication, and Implementing Attitudes. The results of the study indicate that the application of the Siminaksopal application is running well. From the components of hardware and software that are adequate and easily accessible to the public. Human resources are highly trained and provide good service, although not all employees have an IT education background, there is special training for verifier officers. Data and information, documents in the form of electronic documents stored on computer servers that can only be accessed by those who have access rights. In the organizational structure, the officers who have been prepared have worked well in their respective fields of work. The communication applied to these innovations is quite good, but it is hoped that in the future it will be more comprehensive and evenly distributed to the community. Abstract

Dengan adanya Peraturan Daerah Kota Surabaya No. 5 Tahun 2005, pemerintah berupaya melestarikan cagar budaya yang ada di Kota Surabaya salah satunya yaitu Museum Sepuluh Nopember. Namun dalam implementasinya masih ditemukan kendala pelestarian cagar budaya seperti AC bocor, diorama yang masih terus dalam perbaikan, keluhan masyarakat pada pencahayaan khususnya pada ruang diorama statis dan pemanfaatan tata letak koleksi yang masih kurang mengakibatkan masyarakat enggan berkunjung dan beranggapan bahwa pelestarian cagar budaya kurang diperhatikan sepenuhnya. Hal ini juga berpengaruh ke eksistensi museum yang sebelumnya kurang diketahui masyarakat menjadi makin menurun terutama setelah terdampak Covid-19. Tujuan penelitian ini untuk mendeskripsikan Implementasi Kebijakan Pelestarian Cagar Budaya (Studi Eksistensi Museum Sepuluh Nopember Kota Surabaya). Metode penelitian menggunakan pendekatan kualitatif dengan metode deskriptif dan teknik pengumpulan data melalui observasi dengan mewawancarai Unit Pelaksana Teknis Daerah (UPTD) Pengelolaan Museum dan Gedung Seni Budaya, Dinas Kebudayaan Kota Surabaya, dan masyarakat. Hasil penelitian menunjukan implementasi kebijakan pelestarian cagar budaya pada Museum Sepuluh Nopember di Surabaya telah berjalan sesuai prosedur administratif yang ada, tetapi masih ditemukan hambatan seperti kurangnya anggaran yang dialokasikan Pemerintah Kota, kurang kompetennya sumberdaya manusia dalam melaksanakan kebijakan pelestarian, dan tidak adanya kerjasama Pemerintah Kota dengan investor swasta. Saran yang diberikan yaitu dengan meningkatkan kompetensi Tim Cagar Budaya sesuai prinsip good governance, mengadakan kerjasama dengan investor swasta sehingga dapat membantu kendala yang dialami terutama sumberdaya finansial, meningkatkan promosi dan sosialiasi ke masyarakat agar untuk meningkatkan kesadaran terhadap pelestarian cagar budaya bisa berjalan dengan efektif. With the Surabaya City Regional Regulation No. 5 of 2005, the government is trying to the existence of cultural heritage in the city of Surabaya, which is the Ten November Museum. However, in its implementation, it is still found the preservation of cultural heritage such as air conditioning leaking, dioramas that are still developing in repair, public complaints about lighting, and utilization of layout or layout as well as collections that are still lacking. This also affects the museum, which was previously known to the public to be decreasing especially after the Covid-19. The purpose of this study is to describe the implementation of the Cultural Conservation Preservation Policy (Study of the Existence of the Ten November Museum, Surabaya City). The management method is descriptive methods and data collection techniques through observation by interviewing the Regional Technical Implementation Unit (UPTD) of the Museum and Cultural Arts Building,the Surabaya City Culture Office, and the community. Based on the observation, the cultural heritage preservation policy at the Ten November Museum in Surabaya has been running according to existing administrative procedures, but there are still obstacles such as the lack of budget allocated by the City Government, incompetence of resources in carrying out conservation, and the absence of cooperation between the City Government and private investors. The advice is to improve the competence of the Cultural Conservation Team according to the principles of good governance, establish cooperation with private investors and increase promotion.
