Abstract

Permasalahan yang dihadapi pada sektor pertanian di Kabupaten Bojonegoro adalah kerugian akibat gagal panen yang disebabkan Musim maupun hama serta sulitnya mencari pupuk dengan harga murah. Dengan adanya Program Petani Mandiri diharapkan dapat membantu petani dalam mengatasi permaasalahan tersebut. Tetapi banyak masyarakat desa Beji yang belum merasakan manfaat dari Program Petani Madiri. Dari permasalahan tersebut peneliti ingin meneliti tentang Efektivitas program PPM dalam meningkatkan kesejahteraan keluarga petani.Penelitian ini menggunakan model deskriptif dengan pendekatan kualitatif. Penelitian ini bersumber pada data primer dan data sekunder yakni dengan teknik pengumpulan data yang terdiri dari wawancara,observasi dan dokumentasi. Teori yang digunakan dalam penelitian menggunakan teori efektivitas program dari enam dimensi menurut Sawir & Hafid (2020) yaitu formulation of purpose, activity of description, evaluation, organizational actors characteristics, worker charasteristics, management policies and practice. Berdasarkan Hasil penelitian Efektivitas Program Petani Mandiri (PPM) Dalam Meningkatkan Kesejahteraan Keluarga Petani di Desa Beji Kecamatan Kedewan Kabupaten Bojonegoro dapat dikatakan efektif untuk mereka yang mendapatkan Kartu petani mandiri karena manfaat program sangat membantu mengurangi beban keluarga petani dalam hal pembelian pupuk dan biaya anak sekolah. Berdasarkan indikator teori efektifitas program dari Sawir dan hafid. Namun, terdepat indikator yang dinilai kurang efektif dikarenakan kurangnya pegawai pada Bidang SDM dan pembiayaan sehingga mereka tidak mengetahui secara langsung keluhan dan masukan petani setiap desa di Kabupaten Bojonegoro. Dengan langsung terjun ke lapangan maka Dinas pertanian akan meminimalisir seperti kasus Di desa Beji yaitu terdapat petani satu RT yang belum mendapatkan akses manfaat Program petani mandiri. Dari hasil penelitian tersebut, peneliti mengharapkan peningkatan koordinasi antar semua pihak yant terkait dengan program PPM agar Tujuan yang diharapkan agar segera tercapai. Based on the results of the research on the Effectiveness of the Independent Farmer Program (PPM) in Improving the Welfare of Farmer Families in Beji Village, Kedewan District, Bojonegoro Regency, it can be said to be effective for those who get an independent farmer card because the benefits of the program greatly help reduce the burden on farmer families in terms of purchasing fertilizer and school children's fees. Based on the indicators of program effectiveness theory from Sawir and Hafid. However, there are indicators that are considered less effective due to the lack of employees in the HR and financing sector so that they do not know directly the complaints and inputs of farmers in each village in Bojonegoro Regency. By going directly to the field, the Department of Agriculture will minimize it, as in the case of Beji Village, where there are farmers in one RT who have not yet received access to the benefits of the Independent Farmer Program. From the results of this study, researchers expect increased coordination between all parties related to the PPM program so that the expected goals can be achieved immediately. Abstract

Pemerintah Kabupaten Trenggalek terus berinovasi dalam rangka mempermudah masyarakat dalam menjangkau pelayanan publik. Melalui Dinas Komunikasi dan Informatika, Pemerintah Kabupaten Trenggalek meluncurkan sebuah pelayanan berbasis aplikasi yakni Pelayanan Tunggal Dengan Sepenuh Hati atau Petung Dadi sesuai dengan Peraturan Presiden Nomor 95 tahun 2018 tentang Sistem Pemerintah Berbasis Elektronik (SPBE) dan ketentuan pasal 18 Peraturan Bupati Trenggalek Nomor 24 tahun 2017 yang berisi tentang peraturan untuk mewujudkan, melaksanakan layanan implementasi e-Government dan smart city di Kabupaten Trenggalek. Aplikasi Petung Dadi ini diluncurkan dengan tujuan untuk menjawab kebutuhan masyarakat sebagai upaya memberikan kemudahan dalam pelayanan administrasi secara efektif dan efisien juga informatif. Metode penelitian yang digunakan yaitu jenis penelitian deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Fokus dalam penelitian ini menggunakan teori implementasi kebijakan menurut Jan Merse yakni informasi, isi kebijakan, dukungan masyarakat, dan pembagian potensi. Hasil penelitian menunjukkan bahwa implementasi Petung Dadi menunjukkan hasil yang cukup baik. Dari indikator informasi, penyampaian informasi yang dilakukan oleh Dinas Komunikasi dan Informatika berjalan dengan baik, namun perlu dilakukan sosialisasi secara menyeluruh kepada masyarakat. Isi kebijakan terkait penggunaan aplikasi Petung Dadi dilaksanakan berdasarkan pedoman yang diberlakukan. Dukungan masyarakat dalam implementasi Petung Dadi sudah cukup baik, hal ini dibuktikan melalui partisipasi masyarakat dalam menggunakan pelayanan Petung Dadi. Namun masih perlu adanya pendekatan dan pemahaman kepada masyarakat. Sedangkan pada pembagian potensi dalam implementasi Petung Dadi dirasa sudah efektif. Hal tersebut terlihat dari alur koordinasi yang sesuai dengan Standar Operasi Kerja (SOP) pada masing-masing stakeholder. The Trenggalek Regency Government continues to innovate in order to make it easier for the community to reach publik services. Through the Department of Communication and Information, the Trenggalek Regency Government launched an application-based service, namely Pelayanan Tunggal Dengan Sepenuh Hati or Petung Dadi in accordance with Presidential Regulation Number 95 of 2018 concerning Electronic-Based Government Systems (SPBE) and the provisions of article 18 of Trenggalek Regent Regulation Number 24 of 2017 which contains regulations for realizing, implementing e-Government and smart city implementation services in Trenggalek Regency. The Petung Dadi application was launched with the aim of responding to needs of the community in an effort to provide convenience in administrative services in an effective and efficient manner as well as informative. The research method used is descriptive qualitative research with data collection techniques through observation, interviews, and documentation. The focus in this study uses the theory of policy implementation according to Jan Merse namely information, policy content, community support and potential sharing. The results showed that the implementation of Petung Dadi showed good results. From the information indicator, the delivery of information carried out by Department of Communication and Information is going well, but necessary to carry out a thorough socialization to the community. The contents of the policy regarding the use of the Petung Dadi application are carried out based on the applicable guidelines. Community support in implementing Petung Dadi is quite good, this is evidenced through community participation in using Petung Dadi services. However, there is still a need for an approach and understanding to the community. Meanwhile, the distribution of potential and the implementation of Petung Dadi is considered effective. This can be seen from the coordination flow in accordance with the Standard Operating Procedures (SOP) for each stakeholder.

Abstract

Kedudukan ruang terbuka hijau menjadi penentu keseimbangan lingkungan hidup terlebih untuk taman kota, sebagai salah satu bentuk RTH di kawasan perkotaan. Penyediaan ruang terbuka hijau diperlukan untuk meningkatkan kualitas lingkungan hijau yang memadai. Kedudukan ruang terbuka hijau menjadi penentu keseimbagan lingkungan hidup karena RTH merupakan paru-paru kota. Alun-alun Kabupaten Sidoarjo merupakan salah satu taman kota yang paling banyak dikunjungi masyarakat karena dilengkapi degan berbagai fasilitas umum. Penyediaan RTH diperlukan dalam memajukan wilayah Kabupaten Sidoarjo, namun dengan adanya keterbatasan lahan menjadi salah satu kendala untuk terciptanya ruang terbuka hijau yang seimbang serasi dan selaras. Berdasarkan Undang-Undang Nomor 26 tahun 2007 mengamanatkan bahwa setiap Kabupaten/Kota harus memiliki Ruang Terbuka Hijau (RTH) sebesar 30%, dimana 20% RTH publik dan 10% RTH privat. Penelitian kualitatif deskriptif digunakan dengan informasi yang dikumpulkan melalui wawancara, observasi dan dokumentasi. Staff seksi pertamanan, pejabat fungsional analisis kebijakan, pengawas lapangan, staff perencanaan dan dukungan masyarakat adalah komponen kunci dari teori implementasi kebijakan Van Meter Van Horn, yang menjadi landasan teoritis untuk penelitian ini. Hasil yang terlihat masih memiliki kekurangan dalam kegiatan penyediaan RTH yang meliputi penyediaan lahan. Kurangnya SDM dan finansial yang masih belum terpenuhi. Perlu adanya pendekatan komunikasi agar koordinasi kegiatan sesuai dengan SOP. Provision of green open space is necessary to improve the quality of an adequate green environment. The position of green open space determines the balance of the environment because green open space is the lungs of the city. Sidoarjo Regency Square is one of the most visited city parks by the public because it is equipped with various public facilities. The provision of green open space is necessary in advancing the area of ​​Sidoarjo Regency, but with limited land it is one of the obstacles to creating balanced and harmonious green open spaces. Based on Law Number 26 of 2007 mandates that each Regency/City must have a Green Open Space (GOS) of 30%, of which 20% is public green open space and 10% private green open space. Descriptive qualitative research is used with information collected through interviews, observation and documentation. Gardening section staff, policy analysis functional officers, field supervisors, planning and community support staff are key components of Van Meter Van Horn's policy implementation theory, which forms the theoretical foundation for this research. The visible results still have deficiencies in the activity of providing green open space which includes land provision. Lack of human resources and finances that are still not met. Abstract

Badan Usaha Milik Desa Bersama (BUMDESMA) Kampung Batik merupakan salah satu badan usaha yang terjalin berkat kerjasama dari tiga desa dalam satu kecamatan di Kabupaten Pamekasan. Badan usaha milik desa bersama kampung batik merupakan penggabungan dari BUMDES Desa Toket, Desa Rangperang Daya, dan Desa Klampar yang bekerja sama guna mengembangkan kesamaan potensi desa yang dimiliki. Badan usaha ini menarik untuk diamati karena hasil kerjasama yang didasari dengan kesamaan potensi desa yaitu produksi batik tulis yang merupakan budaya dan ciri khas Kabupaten Pamekasan. Penelitian ini bertujuan untuk mendeskripsikan implementasi kebijakan kerjasama dan melihat permasalahan yang ada pada Badan Usaha Milik Desa Bersama (BUMDESMA) Kampung Batik di Desa Klampar Kecamatan Proppo Kabupaten Pamekasan dengan menggunakan teori implementasi kebijakan menurut Grindle. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif dengan teknik pengumpulan data berupa observasi, wawancara, dan studi literatur. Berdasarkan kerangka teori, penelitian ini menjelaskan implementasi kebijakan melalui dua aspek yaitu konten dan konteks dari kebijakan. Hasil penelitian menunjukkan bahwa implementasi kebijakan kerjasama di BUMDESMA Kampung Batik hampir sepenuhnya memenuhi implementasi kebijakan yang baik sesuai dengan variable keberhasilan implementasi kebijakan yang disebutkan dalam teori merilee s. grindle. Namun ada satu variable yang masih belum berjalan dengan optimal. Artikel ini diakhiri dengan rekomendasi kepada pengelola BUMDESMA terkait peningkatan kapasitas SDM pengelola. Kata Kunci: Implementasi, Kerjasama, Batik. The Joint Village Owned Enterprise (BUMDESMA) Kampung Batik is one of the business entities that was established thanks to the cooperation of three villages in one sub-district in Pamekasan Regency. The village-owned business entity with the batik village is an amalgamation of the BUMDES of Toket Village, Rangperang Daya Village, and Klampar Village which work together to develop the common potential of the village they have. This business entity is interesting to observe because it is the result of cooperation based on the similarity of village potential, namely the production of written batik which is the culture and characteristic of Pamekasan Regency. This study aims to describe the implementation of cooperation policies and see the problems that exist in the Village-Owned Enterprises (BUMDESMA) Kampung Batik in Klampar Village, Proppo District, Pamekasan Regency by using the theory of policy implementation according to Grindle. The method used in this research is descriptive qualitative with data collection techniques in the form of observation, interviews, and literature study. Based on the theoretical framework, this study explains policy implementation through two aspects, namely the content and context of the policy. The results showed that the implementation of the cooperation policy in BUMDESMA Kampung Batik almost completely met the implementation of good policies in accordance with the variables of successful policy implementation mentioned in Merilee's theory. grind. However, there is one variable that is still not running optimally. This article ends with recommendations to BUMDESMA managers regarding capacity building for managing human resources. Abstract

The policy of implementing halal product certification as mandated by the Law on Halal Product Assurance implemented by the government is expected to be able to provide legal certainty and benefits for the development of people's economy, especially after the Covid-19 pandemic. The implementation of the halal product certification policy actually has to run since the issuance of the Halal Product Guarantee Act in 2014, but it will be applied to its implementers only in 2019, so that it is effective in 2019 until now. This study aims to provide an overview of the evaluation of halal product certification policies that have been running in Indonesia. This research uses an approach approach and the use of library research, where the data obtained from the literature related to policy evaluation and halal certification process, through papers, articles, journals and news from the internet (website). The results of this study indicate that the evaluation of policies for implementing halal product certification in Indonesia is still not optimal. Effectiveness is still not well achieved, as well as distribution and coverage is still inadequate because the accredited Halal Inspection Agency (LPH) is still minimal. However, the government's response time and target accuracy in providing halal certificate subsidies are very good. The author has suggestions in increasing the distribution and reach of LPH, the government must cooperate with various elements of society such as Islamic organizations, community foundations, and other elements so that the goal of halal is quickly realized.

Abstract

The city of Surabaya is one of the tourist destinations in Indonesia which is famous for various types of tourism. This has a huge impact on society. This impact is also felt by the coastal community of Sontoh Laut, who in their daily life work as fishermen. This study aims to analyze the implementation of Surabaya City Government policies in supporting the development of Sea Sontoh Marine Tourism and to describe how the Tourism Awareness Group (Pokdarwis) is involved in managing Sea Sontoh Marine Tourism. The type of research used is descriptive with a qualitative approach and data collection methods through observation, interviews, and documentation studies. This study was analyzed using the policy implementation theory from George Edward III which includes four variables, namely communication, resources, disposition, and bureaucratic structure. The results of the study indicate that the development of Sontoh Laut Marine Tourism has not been implemented properly so it has not been able to fulfill these four variables. Furthermore, based on the discussion it can also be seen that community involvement is still minimal, so the existence of the Sea Sontoh Pokdarwis as the manager has not had a significant impact on its role in involving the community in tourism development. Therefore, to be able to realize sustainable tourism must also be accompanied by a synergy between related parties. It is hoped that the government, community, and private sector will continue to foster the community around Sontoh Laut by conducting measurable training and education.

Abstract

Jumlah penduduk Kota Surabaya yang semakin banyak ini tentu akan mempengaruhi kegiatan lalu lintas di jalan raya. Lalu lintas di jalan raya kota Surabaya lebih banyak dipenuhi dengan transportasi pribadi dibanding dengan transportasi angkutan umum. Hal ini disebabkan kendaraan pribadi telah menjadi kebutuhan primer dalam menunjang proses kegiatan sehari-hari. Jumlah volume kendaraan yang banyak dan selalu bertambah dalam setiap tahunnya menjadikan jalan raya Kota Surabaya semakin padat, sehingga upaya untuk menjaga ketertiban lalu lintas perlu ditingkatkan. Adapun transportasi yang sering kita jumpai di jalan-jalan dalam Kota Surabaya yakni kendaraan bermotor (sepeda motor, mobil, dan angkutan umum sejenis lainnya). Untuk itu tujuan penelitian ini adalah untuk mendeskripsikan bagaimana upaya pihak Polrestabes Surabayameningkatkan ketertiban lalu lintas melalui program Electronic Traffic Law Enforcement (ETLE). Penelitian ini menggunakan metode deskriptif kualitatif, dimana subjek penelitian dipilih secara pusposive sampling yaitu pengambilan sampel dengan cara menetapkan ciri-ciri khusus yang sesuai dengan tujuan penelitian sehingga diharapkan dapat menjawab permasalahan penelitian dan sesuai program yang direncanakan peneliti. Teknik pengumpulan data menggunakan tiga teknik dasar penelitian kualitatif yaitu teknik wawancara, observasi dan dokumentasi. Sumber data diperoleh dari hasil wawancara yang dilakukan dengan analisa data dilakukan melalui tiga tahapan kegiatan secara bersamaan yaitu: l) reduksi data, 2) penyajian data dan 3) penarikan kesimpulan atau verifikasi. Hasil penelitian ini menunjukkan bahwa implementasi program ETLE di Kota Surabaya sudah berjalan dengan baik dan sesuai dengan SOP yang berlaku. Sejak diterapkannya program ETLE masyarakat sudah mulai tertib dalam berkendara terutama di jalan raya, hal ini karena masyarakat takut terkena rekaman kamera CCTV ETLE sehingga akan terkena sanksi berupa denda yang harus dibayar. Sehingga upaya menertibkan lalu lintas melalui program ETLE bisa terlaksana secara maksimal di Kota Surabaya. Berdasarkan hasil penelitian diatas terdapat beberapa hal yang bisa dijadikan sebagai masukanuntuk mengoptimalkan implementasi program ETLE di kota Surabaya yaitu, kedepannya pihak Kepolisian dan Pemkot Surabaya segera menambah kamera CCTV ETLE untuk wilayah yang belum terpasang. Sehingga secara bertahap kota Surabaya juga dapat mengubah sistem tilang konvensional seluruhnya dan menggantinya dengan sistem ETLE. Traffic on the highway in the city of Surabaya is mostly filled with private transportation compared to public transportation. This is because private vehicles have become a primary need in supporting the process of daily activities. The large number of vehicle volumes and is always increasing every year makes Surabaya City roads increasingly congested, so efforts to maintain traffic order need to be increased. The transportation that we often encounter on the streets in the city of Surabaya is motorized vehicles (motorcycles, cars, and other similar public transportation). For this reason, the purpose of this study is to describe how the efforts of the Surabaya Police to improve traffic order through the Electronic Traffic Law Enforcement (ETLE) program. This study uses a qualitative descriptive method, where the research subjects are selected purposively Sampling is sampling by setting special characteristics that are in accordance with the research objectives so that it is expected to be able to answer research problems and according to the program planned by the researcher. Data collection techniques used three basic qualitative research techniques, namely interview, observation and documentation techniques. Sources of data were obtained from interviews conducted with one of the implementing officers of the ETLE program, Mrs. Narulita and data analysis was carried out through three stages of activities simultaneously, namely: l) data reduction, 2) data presentation and 3) conclusion drawing or verification. The results of this study indicate that the implementation of the ETLE program in the city of Surabaya has been going well and in accordance with the applicable SOP. Since the implementation of the ETLE program, the community has begun to be orderly in driving, especially on the highway, this is because people are afraid of being exposed to the ETLE CCTV camera footage so that they will be subject to sanctions in the form of fines that must be paid. However, on several roads in the Surabaya area, there are still CCTV cameras for ETLE that have not been installed, this is because the price of CCTV is not cheap so that the installation is carried out in stages and efforts will continue to be made to install evenly throughout Surabaya City area. So that efforts to control traffic through the ETLE program can be carried out optimally in the city of Surabaya. Based on the results of the research above, there are several things that can be used as input to optimize the implementation of the ETLE program in the city of Surabaya, namely, in the future the Police and the Surabaya City Government will immediately add ETLE CCTV cameras for areas that have not been installed. So that gradually the city of Surabaya can also change the conventional ticketing system entirely and replace it with the ETLE system.
