Abstract

Program Pemberian Permakanan bagi Penyandang Disabilitas Miskin merupakan upaya Pemerintah Kotapenyandang disabilitas yang miskin/terlantar. Program diberikan berupa makanan siap makan yang dikelola dimasing-masing kelurahan dan didistribusikan ke penerima program setiap hari oleh petugas kirim. Lokasi penelitianini adalah Kelurahan Tembok Dukuh Kecamatan Bubutan Kota Surabaya dengan penerima manfaaat sebanyak 56jiwa. Tujuan penelitian adalah untuk mendeskripsikan evaluasi program pemberian permakanan bagi penyandangdisabilitas miskin di Kelurahan Tembok Dukuh Kecamatan Bubutan Kota Surabaya. Jenis penelitian ini yaitupenelitian deskriptif dengan pendekatan kualitatif. Fokus penelitian berdasarkan enam indikator evaluasi kebijakanmenurut Dunn yang meliputi : efektifitas, efisiensi, kecukupan, perataan, responsivitas, ketepatan. Teknik analisisdata menggunakan teknik menurut Miles and Huberman. Hasil penelitian yaitu program ini telah berjalan sesuaidengan pedoman pelaksanaannya dalam mencapai tujuan yaitu sebagai upaya perlindungan dan jaminan sosialberupa pemenuhan kebutuhan pangan. Beberapa hambatan muncul dalam pelaksanaan yaitu pencairan dana yangmundur dari tanggal semestinya yaitu tanggal 1 sehingga perlu adanya perencanaan lebih awal supaya dana cairtepat waktu. Petugas kirim yang hanya satu orang menjadi tidak efisien karena harus mengantar makanan ke 56alamat penerima manfaat sehingga dibutuhkan adanya penambahan petugas kirim supaya lebih cepat. Belum adaperaturan yang mengatur terkait detail porsi makanan sehingga diperlukan adanya pedoman yang mengatur.Pemberian permakanan sebaiknya diiringi dengan adanya tes kesehatan secara berkala setidaknya enam bulan sekaliuntuk mengetahui bagaimana kesehatan para penyandang disabilitas dan apakah makanan yang diberikan masihsesuai dengan kebutuhan gizi atau perlu adanya perubahan.Kata kunci: Evaluasi, Program permakanan, Penyandang disabilitas. The Feeding Program for poor-disable citizen is an effort of the City Government of persons with disabilities whoare poor / neglected. The program is given in the form of ready-to-eat food which is managed in each village anddistributed to the recipient of the program every day by the sending officer. The location of this study is the TembokDukuh Village, Bubutan Sub-District, Surabaya City with 56 beneficiaries. The purpose of this study was todescribe the evaluation of the program providing food for poor people with disabilities in the Tembok DukuhVillage, Bubutan Sub-District, Surabaya. This type of research is descriptive research with a qualitative approach.The focus of the study is based on six indicators of policy evaluation according to Dunn which include:effectiveness, efficiency, adequacy, leveling, responsiveness, accuracy. Data analysis techniques using techniquesaccording to Miles and Huberman. The result of this research is that this program has been running in accordancewith the guidelines for its implementation in achieving its goals, namely as an effort to protect and protect socialsecurity in the form of meeting food needs. Some obstacles arise in the implementation of the disbursement of fundsthat are backward from the proper date, which is the 1st so there needs to be early planning so that the funds aredisbursed on time. The sending staff, which was only one person, was inefficient because it had to deliver food to 56beneficiary addresses so that additional officers were needed to make it faster. There are no regulations governing the details of food portions, so there is a need for regulating guidelines. The provision of food should beaccompanied by regular medical tests at least every six months to find out how the health of persons with disabilitiesand whether the food provided is still in accordance with nutritional needs or needs to be changed.Keywords : Evaluation, Feeding Program, Disabilities
