Capacity-building employees has become a global policy instrument in the New Public Management perspective to create the organization's effectiveness and efficiency in the bureaucracy. The release of the State Civil Administrative Law has strengthened efforts to establish the capacity of the officials who are competent and professional. This research uses purposive sampling technique. Respondent were choosen from Food Security Office and Archive and Library Office in 4 areas, namely Bojonegoro, Kapas, Balen, and Dander. In line with the results of the study, it appears that the construction capabilities of the apparatus has a high chance to realize the vision and mission of the new district. In addition, capacitybuilding apparatus in an area determined by the area of leadership role models, the regent than on education leadership. Professionalism apparatus constructed as a positive energy that is not only related to the knowledge and expertise as well as the achievement of an individual's performance, but is highly dependent on the creation of a conducive environment for professionalism itself, such as the feasibility of welfare officials, the clarity of sanctions and rewards as well as encouragement and ethos work.

Indonesia is a tropical country with its all potential for tropical diseases that are vulnerable to attack its population. This study aims to identify the mechanisms of the tropical disease handling and the potentials that can be done to increase the capacity of tropical disease handling itself. The focus of this research is to increase the capacity of the tropical diseases handling existing in East Java, more specifically in some regencies or cities, among others are Bojonegoro, Sampang and Pacitan. The approach of the study was the qualitative approach which was characterized by the existence of an actual setting, researchers as a key instrument, emphasizing the process, and the data analysis is inductive. Data were collected using in-depth interview has well as secondary data from health care institution and the internet. A focused group discussion was also occupied to enrich the results, the cases were illustrated and the models were structured more comprehensively in the handling of tropical diseases. Participants of this study were health care workers who work at the health institutions including the Health Department, Hospitals, the and Public Health Centers. The findings were all analyzed qualitatively. The results of this study indicated that there are four dimensions of capacity, namely the capacity of the human resource, the capacity of the institution, the capacity of the system and the capacity of the community or the community itself.

This study aimed to determine the tendencies carried out by GMI Sidoarjo in the 2019 presidential election. GMI Sidoarjo is one of the community organizations that acts as a successful team winning the pair of candidates in the 2019 presidential election. This research is descriptive qualitative by using the theory of political participation from Samuel Huntington and Nelson. From the results of the study obtained several results, namely political participation carried out are collective, organized, legal and ineffective. Consolidation is done internally and externally. Then, the form of political participation in conducting elections is carried out with political discussion, outreach, campaigning and vote escort. The winning effort was unsuccessful, so the pair supported by the Indonesian Millennial Movement in Sidoarjo was defeated due to the lack of targeted support in fighting for votes in the 2019 presidential election.

This research describes about political branding and political branding communication strategies of Samsul Arifin in Headman election of Tambakboyo in 2018. Samsul Arifin is youngest headman candidate in Sukoharjo who won the headman election in 2018 against incumbent who had two periods of leadership. This study uses descriptive qualitative method with in-depth interviews data collection techniques with Samsul Arifin and the Samsul team coordinator then it was analyzed by using Lorann Downer’s theory of political branding strategies. The results are Samsul has brand himself as a young man who will build the village government that has been damaged in the previous period. Samsul delivered his political brand by collaborating with the RT in appointing Samsul as a headman candidate, the youths are conditioning their parents, socializing in the RT forum, asking for blessing to the residents of hamlet (sub village) I, speech during registration of candidate, forming a Samsul’s wings team, anticipating of vote buying which usually do in early morning, using banner and making t- shirts for voters who are in Samsul’s side. The political brand must be implemented according to the concept, so it is not damaging candidate’s brand.

Participation of the Chinese community in Indonesian politics has been significant every year. In fact, not only as voters, currently there are Chinese legislative candidates who have successfully passed to the DPR. Therefore, this research was conducted to determine the primordial attachment, party identification, and comprehension of the legislative candidates’ program on the political choices of the Chinese community. This research was conducted using quantitative methods. Data were collected from 250 respondents through a questionnaire with google form which was distributed through social media. The questionnaire contains information needed for research including the choice of the respondent’s party and respondent’s response to statements regarding primordial attachment, party identification, and comprehension of legislative candidates’ program. The results showed that of the three variables, only the comprehension of the legislative candidate’s program had a relationship with Chinese community political choices. These results are in accordance with the theory of voting behavior with a rational approach by Anthony Downs, which assumes that voters in determine their choices will act rationally by considering the pros and cons of choosing a legislative candidate. In other words, the Chinese community who became the respondents in this research were rational because they could calculate the advantages and disadvantages of choosing a candidate by considering the programs offered by the legislative candidate.

This research discusses Kiai's views on women candidates in the 2018 East Java regional elections. There are two competing candidates, the Khofifah-Emil and Gus Ipul-Puti pairs. Both Khofifah and Gus Ipul were both from the Nahdliyin circles and claimed to have the support of the Kiai Nahdlatul Ulama. Kiai's support was divided, there were those who supported Gus Ipul and Khofifah. Many fatwa wars and arguments have arisen in the community to strengthen each candidate. One of the arguments that is often conveyed is about gender which looks down on women when going forward as a candidate in the 2018 East Java governor election. There are two competing female candidates namely Khofifah as a candidate for governor and Puti as a candidate for deputy governor. The research method that I used is qualitative-descriptive with observational data collection techniques and in-depth interviews with Kiai both structural Kiai and Nahdlatul Ulama cultural kiai in Surabaya and surrounding areas. The result was that the majority of structural Kiai supported women to run as candidates in the 2018 East Java Governor election. Only a small number of cultural Kiai refused women to run as candidates.
