Abstract

The Special Economic Zones (SEZs) is one of the tourism agglomeration models whose effectiveness in meeting development goals needs to be analyzed. Tourism agglomeration policies that are not in line with the national development goals will cause inequality, especially in the welfare of the local community. The aim of this study is to analyses the effectiveness of SEZ policies in achieving regional development goals by comparing the community prosperity level with the goals of tourism development. The study is conducted by employing the meta-analysis method and uses secondary data of economic study from the West Nusa Tenggara Province which compares the National Development Index (HDI) with the regional tourism development targets. There is a quite large gap between the quality of education of the local community and the standard of human resource (HR) requirements specified in the SEZs. Management of tourism agglomeration must be carried out with a sustainable development approach, namely by integrating tourism development strategies into regional development.

Abstract

Kegiatan ini dilakukan guna melakukan penguatan kelembagaan serta penyusunan program kerja yang efektif dan terarah. Hal ini agar seluruh potensi yang dimiliki dapat tergali secara maksimal. Lebih jauh, kegiatan ini diharapkan dapat merajut seluruh potensi yang dimiliki Desa Mekarwangi menjadi satu kesatuan yang saling menguatkan dan dapat menarik wisatawan datang berkunjung. Pada akhirnya, ketika Desa Wisata Tematik Mekarwangi telah terbentuk dan berjalan maka diharapkan dapat berkontribusi guna memperkuat ketahanan ekonomi desa dan masyarakat.

Abstract

The concept of dark heritage has been used as a concept of preserving an area or site that contains relics due to dark events in the past. The 2004 tsunami disaster that hit the city as the most affected area after the disaster has left various relics and tsunami sites that need to consider dark heritage planning. However in dark heritage planning has not yet considered aspects of local communities, especially survivors as the most affected group from the tsunami disaster. The purpose of this paper is to look at dark heritage planning that involves the community as an important aspect in the preservation of post-disaster areas as well as to find out the components and values that are considered important by the community in preserving dark heritage. The study was carried out from August 2019 to December 2019 in the post disaster area of Banda Aceh as the most affected area using a qualitative approach. This study reveals that dark heritage planning that involves communities contributes to resilience thus creating resilient communities. In addition, religion and local culture in the post disaster area are important aspects that cannot be separated for the community in sustainable dark heritage planning.
