Abstract

This study concerns with the research work on Location Model of Public Service Obligation State-Owned Company (PSO-SOC). Its aim is to develop an approach of making location decision on distribution facilities of such company, in which capacities of facilities are limited (capacitated facilities) and it deals with single commodity. Heuristic solution is proposed to modify established Add Algorithm, which is designed for uncapacitated facilities. The Network Representation is used to represent original problem of LocationModel. An example is provided to illustrate the proposed step-wise of solving the model.Keywords: location model, Add Algorithm, Network Representation.

Abstract

The population in Depok is growing in line with the growth of garbage produced. This issue should be balanced with the availability of proper waste management facility, such as providing waste collection vehicles. Pesona Khayangan residence is one of the area in Depok which has waste collection door-to-door service. The limited number of waste collection vehicles make it inefficient to reduce the mounting garbage. This research is aimed to determine the optimal route of waste collection in term of time and cost. The Travelling Salesman Problem is used to model the optimization problem. The solution shows that there is time and distance efficiency on the proposed route and it has successfully saved 50.2 minutes and 0.9 km per service operation.Keywords: waste collection, routing, travelling salesman problem

Abstract

Pasar Jatinegara as one of the shopping center for retailer in Jakarta has a problem with parking lot issue. As a wholesale shopping center, the parking lot is dominated by freight transport. This situation is getting worse due to on-street parking restriction during working days start from 17th June 2013. It caused the capacity of parking decreases. This research is aimed to analyze parking characteristic of freight and goods conveyance at Pasar Jatinegara. The characteristic of off-street parking such as accumulation, volume, duration, turn over, parking index, index of parking activity (IAP), and V/C ratio indicates that the performance of parking service before and after the regulation is still not sufficient. Meanwhile the characteristics of goods conveyance and stores delivery are still bad. There are few solutions proposed in order to improve the performance of off-street parking and goods conveyance.

Abstract

This study is aimed to analyze the characteristic of primary trip (point to point) of freight trucks in Tanjung Priok area, particularly the ones who use Tanah Merdeka Freight Terminal and  Pulo Gebang Freight terminal as their transit point. The analysis is intended  to get the overview of truck productivity, and then use it for further improvement on city logistic system. Trip productivity is related to the activities of “moving” and “stay”. Hence, trip productivity is described by the speed indicator to represent the trucks on moving, and time indicator to represent the stay condition. The Travel Diary Survey shows that the portion of idle time is bigger than the one of movement time (52.15% and 52.21% are idle times for Pulo Gebang and Tanah Merdeka, respectively), where the biggest portion of the idle time occurred at the industry and factoy area for loading unloading acitivities. Improvement can be made by improving the scheduling system of load /unload in factory/industry and port area,  and reducing the congestion. They are expected to reduce the truck cycle time up to 19.80% per trip.Penelitian ini dimaksudkan untuk menganalisa karakteristik perjalanan primer (point to point)  dari truk angkutan barang  di kawasan Tanjung Priok, dengan memilih angkutan yang menggunakan  Terminal Angkutan Barang (TAB) Tanah Merdeka dan TAB Pulo Gebang sebagai tempat perhentian sementaranya.  Analisa terhadap karakteristik ini ditujukan untuk mendapat gambaran tentang produktivitas angkutan barang serta menggunakannya sebagai bahan untuk memperbaiki logistik kota yang ada saat ini. Produktivitas perjalanan angkutan barang sangat terkait dengan kegiatan “bergerak” dan “diam”. Oleh karenanya, produktivitas digambarkan oleh indikator  kecepatan  untuk kondisi truk bergerak dan  indikator waktu untuk kondisi truk dalam keadaan diam.  Melalui Travel Diary Survey diperoleh kesimpulan bahwa persentase waktu diam truk ternyata lebih lama dibandingkan waktu bergeraknya (52.15% untuk TAB Pulo Gebang dan 52.21% untuk TAB Tanah Merdeka), dimana porsi terbesar waktu diam  terjadi di area pabrik atau industri untuk melakukan bongkar muat. Upaya perbaikan dapat dilakukan dengan memperbaiki sistem penjadwalan bongkar muat di pabrik maupun pelabuhan serta pengurangan kemacetan, yang kesemuanya dapat mengurangi waktu siklus truk hingga 19,80% per perjalanan dari waktu eksisting.

Abstract

Sebagai salah satu upaya untuk mengurangi kemacetan, timbul rencana untuk menyelenggarakan pembatasan akses masuk angkutan barang pada Jakarta Outer Ring Road (JORR). Tujuan dari penelitian ini adalah untuk menganalisa pilihan tindakan yang akan dilakukan oleh pelaku logistik dalam menghadapi kebijakan pembatasan akses masuk, serta untuk menganalisa dampaknya terhadap waktu tempuh dan biaya operasional perjalanan. Berdasarkan data yang diperoleh melalui survey pada 223 pengemudi angkutan barang yang menggunakan jalan tol JORR, didapatkan hasil pilihan tindakan alternatif berupa 26.9% memilih untuk mengubah rute, 36.8% mengubah waktu, 2.7% mengubah rute dan waktu, dan sisa 33.6% tidak terpengaruh kebijakan pembatasan akses. Pilihan tindakan juga dikelompokkan berdasarkan frekuensi perjalanan, waktu masuk JORR, dan jarak tempuh perjalanannya, dengan tujuan untuk melihat perbedaan karakteristik para pelaku logistik. Berdasarkan uji hipotesis, didapatkan bahwa kebijakan pembatasan akses memiliki pengaruh terhadap pertambahan waktu tempuh dan biaya operasional perjalanan. Perubahan waktu tempuh perjalanan tertinggi akibat pembatasan akses terdapat pada pilihan mengubah rute, yaitu sebesar 31.10%. Sama halnya pada biaya operasional, perubahan biaya tertinggi terdapat pada pilihan mengubah rute yaitu sebesar 7.41%

Abstract

Abstract This study is aimed to analyze the Vehicle Operational Cost due to the functioning of JORR W2 segment (Ulujami-Kebon Jeruk) in July 2014, and to analyze the VOC with and without the operation of JORR W2 segment on the JORR S-E1 segment and Prof. Sedyatmo toll road. Variables used in this study are International Roughness Index, speed, and traffic volume. The Vehicle Operational Cost is calculated using the method developed by the Ministry of Public Works in 2005. The result shows that before JORR W2 was operated, the traffic volume from Pluit to Pluit IC was bigger than the one from Ulujami to Cikunir, while it was in contrary after the JORR W2 was operated. Before and after JORR W2 was operated, i.e from 2012 to 2016, the of JORR S-E1segment were higher than the ones of Prof. Sedyatmo toll road with the increase trend on Vehicle Operational Cost of both segments. As JORR W2 was operated, the Vehicle Operational Cost of JORR S-E1 became bigger than if it was not operated, but it was in contrary for Prof. Sedyatmo toll road. Keywords: vehicle operating cost, toll road, International Roughness Index, traffic speed, traffic volume  Abstrak Penelitian ini bertujuan menganalisis Biaya Operasional Kendaraan akibat berfungsinya segmen JORR W2 (Ulujami-Kebon Jeruk) pada Juli 2014, dan menganalisis Biaya Operasional Kendaraan dengan dan tanpa beroperasinya segmen JORR W2 pada ruas JORR S-E1 dan Jalan Tol Prof. Sedyatmo. Variabel yang digunakan dalam penelitian ini adalah International Roughness Index, kecepatan, dan volume lalu lintas. Metode penelitian dilakukan dengan pengumpulan data variabel kemudian menghitung Biaya Operasional Kendaraan dengan metode yang telah dikembangkan oleh Departemen Pekerjaan Umum tahun 2005. Berdasarkan analisis, sebelum dioperasikan JORR W2 volume lalu lintas dari Pluit ke Pluit IC lebih besar daripada dari Ulujami ke Cikunir, sedangkan sesudah dioperasikan terjadi sebaliknya. Adapun pada saat sebelum dan sesudah JORR W2 dioperasikan, Biaya Operasional Kendaraan pada ruas JORR S-E1 lebih besar daripada ruas Tol Prof. Sedyatmo dengan trend naik untuk Biaya Operasional Kendaraan di kedua ruas ini. Pembukaan JORR W2 mengakibatkan Biaya Operasional Kendaraan di JORR S-E1 lebih tinggi dibandingkan dengan bila segmen tersebut tidak dibuka, namun sebaliknya yang terjadi pada Jalan Tol Prof. Sedyatmo. Kata-kata kunci: biaya operasional kendaraan, jalan tol, International Roughness Index, kecepatan lalu lintas, volume lalu lintas

Abstract

Abstract Indonesia is a maritime country since approximately 67% of its area is ocean and has the 2nd longest coastline worldwide. In fact, its maritime facilities aren’t well operated, therefore Indonesia has to improve its operational system to increase the efficiency. This study would provide an approach of analyzing operational system design of container loading-unloading in JICT and TTL, land transportation proposed system combined with magnetic technology used by the ports, and its economical and technical impacts of this maritime infrastructure. To achieve the goal, study of literature, qualitative and quantitative analysis will be the proper method to use. The system proposed in this study is 69-83% faster with its operational cost is 24-40% cheaper compared to JICT and TTL. Moreover, this system is environmental-friendly and will work safer. Overall, it is expected that this system will provide broad insight as well as a consideration for the use at Indonesian ports. Keywords: Indonesia, ports, magnetic technology, maritime infrastructure, operational system design of container loading-unloading  Abstrak Indonesia dikenal sebagai negara maritim sejak sekitar 67% wilayah negara Indonesia adalah laut dan memiliki garis pantai terpanjang ke-2 di dunia. Faktanya, fasilitas maritim di Indonesia belum cukup optimal sehingga membutuhkan perbaikan sistem operasional untuk meningkatkan efisiensi kegiatan bongkar-muat kontainer. Penelitian ini akan memberikan pendekatan analisis potensi desain sistem operasional bongkar-muat kontainer di pelabuhan dengan studi kasus JICT dan TTL, sistem transportasi darat usulan yang dikombinasikan dengan teknologi magnetik dalam terminal pelabuhan, serta dampak ekonomis dan teknis dari infrastruktur maritim ini. Untuk mencapai tujuan tersebut, studi literatur serta analisis kualitatif dan kuantitatif menjadi metode yang tepat untuk digunakan. Sistem usulan pada penelitian ini memiliki waktu 69-83% lebih cepat dengan biaya operasional 24-40% lebih kecil dari JICT dan TTL. Selanjutnya, sistem ini bersifat ramah lingkungan dan lebih aman secara teknis. Secara keseluruhan, diharapkan penelitian ini akan memberikan wawasan luas mengenai sistem bongkar-muat kontainer serta menjadi pertimbangan untuk digunakan di pelabuhan Indonesia. Kata-kata kunci: Indonesia, pelabuhan, teknologi magnetik, infrastruktur maritim, desain sistem operasional bongkar-muat kontainer
