Abstract

As a socio-cultural product of Banjar society, Ramadhan seasonal market, which coincided with the month of Ramadhan is a socio-cultural phenomena that reflects the religiosity of society, especially in Amuntai, Hulu Sungai Utara. Along with the globalization influencing Muslim countries, it?s reflecting the cultural change in society of Amuntai, known as Bertakwa City which is the cultural basis of social organization Nahdlatul Ulama and Muhammadiyah. Here, Regulation of Hulu Sungai Utara District No. 32 Year 2013 on the Prevention and Prohibition of Staining Activities in the sacred month of Ramadhan was made to ensure peace and order during the month of Ramadhan.In implementation, it?s constrained by low awareness of the traders / buyers as a target group in addition to the lack of enforcement of sanctions explicitly and the absence of a Standard Operating Procedure (SOP) that also affect the level of performance of the Civil Service Police Unit. In addition, limited land for Ramadan Market location in Jalan Basuki Rahmat resulted in the closure of the road and not the concentration of the traders of food / drinks.To improve the effectiveness of the implementation, it should be carried out intensive monitoring and integrated by forces civil service police unit especially with respect to hours of selling food / drinks during the day in Ramadan seasonal market and in other similar locations, the settings related to the traders cake / small snacks in the market daily / weekly complemented by the determination of the location of Ramadan more representative markets in the coming years by the authorities. In the meantime, it takes continuous socialization coupled with enforcement of sanctions explicitly that all of the stages refers to a set of Standard Operating Procedure (SOP).

Abstract

Islam which was revealed by Allah SWT to the Prophet Muhammad SAW not only contains teachings to build a relationship with Allah, but also relationships with fellow humans and other creatures of Allah. In relation to the humanitarian mission, it is known that Zakat, Infaq, and Sadaqah (ZIS) are managed by the people for the benefit of the people. The management of ZIS funds by Baznas as an extension of the government in Indonesia, especially in Hulu Sungai Utara Regency, is carried out based on five main programs, including the aim of empowering the people's economy through the HSU Makmur Program. With a qualitative approach, this study was conducted to describe the distribution of ZIS funds by Baznas Hulu Sungai Utara to the mustahiq where data were collected through observation techniques, purposive sampling interviews, and documentation studies. The data obtained were analyzed using data reduction, data display, and conclusion drawing/verification. The results of the study indicate that the productivity level of the HSU Makmur Program is low where the ZIS funds distributed have not been effective in encouraging the improvement of the mustahiq economic level, the quality of services provided is also not optimal. And although the preparation and development of the program is in line with the needs of the community, and even able to synergize with government policies so that it looks responsive and is considered accountable in the implementation of the HSU Makmur Program, the limitations of human resources have an impact on the low degree of responsibility that can be achieved. Therefore, Baznas Hulu Sungai Utara needs to coordinate with the Regional Government of Hulu Sungai Utara Regency as well as the ulama in order to confirm the existence and role of Baznas towards the wider community, especially muzakki so that more ZIS funds can be managed every year. Regarding the implementation of the HSU Makmur Program, Baznas should be able to synergize with related agencies so that the process of economic empowerment for mustahiq can take place more optimally, especially in terms of business assistance coupled with efforts to recruit human resources within the scope of Baznas itself.

Abstract

This study aims to explore and analyze policies and implementation of anti-fraud strategies at PT Bank X Indonesi. The object of this study is the Integrated Fraud Management Division. This research was conducted using a case study qualitative research method and using data analysis techniques Miles and Huberman. The data collection techniques in this study were participant observation, in-depth interview and documentation. Selection of sources is carried out by purposive sampling method, in which sources are selected with specific considerations and goals. The results show that the policy and implementation of the Anti-Fraud strategy have been implemented in accordance with Bank Indonesia Circular No.13 / 28 / DPNP dated 9 December 2011 concerning the Implementation of Anti-Fraud Strategies for Commercial Banks, but there are still deficiencies caused by constraints in its implementation. namely the lack of awareness of employees to report all indications of fraud, very minimal employee rotation, frequent information about surprise audits that cannot be kept confidential, and the recruitment pattern adopted by PT Bank X Indonesia does not include material on fraud awareness. Penelitian ini bertujuan untuk mengeksplorasi dan menganalisis kebijakan dan implementasi strategi anti-fraud pada PT Bank X Indonesi Objek penelitian yakni Divisi Integrated Fraud Management. Penelitian dilaksanakan melalui metode kualitatif dengan pendekatan studi kasus dan menggunakan teknik analisis triangulasi. Teknik pengumpulan data dalam penelitian ini adalah observasi berperan serta (participant observation), wawancara mendalam (in depth interview) dan dokumentasi. Penentuan informan dilakukan dengan metode purposive sampling, yang mana informan dipilih dengan pertimbangan dan tujuan tertentu. Hasil penelitian menunjukkan bahwa kebijakan dan implementasi strategi Anti-Fraud Sudah dilaksanakan sesuai dengan Surat Edaran Bank Indonesia No.13/28/DPNP tanggal 9 Desember 2011 tentang Penerapan Strategi Anti-Fraud bagi Bank Umum, namun masih terdapat kekurangan yang disebabkan oleh kendala dalam implementasinya yaitu kurangnya kesadaran pegawai untuk melaporkan semua indikasi kecurangan, rotasi pegawai yang sangat minim, seringnya informasi akan adanya surprise audit tidak dapat dirahasiakan, serta pola rekruitmen yang diterapkan oleh PT Bank X Indonesia tidak menyertakan materi tentang kesadaran fraud.

Abstract

The general election is actually the entry point for the improvement of public welfare in various aspects, whether political, economic, social, cultural and so on. In order to make an impact elections positively correlated with the welfare of the public, in addition to the background of the prospective participants/contestants election also required the political understanding of the citizens as voters because of political literacy is one factor that plays a major role in the quality of elections in a country.In Amuntai City, Hulu Sungai Utara district, political knowledge citizens are generally relatively low where political terms not understood as it should be in addition to confusion relevance between elections and regional development. Political participation of citizens in general is still low, especially those who work in the informal sector and tend to avoid involvement in practical political activity. Although they participated in the elections, but they just do not care about the output of the election itself. Furthermore, the political interest of citizens were generally quite low because most of them assess prejudice against political activity although no doubt some of those who assess positively to the political world.To increase the political understanding of citizens in Amuntai City, suggested to the election organizers in Hulu Sungai Utara district, especially the Election Commission and the Election Supervisory Committee to conduct an intense political socialization to the community, especially in rural areas. Political socialization should be cooperating with the participation of local governments, organizations of society and universities in the area. Political parties in the region should also undertake political socialization as the embodiment of one of the functions of political parties, especially in the areas that became the basis of a mass political party concerned with promoting political ethics that typically become one of the political ideology of political parties.

Abstract

Stunting merupakan kondisi di mana kurangnya asupan gizi pada anak dalam kurun waktu lama sehingga mengakibatkan gangguan pertumbuhan pada anak yakni tinggi badan anak lebih rendah dari standar usianya. Di Kabupaten Hulu Sungai Utara, persoalan stunting masih belum teratasi sehingga menjadikannya sebagai salah satu kabupaten dengan tingginya kasus stunting di Propinsi Kalimantan Selatan. Salah satu kecamatan penyumbang angka stunting di Kabupaten Hulu Sungai Utara adalah Kecamatan Haur Gading di mana terlihat tingginya angka stunting, rendahnya tingkat pendidikan masyarakat selain tingkat perekonomian masyarakat yang tergolong rendah. Penelitian ini menggunakan pendekatan kualitatif dengan tipe deskriptif di mana pengumpulan data dilakukan dengan menggunakan teknik observasi, wawancara, dan dokumentasi. Penentuan informan dilakukan dengan teknik snowball sampling. Data yang diperoleh kemudian dianalisis melalui pencatatan lapangan, mengklasifikasikan, mensistensikan, serta membuat ikhtisar dan berpikir menarik kesimpulan. Uji kredibilitas data ditempuh dengan perpanjangan pengamatan, meningkatkan ketekunan, triangulasi, analisis kasus negatif, menggunakan referensi, dan mengadakan membercheck. Hasil penelitian menunjukkan bahwa efektivitas Program KP2S di Kecamatan Haur Gading Kabupaten Hulu Sungai Utara belum efektif. Pertama, aspek pemahaman program tidak berjalan efektif di mana pada tingkat para pelaksana sudah berjalan baik namun di tingkat masyarakat banyak yang tidak mengetahuinya meskipun penyampaian informasi dan sosialisasi telah dilaksanakan pada saat posyandu, pemberian makanan tambahan yang bergizi dan konseling menyusui, pemberian tablet tambah darah dan sanitasi ditambah dengan adanya baliho di berbagai lokasi. Kedua, aspek ketepatan sasaran telah berjalan efektif dilihat dari ketepatan sasaran program dalam beberapa kegiatan di lapangan sudah nampak mencapai sasaran, dari kegiatan pemberian makanan tambahan sesuai dengan status gizi pada anak, pemberian tablet tambah darah, posyandu dan penyediaan sanitasi meski belum merata sedangkan dalam hal kesesuaian program dengan kebutuhan masyarakat, umumnya masyarakat merasa terbantu dengan pemberian makanan tambahan, adanya kegiatan posyandu dan adanya penyediaan sanitasi. Ketiga, aspek ketepatan waktu dalam hal kesesuaian waktu pelaksanaan program berupa kegiatan posyandu yang rutin dilaksanakan pada setiap bulannya dan sudah terjadwal sedangkan untuk kegiatan pemberian makanan tambahan untuk anak penderita stunting, pemberian tablet tambah darah, penyediaan air minum dan sanitasi juga menyesuaikan dengan ketersediaan anggaran sehingga terkesan tidak efektif. Sebaliknya, dalam hal target waktu di tahun 2021 target persentase stunting pada UPT Puskesmas Haur Gading ditentukan 24% dan berdasarkan hasil pencapaian mencapai pada angka 17,82% yang berarti sudah berlangsung secara efektif. Keempat, aspek ketercapaian tujuan program sudah berlangsung efektif dilihat dari tingkat pencapaian tujuan program pada tahun 2021 yang mengalami penurunan kasus stunting hingga 17,82 % walaupun belum mencapai target nasional yaitu 14%. Kelima, aspek perubahan nyata secara sosial-budaya masyarakat belum efektif, meskipun angka stunting dipastikan sudah menurun hingga 17,82 % di tahun 2021, namun kebiasaan masyarakat sulit dirubah terhadap pemberian makanan dan pola asuh yang salah terhadap anak, serta masih terdapat jamban di sungai sedangkan kebermanfaatan program sudah diketahui efektif dengan manfaat dirasakan oleh masyarakat dari kegiatan pemberian makanan tambahan dan tablet tambah darah, posyandu, konseling pemberian makanan serta penyediaan air minum dan sanitasi. Untuk meningkatkan efektivitas Program Konvergensi Percepatan Penurunan Stunting di Kecamatan Haur Gading Kabupaten Hulu Sungai Utara, disarankan Kepala Dinas Kesehatan Kabupaten Hulu Sungai Utara agar menyebarluaskan informasi menyangkut Program Konvergensi Percepatan Penurunan Stunting melalui peran tokoh agama yang drepresentasikan oleh MUI terutama berkaitan dengan pola hidup yang bersih dan sehat di samping meningkatkan koordinasi dengan instansi terkait. Kepala UPT Puskesmas Haur Gading diharapkan giat melakukan sosialisasi dan penyuluhan tentang stunting melalui kelas ibu balita selain dalam berbagai kegiatan kemasyarakatan/keagamaan yang berlangsung secara informal. Adapun warga masyarakat Kecamatan Haur Gading, terutama bagi orang tua balita yang terindikasi stunting seyogyanya lebih meningkatkan pemahaman terkait masalah stunting dengan rajin mengikuti penyuluhan seraya dapat meningkatkan pola hidup bersih dan sehat.
