Abstract

The second wave of Covid-19 has hit Indonesia in the last few months. This marks a new chapter for the Covid-19 variant in Indonesia, which is indicated by a very high transmission rate. At the same time, the government is trying to take preventive measures to prevent the spread of Covid-19, one of which is a call for a Covid-19 vaccine. In this regard, this article will look at the relationship between governance actors in efforts to prevent Covid-19 in Indonesia, with an emphasis on the involvement of civil society and private actors in handling Covid-19 in Indonesia. By using a qualitative method, this article takes a literature study by comparing the results of observations made by observing the development of Covid-19 and the involvement of various actors, especially in terms of preventing Covid-19 such as vaccination. This article concludes that the spread of Covid-19 is still very high, meanwhile the involvement of actors in handling Covid-19 tends to be limited and closed. The actors involved are mostly dominated by the government, while the private sector and civil society have not been involved much. This article will contribute at least practically, to be discussed further, especially to formulate a scheme for the involvement of other actors outside the government, while still prioritizing the security and welfare of the community.

Abstract

This research will further explore the practice of Good Financial Goverance (GFD), with case studies on the partnership process that took place between the city government of Makassar with PT.GMTD in managing the finances for the participation of local government capital. The research will focus on actor relationships taking place between actors involved in capital partnerships as a recipe offered by Good Financial Governance. The research used qualitative method with researcher location in Makassar South Sulawesi, Indonesia.The main argument of this study is to question the claims of Good Financial Governance, which relies on economic development issues and good financial governance by opening investment shells and the involvement of actors outside the government. For this study, the claim is completely wrong. The results of this study found that good financial governance actually gave birth to a new problem that is Exclusivity Actors. Exclusivity of actors as a consequence of the unequal amount of capital on actors involved in Good Financial Governance. Exclusion of Actors Governance impact on the limits of power between governance actors to be biased, depending on the composition of capital in partnership.Keyword : Exclusivity of Actor, Good Financial Governance, Capital Governance

Abstract

Penelitian ini berangkat dari kondisi empirik mengenai realisasi vaksin yang berlangsung di Indonesia. Dengan mengambil kasus di Kalimantan Selatan. Kalimantan Selatan menjadi perhatian nasional mengenai realisasi vaksin dengan kondisi yang problematis, satu sisi stok ketersediaan vaksin yang tertinggi di Indonesia, namun disisi lain tingkat realisasi vaksin yang masih rendah. Kondisi ini memantik perhatian mengenai realisasi vaksin dengan mengajukan pertanyaan bagaimana peran dan kontribusi pemerintah dalam merealisasikan vaksin serta respon masyarakat dalam menyikapi vaksinasi nasional di Kalimantan Selatan. Pendekatan yang digunakan pada penelitian ini adalah Agile Governance. Pendekatan ini setidaknya untuk memotret peran dan kotribusi pemerintah dalam kesiapannya merealisasikan vaksin nasional. Metode yang digunakan pada penelitian ini adalah kualitatif dengan memadukan pada observasi lapangan. Hasil penelitian menunjukan bahwa realisasi vaksin yang rendah di Kalimantan Selatan di sebabkan oleh adanya resistensi dari masyarakat yang menolak untuk divaksin. Resistensi ini dipicu dari polarisasi pemberitaan mengenai vaksin yang kebanyakan lebih tendensius pada hal yang negatif. Implikasinya berdampak pada keyakinan masyarakat mengenai vaksin yang terbangun dengan citra yang buruk. Studi ini memberikan insentif teoritis dalam memahami kembali konsep Agile Governance.
