Abstract

Poverty is a problem that currently still needs solutions to overcome the problem. One of the community welfare improvement programs is the establishment of Village-Owned Enterprises (BUMDes). The policy to form BUMDes in each village aims to create an independent village that has the welfare and good economy of its people. BUMDes are not just formed and then run the program. However, another thing that is also important to do is to evaluate the management of BUMDes itself. The purpose of this activity is to socialize and provide assistance in the evaluation method of a good BUMDes work program so that it can find shortcomings of management and opportunities that can be used to improve the results of the BUMDes work program. In this activity BUMDes which became the focus of assistance is BUMDes in Sunda Kelapa Village, Central Bengkulu Regency. Providing knowledge about the CIPP method as a method to evaluate bumdes work programs. Assistance was carried out because from the results of the activity it was found that the evaluation of the BUMDes work program of Sunda Kelapa Village had not been maximized so that the problem of shortcomings and opportunities from BUMDes itself had not been achieved to the maximum. Pnedampinga needs to be done by related parties so that BUMDes Sunda Kelapa Village can be managed properly so that it can improve the welfare of its people.

Abstract

Keterlibatan stakeholder merupakan salah satu kunci keberhasilan penanganan COVID-19. Artikel ini merupakan hasil pengamatan empiris penanganan COVID-19 dengan menggunakan teknik stakeholder mapping. Data penelitian dikumpulkan melalui wawancara dengan para pihak yang terlibat dalam penanganan COVID-19 di Kota Bengkulu. Tidak lupa, peneliti juga melakukan dokumentasi data sekunder yang berhubungan dnegan penanganan COVID-19. Peneliti menemukan bahwa tenaga kesehatan, kepolisian, TNI, dan relawan merupakan pemain utama (kuadran 1). BPBD, Dinas Kesehatan, Dinas Sosial, dan Pasien Covid merupakan subyek (kuadran 2). Walikota, Kodim 0407, dan Kapolresta, dan Media berada dalam kuadran 3 sebagai context. NGOs, Bisnis, dan Masyarakat berada pada kuadran 4 sebagai crowd. Pola kerjasama stakeholders dalam penanganan Covid-19 di Kota Bengkulu berbasis pentaholicx karena melibatkan lima unsur (pemerintah, swasta, organisasi keagamaan, perguruan tinggi, dan media). Dua faktor yang menghambat para stakeholder dalam penanggulangan COVID-19 di Kota Bengkulu adalah rendahnya pengetahuan warga tentang bahaya COVID-19 dan Tindakan warga memenuhi kebutuhan subsistensi. Dua faktor ini menyebabkan warga mengabaikan perintah physical atau social distancing .

Abstract

The purpose of this study is to find out and explain how the implementation of indisciplined State Civil Apparatus (ASN) coaching is carried out in the Bengkulu City Government (referring to Government Regulation Number 94 of 2021 concerning Discipline for Civil Servants) and what obstacles are found in the implementation of coaching. This type of research is qualitative with the method used is descriptive analytical. The location of this research was carried out in the Bengkulu City Government. The results of this study consist of two namely; (1) The implementation of indiscipline ASN development in the work environment of the Bengkulu city government is appropriate and refers to PP No. 94 of 2021, although there are several cases that still use PP No. 53 of 2010 as a reference; (a) There are three types of punishments imposed on disciplinary ASN which fall into the light discipline category, namely in the form of an oral warning, a written warning, and a written statement of dissatisfaction; (b) The imposition of disciplinary sanctions while accepting bribes by ASN and ASN officials who commit acts of domestic violence is not in accordance with PP No. 94 2021 and still refers to PP No. 53 of 2010 due to the imposition of sanctions in the form of demotion to a lower level for 1 year and postponement of promotion for one year included in the category of severe disciplinary punishment; (c) The imposition of sanctions or the establishment of severe disciplinary punishment in the Bengkulu city government area already refers to Government Regulation No. 94 of 2021, namely the imposition of punishments in the form of; demotion to a lower level for 12 months, release from position as executor for 12 months, and honorable discharge not at his own request.; (2) Obstacles in the implementation of disciplinary ASN development in the work environment of the Bengkulu city government, namely the enforcement of discipline against civil servants (ASN) are considered not to be carried out optimally. One of these conditions is the result of the enactment of Government Regulation (PP) Number 53 of 2010 concerning ASN Discipline in the Bengkulu City Government, where this PP has not explicitly and in detail regulated ASN discipline. The implementation of these technical regulations is still far from expectations. Moreover, it is very dependent on the subjectivity of staffing supervisors (PPK).
