Abstract

Kegiatan pengabdian pada masyarakat ini bertujuan untuk menyosialisasikan donor darah kepada masyarakat ditengah pandemi covid-19 dan sebagai upaya membantu ketersediaan stok darah di Kota Batam. Selain itu tujuan lainnya adalah sebagai upaya mendorong peningkatan kepedulian semua elemen masyarakat dalam kegiatan sosial ditengah masa pandemi covid-19 serta mewujudkan pelaksanaan program pengabdian kepada masyarakat oleh Dosen di Perguruan Tinggi masing-masing, terutama di Kota Batam, Provinsi Kepulauan Riau. Melihat situasi menipisnya stok darah di Palang Merah Indonesia Kota Batam membuat dosen-dosen dengan penuh kesadaran tergerak untuk membantu ketersediaan stok darah tersebut. Kegiatan “Donor Darah” ini dilaksanakan pada bulan September 2020 di Atrium 2 Grand Mall Batam, Kecamatan Lubuk Baja, Kota Batam. Bentuk kegiatan merupakan kegiatan donor darah. Peserta donor darah yang berpartisipasi dari berbagai pihak. Adapun informasi mengenai peserta donor darah adalah sebagai berikut: Peserta yang mendaftar berjumlah 97 orang; peserta yang dinyatakan boleh mendonorkan darah berjumlah 65 orang. Secara umum pelaksanaan kegiatan donor darah “Setetes Darah untuk Kemanusiaan” terlaksana sesuai rencana dan berjalan dengan lancar. Terlaksananya kegiatan tentunya tidak lepas dari dukungan berbagai pihak, baik para peserta donor darah, dosen-dosen, donator, PMI Kota Batam, Polsek Lubuk Baja, panitia dari Universitas Riau Kepulauan (UNRIKA), Universitas Putera Batam (UPB), dan Universitas Ibnu Sina (UIS). Semoga kegiatan sosial donor darah dapat pula terlaksana di masa yang akan datang sebagai wadah sosial untuk kemanusiaan

Abstract

Tujuan penelitian ini adalah untuk menganalisis penguatan organisasi melalui penerapan aspek manajerial dalam kerangka pengembangan kapasitas (Capacity Building) di Dinas Kebudayaan dan Pariwisata Kota Batam. Metode yang digunakan dalam penelitian ini adalah kualitatif dengan model deskriptif. Fokus penelitian adalah penguatan organisasi yang ditinjau dari fokus aktivitas pada penerapan aspek manajerial dalam kerangka pengembangan kapasitas yang terdiri dari : perencanaan, mengerakkan, mengendalikan dan mengevaluasi. Hasil penelitian menunjukkan bahwa penerapan aspek manajerial telah berjalan dengan baik yang tercermin melalui proses perencanaan yakni adanya rencana strategis dan rencana kerja yang dalam penyusunannya melibatkan unit kerja. Pengorganisasian yang telah diatur dan dijalankan sesuai dengan Peraturan Walikota Nomor 58 Tahun 2016 Tentang Tugas Pokok, Fungsi, Uraian Tugas Dinas Kebudayaan dan Pariwisata. Proses mengerakkan atau mengarahkan terlihat pada kegiatan rapat rutin setiap Hari Senin, menunjukkan peran kepala dan sekretaris dinas dalam memberikan arahan dan pemecahan masalah yang dihadapi oleh unit kerja dalam pelaksanaan tugas. Pada proses pengendalian dilakukan melalui dua cara yakni secara internal dan eksternal. Pengendalian internal dilakukan melalui mekanisme rapat rutin setiap hari Senin dan pemantauan pertanggungjawaban pelaksanaan kegiatan melalui Sistem Pengadaan secara Elektronik (SPSE). Sedangkan pengendalian eksternal dilakukana melalui Rapat Dengar Pendapat (RDP) dilakukan dengan Dua Komisi di Dewan Perwakilan Rakyat Daerah (DPRD) Kota Batam yakni komisi II (bidang ekonomi, keuangan dan industri) dan komisi IV (bidang kesejahteraan rakyat dan sumber daya manusia).

Abstract

The purpose of this study is to describe and analyze the quality of service for making birth certificates at the Batam City Population and Civil Registry Office. This research is a qualitative research with a descriptive approach. The reliability indicator, the birth certificate service at the Batam City Population and Civil Registry Office has been provided in accordance with all the information obtained by the community at the beginning. Tangibles indicators, some infrastructure facilities at the Batam City Population and Civil Registration Office are still not sufficient. Responsiveness indicator, Batam City Population and Civil Registry Office has had a good speed in providing birth certificate making services. Assurance indicator, Batam City Population and Civil Registry Office already has employees with good behavior in providing birth certificate making services. As an indicator of empathy, the Batam City Population and Civil Registry Office has tried to find out what the aspirations and expectations of the community are regarding services for making birth certificates.

Abstract

This study aims to explore the implementation of e-Procurement and the challenges faced, along with proposing effective solutions to overcome these obstacles concerning the implementation of Electronic Procurement Services (LPSE) in Batam City. By examining the practical aspects and identifying potential hindrances, this research contributes to the improvement of public service quality through the utilization of electronic procurement mechanisms. The provision of efficient and accurate public services is crucial for meeting the basic needs and civil rights of citizens, encompassing goods, services, and administrative assistance provided by public service providers. In the era of rapid information and globalization, it is essential to implement swift and precise public services to prevent social upheaval and potential national disintegration that could lead to division and harm to the nation and the state. The quality of public services often suffers due to a lack of transparency and accountability in their implementation. One of the government's endeavors to address this issue is the application of good governance principles, aiming to deliver excellent services to the community. E-Procurement, the procurement of goods and services through information technology and electronic transactions, has been introduced as a means to enhance efficiency and transparency in accordance with legal provisions. To facilitate this, an electronic unit responsible for goods and services procurement, known as the Electronic Goods and Services Procurement Service (LPSE), has been established within Ministries, Institutions, and Regional Authorities. This research adopts a sociological juridical approach, combining direct field observation with extensive literature research. Primary data is gathered through field observations and interviews conducted at the Batam City Government (PEMKO), while secondary data is obtained through comprehensive analysis of primary, secondary, and tertiary legal resources. The collected data is analyzed descriptively using qualitative analysis techniques.

Abstract

Transportation is a vital part of political, economic, socio-cultural, and defense and security life. Transportation plays a role as a means of improving the integrity of the nation and raising the standard of living of the community as a whole. As a result, globalization is the process by which each action increases the value of specific communities. Transportation is essential in many ways. Transportation contributes to the improvement of the nation's integrity and the general improvement of the community's standard of living. In general, transportation is a tool that makes it easier to achieve goals that help the economy of a region grow and a force that brings people together in the Unitary State of the Republic of Indonesia. The type of research used in this study is qualitative research with a descriptive approach. This research will look into previous literature related to the transportation system in Indonesia to see the policy implementation pattern in Indonesia. The result shows that a good transportation policy might influence congestion levels and lead a nation closer to sustainable development.

Abstract

This study aims at understanding how the municipal government of Batam addresses human trafficking and its issues during the COVID-19 pandemic. This research utilizes a qualitative methodology and a descriptive approach to examine how local governments are responding to the mounting number of human trafficking cases, especially those that involve women and children. The Riau Islands Regional Police statistics indicates that there were seven suspects in the TIP case in 2017, seventeen suspects in 2018, six suspects in 2019, and eighteen suspects in 2020. Comparatively, based on the number of cases, there were four cases in 2017, twelve cases in 2018, four cases in 2019, and ten cases in 2020. That which occurs continuously till the lockwodn. The results of the study indicate that: (a) The economic downturn, lack of education, lack of information, and socio-cultural conditions are factors that influence the increase in human trafficking during the pandemic; (b) Weak law enforcement and (c) a lack of cross-sectoral cooperation are the most significant factors that contribute to the escalation of human trafficking in Batam.

Abstract

The purpose of this study is to explore how public discontent with government policies is addressed. This is a descriptive qualitative study that describes how the collective treatment of perspectives carried out in policies is in line with current social conditions. The goal is to avoid misunderstandings between municipal and federal governments. The following step is to discover the truth. Individuals involved in policy implementation must be able to explain their policies to members of the public. Furthermore, the policy should be founded on execution integrity so that the recipient understands the action. Policy knowledge may conflict with what is happening on the ground. To increase public trust in the government, the implementation of handling public opinion in the form of documents, pictures, and related policies by the government itself must be done openly, honestly, and responsibly. Environmental conditions and inter-organizational relationships may have an impact. Characteristics, organizational resources for program implementation, and the government's ability to overcome them which is guided by general guidelines for public service implementation: openness, accountability, status, participation, and equality.

Abstract

As weak policies are blamed for poor economic outcomes in many developing countries and institutions and governance have taken on a greater role in explaining policymaking, this article provides an overview of a collection of papers in the respective study on institutions, governance, and economic development in Indonesia. Many scholars assume that institutions and governance are ultimately interconnected. It is understood that if an institution in a nation is fair, the integrity of the nation's governance would also have to be decent. Therefore, such studies have never been conducted in Indonesia. This research used a descriptive qualitative approach to analyze how an institutional approach might affect Indonesia’s governance and economic development. The results of the research indicate that institutions and governance contribute an equal impact in a country's economic development. The economic development process in Indonesia is hindered by a poor governance system, exacerbated by a lack of commitment and consistency.

Abstract

Public Service which regulates the principles of good governance which is the effectiveness of government functions itself. The forms of maladministration that we often encounter are abuse of authority, prolonged delays, neglect of legal obligations, procedural irregularities, nontransparency, negligence, discrimination, extortion, unprofessionalism, unclear information, arbitrary acts, legal uncertainty, and mismanagement. Ombudsman supervision is a representation of the supervision carried out by the community or civil society groups. The way the Ombudsman works is also similar to the way civil society works, free of charge, and various other conveniences. In addition to being largely determined by the political will of state administrators and political support in parliament, the effectiveness of the work of the Ombudsman is also largely determined by how far the community has an understanding of the Ombudsman.
