Abstract

Kebebasan masyarakat dalam menyampaikan pengaduan tidak terkecuali kepada Presiden RI. Jumlah pengaduan masyarakat kepada Presiden RI menunjukan tren kenaikan setiap tahunnya, dengan jumlah signifikan di era Pemerintahan Joko Widodo. Seiring dengan tingginya tuntutan masyarakat terhadap penyelesaian masalah di lembaga kepresidenan dan kecepatan dinamika lingkungan, maka penguatan kapasitas kelembagaan Kementerian Sekretariat Negara sangatlah vital. Namun dalam praktiknya penyelenggaraan penanganan pengaduan masih jauh dari harapan, yakni banyak pengaduan yang belum mendapatkan penyelesaian dari instansi terkait, belum terbentuknya sinergisitas penanganan pengaduan, dan mekanisme kerja yang masih konvensional. Penelitian ini bertujuan untuk menganalisis kapasitas kelembagaan yang perlu diperkuat dalam menyelenggarakan penanganan pengaduan masyarakat kepada Presiden RI. Peneliti menggunakan pendekatan post positivisme dengan metode penelitian kualitatif melalui wawancara mendalam dan studi dokumentasi. Hasil penelitian menunjukan bahwa perlu penguatan kapasitas kemampuan SDM dalam menjalankan tugas dan fungsi public complaint handling melalui pendidikan dan pelatihan, pengembangan dan pemanfaatan sistem teknologi dalam mengelola dan menganalisis data pengaduan serta memperlancar proses bisnis yang masih terkendala, proses evaluasi kinerja penanganan secara menyeluruh, pembentukan payung hukum sebagai pedoman penanganan pengaduan masyarakat kepada Presiden RI, dukungan dari pimpinan, dan kerja sama secara kelembagaan antar mitra pengelola pengaduan dalam menangani pengaduan masyarakat kepada Presiden RI.

Abstract

The implementation of the duties and functions of government institutions in the President's closest circle is an interesting thing to research. Its strategic position does not necessarily make its role carried out optimally. This can be seen from the function of providing policy recommendations carried out by the Cabinet Secretariat. Problems such as the disobedience of stakeholders to the flow of policy submissions, as well as problems on administrative matters such as supporting rules, communication strategies, information technology support, the effectiveness of policy monitoring, and the implementation of sanctions, have made the implementation of such functions not run optimally. Therefore, this study aims to analyze the implementation of the function of providing policy recommendations by the Cabinet Secretariat. The analytical framework used in this study is Policy Implementation Theory, particularly the Administrative Implementation Model by Matland (1995). This research uses the qualitative method that is descriptive analysis, with the focus of the research is the Cabinet Secretariat in the period 2015 until now. The result of this study is the implementation of the function of providing policy recommendations in dealing with various challenges and problems. However, improvement efforts have been made so that the performance of the function of providing policy recommendations, which is the main performance of the Cabinet Secretariat, can be more optimal.

Abstract

This study aims to analyze the factors affecting the effectiveness of the Inspectorate General of the Ministry of Home Affairs in the supervision of the administration of local governance. This research uses the post-positivism paradigm with qualitative research methods. In-depth interviews and document studies were conducted to obtain the necessary data and information. The results of this study explain that the factors affecting the effectiveness of the Inspectorate General of the Ministry of Home Affairs in supervision the administration of local governance include structure, systems, strategy, style, staff, skills, and shared values. This is certainly by the elements contained in the 7S Mckinsey model that researchers use as a knife analysis in answering research questions. The results of the analysis revealed that the institutional structure was not yet matched, the still weak laws and regulations related to the supervision of the regional government, business processes were running well but the use of information technology was needed in building the supervision system, there was a need to strengthen planning to meet the needs of APIP to be met both in terms of the number and competence as well as the leadership style of the highest leadership is very participatory, democratic and can certainly support the development of existing work culture to increase the effectiveness of the Inspectorate General of the Ministry of Home Affairs in supervision the administration of local governance. Abstract

Manajemen Kinerja terdiri dari kegiatan perencanaan kierja, dilanjutkan dengan pengukuran kinerja, kemudian pengajuan laporan hasil kinerja untuk pengambilan keputusan. Manajemen Kinerja diterapkan di Indonesia melalui Sistem Akuntabilitas Kinerja Instansi Pemerintah (SAKIP) sejak tahun 1999. Dengan diterapkannya otonomi daerah pada periode yang sama, implementasi sistem akuntabilitas kinerja yang baik pada pemerintah daerah menjadi semakin penting. Penelitian ini meninjau khasanah penelitian tentang akuntabilitas kinerja pemerintah daerah yang dilakukan di Indonesia dan di dunia. Pengumpulan data dilakukan dengan mencari kata kunci yang terkait dengan pemerintah daerah dan pengelolaan kinerja di jurnal terindeks Scopus dan google scholar. Penelitian ini menemukan bahwa khasanah penelitian tentang pengelolaan kinerja pada pemerintah daerah yang dilakukan di Indonesia berkembang sangat pesat dalam 10 tahun terakhir. Secara umum, kendala yang dihadapi dalam implementasi sistem akuntabilitas kinerja terletak pada kualitas sumber daya manusia dan kapasitas organisasi. Untuk mengatasi kendala tersebut, diperlukan komitmen pimpinan dan tekanan kelembagaan eksternal baik dari legislatif maupun partisipasi publik.

Abstract

Integrity in public institutions is an important thing that needs attention in achieving bureaucratic reform. Indonesia has established a policy of developing integrity zones (ZI) in government agencies to improve the implementation of excellent public services, free of corruption, collusion, and nepotism. This study aims to evaluate the implementation of ZI development in Indonesian Central Government Agencies. The evaluation is carried out to see changes and the impact of policy implementation comprehensively. This study used qualitative methods through in-dept interviews and study documents. The study results concluded that the implementation of ZI Development policies in Indonesian Central Government Agencies had been quite good to regard ZI development as a series of implementations of Indonesian bureaucratic reform. New values have been formed in work units with ZI predicate WBK/WBBM. The Public Service Index for Central Government Agencies increases yearly, above the national index value. However, several obstacles are encountered, including awareness and understanding of the meaning/essence still needs to be optimized, and the number of PANRB Ministry human resources as supervisors and evaluators considering a large number of work units of the Indonesian government agencies.

Abstract

Wages are a sensitive issue in industrial relations. In addition, the wage system is an important instrument in order to create a "healthy" wage system for the business world. So that the implementation of the distribution of wage incentives is of course dependent on the policies and capabilities of the company. Indonesia has just reformed the law regarding wages through the Job Creation Law in 2020. However, the substance of the Job Creation Law, especially in the employment cluster in the wage article, almost all results in losses to workers/workers. The purpose of this study is to analyze the content of the policies contained in the Job Creation Law to be able to assess the developments that have occurred in the implementation of the policy and see its effectiveness in the wage system in Indonesia and compare it with wages in Australia. This study uses a qualitative approach, using a literature review. The results of this study indicate that there is injustice which is the problem point in the wage provisions in the Job Creation Law. Comparison of wages in the Labor Law (in PP 78 of 2015) and the Ciptaker Law (in PP 36 of 2021) is found in several indicators, namely the Basis of Wage, Wage Calculation, Minimum Wage, Bonus, Wage Structure, and Severance. For a comparison between Australia and Indonesia, among others, Australia does not determine Regional MW but only determines National MW and Award MW. Meanwhile, Indonesia sets Regional MW that differ between regions by adjusting several factors, such as the level of economic density, speed of economic rotation, and technology adoption

Abstract

Berdasarkan data SDKI tahun 2017 Unmet Need di Provinsi DKI Jakarta sebesar 15,7%, angka tersebut masih di atas rata-rata nasional sebesar 10,6%. Hal ini menunjukkan bahwa masih terdapat masalah pengendalian penduduk di Provinsi DKI Jakarta. Keluarga Berencana atau kebijakan KB dalam meningkatkan akses pelayanan KB, salah satunya melalui pelayanan KB gratis. Pelaksanaan mobilisasi layanan KB gratis sebagai upaya strategis Dinas PPAPP Provinsi DKI Jakarta dalam meningkatkan partisipasi Pasangan Usia Subur dalam KB sehingga diharapkan dapat menurunkan angka fertilitas total (TFR). Penelitian ini menggunakan metode deskriptif kualitatif yang bertujuan untuk mendeskripsikan bagaimana implementasi kebijakan pengendalian kependudukan di Provinsi DKI Jakarta yang diatur dalam Peraturan Gubernur DKI Jakarta Nomor 43 Tahun 2017 tentang Penyelenggaraan Pelayanan Keluarga Berencana (KB) dan untuk mengetahui hambatan-hambatan dalam pelaksanaannya. pelaksanaan kebijakan tersebut. Wawancara mendalam dilakukan kepada pejabat Kantor PPAPP selaku pengelola dan pelaksana kebijakan KB. Hasil penelitian menunjukkan bahwa komunikasi dari level manajemen dilakukan secara berkala melalui rapat koordinasi. Adanya dukungan regulasi untuk pelaksanaan program. Komitmen pengelola dan pelaksana dalam upaya pencapaian target peningkatan pengendalian penduduk. Kendala pada pelaksanaan program pengendalian kependudukan dapat mempengaruhi pelaksanaan menjadi kurang optimal.
