Abstract

ABSTRAKPermasalahan batas daerah merupakan masalah yang sangat kompleks dan akan selalu menimbulkan konflik apabila tidak ditangani secara baik. Permasalahan batas daerah ini erat kaitannya dengan potensi Sumber Daya Alam maupun Sumber Daya Manusia, jumlah penduduk yang semakin bertambah sementara luas tanah atau daerah tidak akan bertambah.Dalam penelitian ini telah dilakukan pengkajian penentuan titik-titik koordinat Pilar Batas Antara / PBA wilayah Kabupaten Sukoharjo dan Kabupaten Karanganyar yang mengkomparasi dari titik referensi orde-2 ke titik referensi orde-1 menggunakan GPS Geodetic Spectra Precision EPOCH-10 sebagai alat pengukuran, dengan menggunakan metode pengukuran Single-Frecuency (L1).Secara umum, batas dapat diartikan sebagai pemisah antara dua bidang, dua ruang, dua daerah, dan sebagainya. Batas-batas tersebut harus bisa divisualisasikan secara nyata sehingga perlu diberi tanda, yaitu tanda batas. Sesuai Peraturan Menteri Dalam Negeri Nomor 76 Tahun 2012 (yang sebelumnya Permendagri no.1 tahun 2006) tentang Pedoman Penegasan Batas Daerah bahwa dalam rangka penentuan batas daerah secara pasti di lapangan sesuai dengan undang-undang tentang pembentukan daerah, perlu dilakukan penegasan batas daerah secara sistematis dan terkoordinasi. Sehingga terjadi perubahan koordinat Pilar Batas Antara (PBA) wilayah Kabupaten Sukoharjo dan Kabupaten Karanganyar. Dari hasil perbandingan pengukuran dengan ikatan orde-2 dan pengukuran dengan ikatan orde-1 terdapat perbedaan antara perbandingan kedua pengukuran tersebut.Kata Kunci : Batas Daerah, Single-Frecuency, Permendagri ABSTRACTProblems of the region is a very complex problem and will always cause conflict if not handled properly. Problems of the region is closely related with the potential of natural resources and human resources, a population that is growing while the land area or areas will not be incremented.In this research has been carried out studies on the determination of the coordinates of the points cornerstones of  border betweenthe Sukoharjo Regency and from the Karanganyar Regency reference point a-2 to order-1 reference point using GPS Points Spectra Precision EPOCH-10 as a tool of measurement, measurement method using Single-Frecuency (L1).Generally, the limit can be defined as separation between the two fields, the two spaces, the two regions, and so on. Those limits have to be visualized in real so it needs to be given a sign, that sign limits. According to regulation of the Minister of Internal Affairs Number 76 in 2012 (formerly Permendagri No. 1 of 2006) about the guideline Assertion that Area in order to Limit the determination of limits for certain areas in the field in accordance with the law on the formation of regions, regional limit affirmation needs to be done in a systematic and coordinated.So that happens changes the coordinates of the boundary between Pillars (PBA) is locality Sukoharjo Regency and Karanganyar Regency. From the results of the comparison measurements with a bond order 2 and measurements with bond order 1-there is a difference between the comparison of both such measurement.Key Words :  Boundary Areas, Single-Frecuency, Permendagri

Abstract

The land acquisition process has been viewed as the most challenging phase in developing road infrastructures in Indonesia. Since the northern coast serves as a vital road corridor to support efficient population mobility and goods transport, the government set to improve the connectivity infrastructure by constructing a toll road project in Semarang – Demak Sea embankment (TTLSD). However, the development of toll road infrastructure for public purposes is often complex because it needs the acquisition of a massive quantity of land. In contrast, land supply is minimal, especially in degraded coastal zones. The study aims to investigate the land acquisition process in the inundated land, which impacts economic and social aspects. The research uses a mixed-methods approach, incorporating quantitative and qualitative research methods and spatial-based analysis techniques that utilize geographical information systems and remote sensing. This analysis shows that the majority of land parcels (92%) in the TTLSD construction project site were inundated lands. This phenomenon resulted in a slow land acquisition process because there were no technical laws and regulations to determine the status of flooded land. There was no mechanism for the transfer of rights to land in Indonesia. Moreover, the land acquisition was hampered by inappropriate compensation, which could not meet the community's expectations, and there were no clear land boundaries due to the flood.
