Abstract

Small and Medium Enterprise (Usaha Kecil dan Menengah; UKM) is the backbone of the economy of society, as this sector has accommodated more jobs compared to a large industrial sector. However, the effort of local government in empowering UKM is still not optimal. This issue has become one of the problems for developing the capacity of UKM, particularly the agricultural sector, in Rancabungur District, Bogor Regency. This research aims to describe in-depth the capacity building of this UKM based on the concept developed by UNDP by using a qualitative method with a descriptive approach. Here we highlighted three point of the capacity development: the workforce or human resource (HR), the capital (physical dimension), and the technology. The results show that there are some problems in the capacity building of the UKM’s agricultural sector, notably for its workforce capacity development and the difficulty to access the capital weather for financing or supporting the facilities and infrastructures of the UKM. Moreover, we found that the UKM has a lack of ability for its technology development, notably for its ability to access the information technology and the availability of communication network. Abstract

Villages as one of the sub-systems of the government in Indonesia that carry out governance functions is at the forefront in providing services to the community. Especially, it is very essential in the midst of the current demands for easy, cheap, and fast services. One alternative solution to these demands is the use of information technology in the field of government (e-government), such as a website-based online service media. However, in reality, the villages that are used for this research location generally still provide services to the community in a conventional manner. Even when the websites are available, they do not meet the standards in e-government development. The method used in this research is qualitative with a descriptive approach, and with data collection techniques through interviews and observation. The study concludes that Cibeusi Village, Hegarmanah Village, Cileles Village, and Cilayung Village are still not optimal in utilizing website media as an alternative for online public services. Moreover, the necessary features related to online public services, namely information, interactions, and transactions are still not yet available. Keywords: Villages, Online Public Services

Abstract

The use of technology of information in the government sector well known as TIP (Technology of Government Information) it was not a new concerning formally, Indonesia just had the regulation on the 2003, refer to ordinance the 2003 number 3 that consist on development of electronic government. The regulation has 6 (six) strategies and phases of TIP development comprehensively. However, Tasikmalaya City Government still faces many problems in it’s implementation. Related with this research, it capable of proof that there are several obstacles in the implementation of TIP in Tasikmalaya City Government, such as either regional regulation or Mayor Regulation Governing Regulated the implementation of TIP in a comprehensive manner TIP application have been built are still partial in each Organization of Local Government (OPD), and have not been integrated in an interoperability system. The lack of human resources who have competence in this sector, and it’s implementation does not involve to another such as the people and private parties. Based on the conditions above it will impact on the weakness of government implementation, especially on public service as a good governance indicator should be have. Abstract

The focus of this research is the development of information technology in supporting government communication in the city of Depok, West Java Province, more specifically regarding the website of the Government of Depok City, West Java Province. There have been several researches on the websites of regional governments, including; 1. Evaluation of E-Government Implementation on Local Government Websites in Indonesia: Content and Management Perspective by Edwin Arief Sosiawan Fisip UPN Yogyakarta in 2008, 2. Quality Evaluation of Local Government Websites Using the Webqual Method (Case Study in Ogan Ilir District) by Candra Irawan UGM Faculty of Engineering Thesis in 2011, 3. Website Representation of Lampung Provincial Government as a Communication and Public Service Media in the Framework of E-Government By Arlyandi Satya Djauhari Fisip Unila in 2016, and 4. Website usability level on the Banten Province Public Relations Bureau website by M. Ervin Kurniawan Fisip Untirta Banten in 2016, which distinguishes this research when compared to the above research are: 1. This research focuses on the development of information technology in this case the website for public services at the City level, Depok City, 2. This research uses the Alvaro Rocha study (2014) published in the Emerlad Journal which is Scopus indexed, the Rocha (2014) study entitled "Framework for a global quality evaluation of a website". The method in this research is qualitative, in qualitative research with an inductive approach it is easier for researchers to take pictures and describe the facts in the field, then the findings in the field are dissected with various theories that have been prepared. The results of this research are; The Depok City Government has used the website to communicate and provide services to the public, but the website needs some improvements, among others; 1. The renewal of information on the website needs to be improved, 2. Community complaints need to be answered immediately, 3. Depok City Communication and Information Agency needs to be given more authority to gather information spread across several agency 4. Website maintenance needs to be considered because there are several pages that cannot be opened. Keywords: Public Service, Communication, Website, Information Technology.
