Abstract

Activities to improve road infrastructure in Jayapura Papua are growing. There are many risks faced by construction service companies in its implementation. One of them is the implementation of work to improve the road infrastructure for the Abepura-Yetti section. This study aims to identify the possible risks that occur in improving the road infrastructure for the Abepura-Yetti section and analyze the handling of the dominant risks in improving the AbepuraYetti road section. Data retrieval is carried out to contractors who are carrying out work. It is estimated that the risks that occur may hamper the completion of the road infrastructure improvement work for the Abepura-Yetti section. The indicator with the highest level of risk that affects cost performance and time performance on road infrastructure improvement for the Abepura-Yetti section is a late project related to land followed by unexpected land / location conditions and unexpected project location conditions.

Abstract

There needs to be a thorough understanding of what are the preferences of residential consumers, where there is a choice of likes or dislikes, feelings of pleasure, satisfaction, and comfort towards something that is the choice of housing consumers so that satisfaction and comfort can be fully fulfilled, not forced to be satisfied because they make the best choice. from the worst. The objectives to be achieved in this study are to analyze the completeness of infrastructure, facilities, and public utilities, analyze the availability of infrastructure, facilities, and public utilities based on the preferences of residents as consumers, analyze the basic factors for assessing the availability of infrastructure, facilities, and public utilities based on residents' expectations. To achieve the objectives in this study, it was carried out using a quantitative research approach with factor analysis. From the analysis of the data obtained for the availability of Infrastructure, Facilities and Utilities, not all requirements can be met such as Road Infrastructure, Drainage and Availability of Trash Cans. There is a prayer room in Marwah Indah Housing and green open space in the form of fishing ponds, parks, entertainment facilities for other children's games are located at Joko Indah Housing. For utilities, the electricity network and telephone network are available in all three housing estates. Elements of infrastructure, facilities and utilities as well as Elements of Ease of Accomplishing Activities generally gave an agreeable answer that these elements became consumers' preferences in choosing and determining housing, but the element of availability of supporting facilities respondents gave neutral/undecided/less answers. Characteristics of Housing Development based on the answers given by respondents summarized 9 main factors that became the basis for assessment as housing consumers

Abstract

The regional development in Papua is in line with the development of road infrastructure. The Bonggo-Betaf-Sarmi National Road section is a part of the trans-Papua road that crosses several areas, namely Bonggo, Betaf and Sarmi. This road section is the only land route for the economy and government from the capital city of Papua Province, Jayapura City to Sarmi Regency. The area along the road began to develop marked by the construction of buildings on the left and right sides of the road that were designated for settlements, economic activities and stalls. To anticipate the city development and road widening, it is necessary to make an effort to organize and control the buildings that are starting to grow in the Road Owned Space area. This study aims to identify and analyze the existing conditions of the Road Owned Space and develop strategies to anticipate the use of the Road Owned Space by the community. The research location is along Bonggo-Betaf-Sarmi, which is 117.32 km. Data analysis was carried out with qualitative methods. The results indicate that there has been an invasion of the Road Owned Space at several points by the community. To anticipate and stop the encroachment of the the Road Owned Space area, a strategy can be adopted which includes the dissemination of related regulations, socio-cultural approaches and law enforcement.

Abstract

Drought is a natural event and attacks slowly, such as the drought that occurred in Lake Ayamaru which has had a very wide adverse impact on people in Maybrat Regency, because the function of the lake has been lost in recent years. Considering that drought is a recurring event, it is necessary to know the causes of drought and control strategies, so that the aim of this study is to conduct an analysis to determine the factors causing drought in Ayamaru Lake and the efforts made to control drought, so that it can be used as a reference to minimize the drought that occurs. The research method used is descriptive qualitative and quantitative research. The data sources used are primary and secondary data. Data collection techniques using questionnaires, in-depth interviews (indepth interview), documentation and direct observation. The data used, namely, the data that was filtered through the results of the questionnaire, was processed and analyzed by the qualitative-quantitative descriptive method using the cross tabulation approach (crosstabulation). The data collected is categorized using a Likert scale. This shows that the cause of the dryness of Lake Ayamaru is due to Rock properties factors, Rainfall factor, Topographic factors, Land use factors; and control strategies implemented to overcome drought, namely; The vegetative method is carried out with reforestation and agroforestry. The mechanical method is by constructing a sediment control building (check dam) and making a triangular terrace on the slope area.

Abstract

This study aims to identify the leading economy in Tiom District, Lanny Jaya Regency, choosing a priority strategy to develop the superior product center. This research was conducted with descriptive qualitative research methods, and determined the priority of leading economic development strategies with the SWOT analysis method. Qualitative methods are used to identify internal and external factors that influence the development of leading IKM centers. The results of the study indicate that there are a number of problems that have made the Tiom district unable to develop into a regional superior economic area, such as the absence of regulations regarding the spatial use system for regional superior economic development, then the quality of local population human resources is still minimal to be able to become a driving force in regional economic development. Therefore, the strategy that needs to be developed is to arrange strategic locations so that the development of the agricultural, trade, business and service sectors. Then maximize support from the government and the private sector in terms of developing the people's economy as well as for regional development. Then there needs to be special attention for local human resources to get technical guidance, training, socialization, and assistance to become the front line in driving the regional economy.

Abstract

Regional planning must be planned in a comprehensive, sustainable, based on environmental and local cultural aspects, in order to accommodate all aspects of life. Population growth should be followed by an increase in housing infrastructure, transportation, education, health and other social infrastructure. Land transportation is the most important aspect to support economic activities and community social activities. Terminal is part of land transportation which is the node of various land transportation facilities (modes). Waena Terminal has been equipped with terminal facilities and complementary buildings, but it has not been fully functional, it even looks shabby and not well maintained. This study aims to analyze the condition of infrastructure, utilization and maintenance of Waena Terminal. This research was conducted in Jayapura City, precisely at the Waena Public Transport Terminal which is administratively the government area of the Jayapura Municipality. Observations were made covering the completeness of infrastructure, terminal activities, infrastructure conditions and terminal environmental conditions. Data analysis was carried out qualitatively. The results of the study indicate that the completeness of the physical infrastructure at the Waena Terminal is very complete when viewed against the standards set by the government. However, in terms of soft infrastructure, the Waena terminal has not been fulfilled, namely there is no terminal management by related parties. The utilization and maintenance of Waena Terminal has not been going well because it seems that there is no terminal management.

Abstract

Intan Jaya Regency is a new autonomous region resulting from the division of Paniai Regency in 2008 with an area of 8,000 km2. The issue of regional development and its infrastructure really needs to be taken seriously. The potential for regional development includes tourism areas, forest cultivation areas, agricultural cultivation areas and plantations. This study aims to identify, analyze the condition of the regional potential and the strategy for the preparation of the Regional Spatial Plan of Intan Jaya Regency. The study used primary and secondary data which were analyzed qualitatively method. The results shown that the condition of the regional potential and the available data were very adequate. The strategy to compiling the Regional Spatial Plan of Intan Jaya Regency includes legal strategies, development of tourism areas, development of agricultural and plantation cultivation areas, handling of disaster-prone areas, public services and aspects of regional competitiveness.

Abstract

The Yetty-Ubrub-Yambra-Towe Hitam section is one of the important sections in the Papua region because it is the main route to Jayapura which is the capital of Papua Province and this section is included in the national road section. Beside the developing of road pavements, this segment also needs to be supported by the construction and maintenance of bridges. At some points, adequate bridges have been installed. However, at some points it is not sufficient, even the bridge has been badly damaged and the width is only sufficient for one vehicle. This study aims to analyze the bridge management system that has been carried out and then develop a better bridge management strategy for this section. The research location covers the length of the segment and the analytical method used is qualitative analysis. The results indicate that so far the bridge management has not been implemented properly in this section. Therefore, it is necessary to improve the bridge management system that has been carried out. Some things that need to be improved are strategies including implementation time, inspection process, audit staff, reporting, recording of each bridge and filing of reports.

Abstract

The basic infrastructure needs to be built in Papua is transportation, settlement and socio-economic infrastructure. Road infrastructure will open the isolation of a region so that it can interact and transact with other regions to meet each other's needs. Road construction certainly has positive and negative impacts on an area. The government, through the National Road Department, builds various road sections that connect regions in Papua. One of them is the Wamena-Mulia-Sinak section, which connects the Wamena, Sinak and Mulia areas. These three regions are still lagging behind other regions in Papua. This section of the road is built through mountains and ravines, so the route is quite extreme. This study aims to analyze the impacts that arise and regional developments in the area traversed by this section. The location of the research was carried out along the road and data analysis was carried out by qualitative methods. The results shown that the construction of roads brings positive benefits in the form of smoother and lower prices of basic commodities, shorter travel times, transportation reach the remote areas, ease transportation of building materials and opening the isolation between regions. The negative impact is related to the destruction of conservation areas and the declining quality of the environment. The areas traversed by this road segment is developing that marked by the growth of new settlements, the economy is moving forward and the increase in community social services

Abstract

After the Youtefa Bridge was built and operated, the travel time to Muara Tami District, especially Koya Barat Village, was faster and impact to the increasing of population growth. This population growth has encouraged an increase in land transportation, but has not been matched by an increase in public street lighting infrastructure. The length of the road in the Koya Barat Village reaches 47.67 Km, the average width is 2.5 - 6 meters, with the function of the road as a collector road. The length of the road that has been served by public street lighting is 1.6 Km or only 3.36% of the length of the segment in Koya Barat Village. The purpose of this study was to determine the priority of improving public street lighting services. Data collection is done by observation, documentation and through scientific publications. Data analysis was carried out quantitatively. The results showed that the order of priority for improving public street lighting services in the Koya Barat Village was Koya Barat Street, Lingkar Tengah Timur Kotim Street, Paniai Street,  Lingkar Barat Kotim Street, Jalur II Street, Jalur I Street, Penghubung Koya Barat Street, Yapen Street, Manokwari Street, Jayapura Street, Timika Street, Jayawijaya Street, Wamena Street, Swakarsa Street, Nabire II Street, Merauke Street, Nabire Street, Sorong Street, Skouw Sae Street, Biak Street, Baring-Baring Street, Muara Tami Street, Fak-fak Street, Gambut Street, Demba Street, Lele Street, Penghubung III Street, Bridge II Street, Nabire I Street, Penghubung II Street, TPU Koya Barat Street, Muara Tami Street, Balai Benih Ikan Street and Kompleks Tentara Street..
