Abstract

The Indian Ocean is the third largest of the world’s oceanic divisions. As a critical sea trade route marked with the presence of strategic chokepoints such as the Strait of Hormuz, Strait of Malacca, and the Mandeb Strait, Its ever strategic position has eventually led to a potential turbulent security environment, as states fall deeper into a sense of vulnerability because of the fragile security of the region. Connecting the continents of Asia, Africa, and the Middle East, and consisting of tens of littoral states, contemporarily the Indian Ocean has been home to coercively interpreted policies which among them include China’s “String of Pearls,’ and the numerous naval exercises conducted such as the MALABAR and AUSINDEX, acting as an offensive military posturing to many. As the Indian Ocean slowly evolves being a centre stage of geopolitical supremacy contestation, the paper argues for the urgent need for the Indian Ocean Rim Association (IORA) to adopt measures in advance of the tempestuous security environment. Being the Chairman of IORA for 2015-2017, Jokowi’s ‘Global Maritime Axis’ will be tested by how he plans to respond towards the growing volatile security situation. It further argues of possible engagements Jokowi can take in order to solidify the very concept of ‘Global Maritime Axis’ that he conceived, by arguing the need for him to establish foundations of cooperation that would bind IORA member states as well as great powers which are critical towards the Indian Ocean’s sea-lanes of communication, and the need to take the step of replacing the highest authority of the IORA, to a Heads of State Summit, in order to clout more of a significant political influence in the region.Keywords: Indonesia, Indian Ocean, Regionalism, Institutionalism, Foreign Policy

Abstract

This study aims to determine Conservation International's strategy for Aquatic Conservation in Tulamben, Bali and the impact resulting from Conservation International on Aquatic Conservation in Tulamben, Bali. The research method used in the preparation of this thesis is descriptive method, with data collection techniques in the form of reviewing books, journals, articles, official internet sites, as well as reports or documents related to this research. The results of this study found two things. First, Conservation International's strategy for Marine Conservation in Tulamben, Bali, which is to play a role in managing policies and regulations with the Tulamben Village government and participating with the community in the context of integrating the Marine Protected Area (KKP) program. Second, the impact of Conservation International on Marine Conservation in Tulamben, Bali is divided into three dimensions, namely social, environmental and economic. The social impact is the active role of the community in the Conservation International program. Environmentally, there is growth of fish varieties in the conservation area of ​​Tulamben Village. And the economic impact is the increase in hotel accommodation in Tulamben and local workers. Penelitian ini bertujuan untuk mengetahui strategi Conservation International terhadap Konservasi Perairan di Tulamben, Bali dan dampak yang dihasilkan dari Conservation International terhadap Konservasi Perairan di Tulamben, Bali. Metode penelitian yang digunakan dalam penyusunan skripsi ini adalah metode deskriptif, dengan teknik pengumpulan data berupa telaah buku, jurnal, artikel, situs internet resmi, serta laporan atau dokumen yang berkaitan dengan penelitian ini. Hasil penelitian ini menemukan dua hal. Pertama, strategi Conservation International terhadap Konservasi Perairan di Tulamben, Bali yaitu berperan dalam pengelolaan kebijakan dan regulasi bersama pemerintah Desa Tulamben serta partisipasi bersama masyarakat dalam konteks integrasi program Kawasan Konservasi Perairan (KKP). Kedua, dampak Conservation International terhadap Konservasi Perairan di Tulamben,Bali terbagi atas tiga dimensi, yaitu sosial, lingkungan, dan ekonomi. Adapun dampaknya secara sosial yaitu peran aktif masyarakat dalam program Conservation International. Secara lingkungan, adanya pertumbuhan varietas ikan di areal kawasan konservasi Desa Tulamben. Dan dampaknya secara ekonomi yaitu meningkatnya akomodasi perhotelan di Tulamben serta tenaga kerja lokal.

Abstract

Although the substantively foreign policy is the authority of the central government, local governments must also deal with its implementation. Regional governments must anticipate opportunities to increase cooperation with parties abroad after the Government of Indonesia agrees on economic integration through the ASEAN Economic Community and other multilateral cooperation. In order to maximize these opportunities, the Takalar District Government must prepare government staff who will substantively and technically deal with the process. Responding to these problems, Hasanuddin University together with the Protocol and Communication Section of the Takalar Regency Government Leaders carried out a community service program. This activity aims to provide knowledge and technical skills to respond, analyze and assess cooperation between local governments and institutions abroad. The method used is technical guidance for the staff of the Takalar Regency Government. This activity is carried out in 4 stages, namely elaboration of priority issues with partners, training, mentoring and evaluation. This activity was attended by 15 staff from 5 work units. These work units include the Regional Secretariat, the Protocol and Communications Section of the Leaders, the Investment Office, the Regional Research and Development Agency, and the Cooperatives, MSMEs and Trade Office. The materials presented related to Globalization and Regional Autonomy, Diplomacy Transformation in the Digital Era and Procedures for Implementing Cooperation with foreign parties by Regional Governments were understood by 73.3 per cent of the participants.

Abstract

Human rights oppressions continue to take place against the Rohingya people in Myanmar. Despite the presence of crimes against humanity, genocide, and mass murders, the United Nations Security Council continues to display divergence in how to respond to the crisis appropriately. This article aims to illustrate the legal basis, structure, and extent of state authority in utilizing force in response to gross human rights violations against the Rohingya people by employing Criddle's 2015 fiduciary theory of humanitarian intervention. This article concludes the following steps to be undertaken; 1) collectively determine that the Rohingya people have been prosecuted in the form of genocide, crimes against humanity, and mass murder, to transfer the responsibility to protect towards the global community, 2) interventions need to honor the domestic preferences of the Myanmar people and government, to sustain an acceptable humanitarian intervention, and 3) construct clear parameters that would induce the imposition of humanitarian intervention.
