Abstract

ABSTRAK Di wilayah perbatasan Republik Indonesia-Republik Filipina yang menjadi bagian wilayah Kabupaten Kepulauan Sangihe masih banyak pelintas batas illegal tanpa melalui Pos Lintas Batas Marore sehingga rawan dimanfaatkan untuk praktek penyelundupan, terorisme, penjualan senjata, narkotika, dan perdagangan manusia. Permasalahan lainnya yang masih terjadi adalah pencurian ikan oleh nelayan Filipina. Untuk mengatasinya dibutuhkan koordinasi yang efektif antara Pemerintah Kabupaten Kepulauan Sangihe dengan Instansi-Instansi Vertikal dalam rangka meningkatkan stabilitas keamanan. Penelitian ini bertujuan untuk menganalisis bagaimana koordinasi pemerintah daerah Kabupaten Kepulauan Sangihe dan instansi vertikal dalam meningkatkan stabilitas keamanan di wilayah perbatasan. Penelitian ini menggunakan metode kualitatif dengan pengumpulan data melalui wawancara, observasi dan dokumentasi. Ditinjau dari 9 syarat koordinasi yang efektif yaitu: hubungan langsung; kesempatan awal; kontinuitas;  dinamisme; tujuan yang jelas; organisasi yang sederhana; perumusan wewenang dan tanggung jawab yang jelas; komunikasi yang efektif; dan kepemimpinan dan supervisi yang efektif.  . Hasil penelitian menunjukan koordinasi antara Pemerintah Kabupaten Kepulauan Sangihe dan Instansi Vertikal dalam upaya meningkatkan stabilitas keamanan di wilayah perbatasan, belum memenuhi semua syarat sebagai koordinasi yang efektif. Kata Kunci: Koordinasi, Stabilitas Keamanan, Wilayah Perbatasan   ABSTRACT In the border area of ​​the Republic of Indonesia-the Republic of the Philippines, which is part of the Sangihe Islands Regency, there are still many illegal border crossers without going through the Marore Border Post so that they are prone to be exploited for the practice of smuggling, terrorism, arms sales, narcotics and human trafficking. Another problem that still occurs is illegal fishing by Filipino fishermen. To overcome this, it requires effective coordination between the Sangihe Islands Regency Government and vertical agencies in order to improve security stability. This study aims to analyze how the coordination of the local government of Sangihe Islands Regency and vertical agencies in improving security stability in border areas. This research uses qualitative methods with data collection through interviews, observation and documentation. Judging from the 9 requirements for effective coordination, namely: direct relationship; chance early; continuity; dynamism; clear objectives; simple organization; clear formulation of authorities and responsibilities; effective communication; and effective leadership and supervision. . The results showed that the coordination between the Sangihe Islands Regency Government and Vertical Agencies in an effort to improve security stability in the border area, has not fulfilled all the requirements for effective coordination. Abstract

This research is qualitative research with a case study approach to explain the public service innovation "The Tuna Super (Immigration Tahuna Supervising Undocumented Person)" carried out by the Immigration Office Class II TPI Tahuna in carrying out immigration responsibilities in the Indonesia-Philippines border area, especially in the Sangihe Islands Regency. Si Tuna Super application can run on Apple and Android devices and is built using the Glide platform. The appearance of this application is made user-friendly. This application provides information on district areas as well as the number distribution of undocumented persons. Also, it makes it easier to coordinate or exchange application user information in collecting data. Immigration Office Class II TPI Tahuna entered into a cooperation agreement not only with the Local Government of Sangihe Regency, but also with the Regional Government of Talaud Regency, and the Government of Bitung City. This Cooperation Agreement aims to strengthen coordination and synergy. This is carried out by carrying out undocumented person data entry by local government officials, especially in every sub-district and village in Sangihe Islands Regency, Talaud Islands Regency, and Bitung City. In Sangihe Regency, the regional government and the Immigration Office have carried out stages of outreach and training to sub-district or villages even Neighborhood Associations or Citizens Association, considering that they are the frontlines who interact directly with foreign communities in their area.
