Teknologi pendeteksian wajah makin banyak diaplikasikan dalam system pengenalan biometrik, pencarian dan pengindeksan database citra. Citra Digital merupakan salah satu komponen multimedia yang sangat berperan penting sebagai informasi visual. Citra yang di bahas dalam hal ini adalah citra wajah. Wajah memiliki bentuk latar belakang yang sangat bervariasi, oleh sebab itu penulis mengembangkan sistem yang akan mendeteksi citra wajah yang berbeda. Komponen-komponen pada wajah yang bisa ada atau tidak ada seperti jenggot, kumis, dan memakai atau tidak memakai kacamata. Terhalang objek lain misalnya pada citra berisi sekelompok orang. Penerapan metode template matching adalah sebuah teknik dalam pengolahan citra digital untuk menemukan bagian-bagian kecil dari gambar yang cocok dengan template gambar. Aplikasi akan menguji citra yang dimasukkan apakah dapat dideteksi atau tidak. Hasil penelitian menunjukkan bahwa citra wajah yang di input dapat terdekesi dengan benar. Departemen merupakan suatu bagian yang memiliki tugas spesifik dari suatu organisasi yang lebih besar. Dalam penelitian ini metode yang digunakan adalah Technique For Order Preference By Similarity To Ideal Solution (TOPSIS). Metode ini merupakan salah satu metode yang banyak digunakan untuk menyelesaikan pengambilan keputusan secara praktis yang memiliki konsep dimana alternatif yang terpilih merupakan alternatif terbaik yang memiliki jarak terpendek dari solusi ideal positif dan jarak terjauh dari solusi ideal negatif. Perhitungan TOPSIS ini memakai bahasa pemrograman Visual Basic 6.0 dimana data akan diolah dengan program yang mengandung perhitungan TOPSIS. Adapun dari hasil pengujian penelitian ini diketahui bahwa metode TOPSIS dapat digunakan dalam pemilihan calon kepala departemen pada kantor balai wilayah sungai sumatera II medan dan metode TOPSIS dapat diimplementasikan kedalam program visual basic 6.0 dan Microsoft Access 2007 sebagai sistem antarmuka database.

Exam questions made by lecturers in general in an educational institution around 99% are made from Microsoft Word applications. This happens because of the ability or skill of the question maker and the facilities of the institution. The exam questions that have been made seem like a consumable model, even though the material from these questions still has a relationship with the subject. With this condition the existing questions are not necessary and do not have to be destroyed, it should be stored and made into a question bank. So on the next examination the test questions stored in the bank questions to be randomized again to make new questions as many as the number of questions needed so that the exam questions are presented far from static and color and each test for each participant will never be the same as previous questions. and also the implementation of semi-computerized exams do not need to require a computer laboratory. This application is equipped with a randomization method, namely Linear Congruent Method (LCM), so that the questions that appear will never be the same each time printing a question in the form of executable (EXE), making it easier for study programs to make exam questions in multiple choices and in accordance with existing material in the syllabus and GBPP that apply from several lecturers who teach the same subject.

Notes are minutes of the results of a writing by the process of recording or writing ideas, lists, minutes or notations of a learning activity, research, meeting or other activities that are too many to remember with memory. The problem of note that happened to STMIK Pelita Nusantara students was the lack of enthusiasm to record the results of lectures, thus influencing the entire understanding of students towards the subject. The thing that affects the lack of enthusiasm of students to record the results of lectures is the lazy habit of carrying books and stationery. Then many lecturers do not instruct students to record the results of the subjects taught. However, even though students are lazy to carry stationery, students always carry a laptop or computer while the lecture is taking place and record the results of lectures on the laptop. The output of this study is a record information system in the form of a website that can influence the spirit of student records, because each lecturer can see and assess the results of student records.

The number of graduates of computer science colleges who work not in accordance with their competencies, can be caused by choosing the wrong place to work, but it is undeniable that many graduates do not work according to their competence because of difficulties in finding a work place due to not having a lot of references to the appropriate workplace with competence. The purpose of the research is in addition to continuing previous research, is to make it easier for students to find out the competencies they have while suggesting workplaces that are in accordance with the competencies of the graduates. Competence is the ability or skill possessed through a learning process that is correct in accordance with interests and talents and functions in deciding and doing something in a particular field in the right way. Someone who has competency will be competent in a field, so that the knowledge, skills, talents and interests that are in accordance with the activities / work carried out. Students who have competence will tend to be easier to find and determine the type of work that is available. Because the competencies possessed are in accordance with the type of world needs of employment, in addition, when students have competencies it is also easy to find and join groups that are in accordance with their competencies, thus helping in the learning process and job info.Keywords : Artificial Neural Networks (ANN), Competence, Students, EmploymentKompetensi adalah kemampuan atau kecakapan yang dimiliki melalui proses belajar yang benar sesuai dengan minat dan bakat dan berfungsi dalam memutuskan dan melakukan sesuatu dalam bidang tertentu dengan cara yang benar. Seseorang yang memiliki kompetensi akan kompeten dalam suatu bidang, sehingga pengetahuan, keterampilan, bakat dan minat yang ada sesuai dengan kegiatan/pekerjaan yang dilakukan. Mahasiswa yang memiliki kompetensi akan cenderung lebih mudah untuk mencari dan menentukan jenis pekerjaan yang ada.
