Abstract

The implementation of the Zakat Reduction Policy for State Civil Servants (ASN) based on the Regulation of the Mayor of Lhokseumawe Number 33 of 2017 concerning the Zakat Management Mechanism "by taking the research location at the Baitul Mal Office of Lhokseumawe City. The purpose of this study is to describe and analyze the implementation of the Zakat Reduction Policy for State Civil Servants (ASN) based on the Regulation of the Mayor of Lhokseumawe Number 33 of 2017 concerning the Mechanism of Zakat Management.

Abstract

Hakikat keberadaan organisasi adalah mewujudkan tujuan yang ingin dicapai dengan bekerja sama. Organisasi hidup sebagai sistem selalu mengalami perkembangan dalam dinamika kehidupan yang selalu berubah. Bila organisasi stagnan ia akan ditinggalkan oleh pelanggan. Berbagai upaya dilakukan agar organisasi tetap hidup dan mengakomodir berbagai kepentingan. Salah satu upaya yang dilakukan adalah memperbaiki kinerja organisasi dengan melakukan Pembinaan Organisasi (PO) dengan menerapkan diagnosa, dengan harapan agar Tujuan, Struktur, Tata hubungan, Sistem Penghargaan, Mekanisme Tata Kerja dan Kepemimpinan dalam organisasi terbangun bersinergi secara utuh untuk mewu judkan tujuan, tuntutan dan harapan. Bila didapati hal hal yang tidak sinergi sege ra dilakukan intervensi untuk melakukan change sehingga organisasi tetap eksis.

Abstract

Sertipikat tanah merupakan hal yang terpenting yang harus dimiliki masyarakat dalam mendapat kekuatan dan kepastian hukum atas tanah yang dikuasainya, serta mamfaat yang dapat diperoleh dari arti pentingnya sertipikat tanah dalam meningkatkan kesejahteraan masyarakat. Metode penelitian yang penulis gunakan adalah metode kualitatif dengan maksud memperoleh gambaran yang komprehensif dan mendalam mengenai implementasi program sertipikasi tanah usaha kecil menengah (UKM), lokasi penelitian dilaksanakan di Kantor Kementrian Agararia dan Tata Ruang/BPN Kabupaten Aceh Utara. Teknik pengumpulan data yang penulis gunakan adalah wawancara, observasi, dan dokumentasi. Teknik analisis data adalah teknik kualitatif dengan model interaktif. Hasil penelitian menunjukkan faktor-faktor yang menjadi kendala dalam implementasi Program Sertipikasi Tanah UKM yaitu adanya kesalahan informasi yang diberikan masyarakat mengenai data yuridis dan data fisik pada persyaratan administrasi, adanya sanggahan dari pihak lain mengenai data fisik dilapangan yang diberikan pemohon, adanya penggunaan jasa orang lain oleh pemohon yang mengakibatkan timbulnya biaya diluar biaya yang seharusnya. Diharapkan kepada pihak Kantor Pertanahan Kabupaten Aceh utara agar dapat meningkatkan penyuluhan kepada masyarakat tentang kegiatan Program Sertipikasi Tanah UKM, sehingga mengurangi kesalahan-kesalahan dalam pengumpulan data yuridis berupa surat menyurat maupun data fisik seperti patok disetiap bidang tanah yang nantinya mengakibatkan terlambatnya proses sertipikat.

Abstract

Issu yang mengglobal saat ini khusus di negara ASEAN, dimana Indonesia merupakan salah satu anggotanya menghendaki peningkatan kesadaran akan peran dan fungsi pemerintah untuk memenangkan daya saing antar negara. Pemerintah Daerah yang merupakan bagian dari Negara Kesatuan Republik Indonesia, harus berperan aktif melahirkan kebijakan melalui berbagai program sesuai dengan potensi dan kearifan lokal yang dimiliki. Harapan kedepan adalah meningkatnya kapasitas Pemerintah Daerah sekaligus masyarakatnya, dengan menyiapkan rencana strategis diberbagai sektor dan bidang seperti sektor tenaga kerja, investasi, industri rumah tangga, badan koperasi, usaha kecil dan menengah, perdagangan, pariwisata, termasuk pemberdayaan para pengusaha agar mampu menciptakan peluang dan daya saing di berbagai sektor dan bidang. Termasuk program pemberdayaan desa (gampoeng) dengan konsep “one village one product”. Kesemuanya ini merupakan kebijakan strategis yang harus dilakukan oleh Pemerintah Daerah khususnya Pemerintah Kota Lhokseumawe, dalam rangka menciptakan keunggulan, daya saing dan produktivitas untuk menghadapi era Masyarakat Ekonomi ASEAN (MEA) yang sedang berlangsung saat ini.

Abstract

The purpose of this research is to identify and describe the evaluation of the Family Hope Program (PKH) along with the obstacles that occur in the evaluation of reducing poverty. The approach used in this study was a descriptive qualitative method. The technique of obtaining data is attained through observation, interviews, and documentation. The results of the study determined that in Dewantara District (North Aceh), 1,929 beneficiary families received conditional social assistance and 133 families who were already prosperous. Besides, there are 8 assistants for the PKH and 1 Coordinator for Dewantara District. The conclusion is that the evaluation of the PKH has not been realized effectively, there are still very poor households that have not received assistance, inaccurate statistical data in the field are found data on the well-off people and data on the poor, children in education who do not meet the 85% attendance requirement, there are obstacles in the process of disbursing funds, changing the period of the village apparatus, beneficiary families not participating in socialization or routine meetings, as well as diverting funds to buy basic daily needs not for educational needs. It is hoped that they can find the best way so that the community can receive the assistance as expected.

Abstract

The Human Resources Development Personnel Agency (BKPSDM) performs an important role in improving the performance of qualified employees through education and training programs that are prepared to answer the needs of public demands. The benefits of training for employees are not only for BKPSDM work productivity but also for ASN personnel after gaining training experience both in the transfer of knowledge, behavior, attitudes, and career duties. The obstacles faced by the BKPSDM of Lhokseumawe City are basically external obstacles, namely the reduction of irrelevant budgets as proposed to carry out the BKPSDM program and the unavailability of building facilities such as halls in carrying out education and training for employees within the local government. Meanwhile, internal obstacles have so far not been found and have not become the main problem to be criticized. Basically, BKPSDM Lhokseumawe City has the task of implementing administrative affairs, compiling annual, medium-term, and long-term work programs. In addition, he is also responsible for the formulation of technical personnel policies, the implementation of education and training for civil servants, as well as administrative services for the smooth implementation of education and training.

Abstract

This study focuses on efforts to implement Government Decree No. 49 of 2018 concerning civil servants with employment contracts (P3K) in northern Aceh. This study uses descriptive qualitative research methods using data collection methods using observation, interviews, and documentation. The results showed that the government's efforts to implement Government Decree No. 49 to 2018 regarding Civil Servants with Contract of Work (P3K) is carried out with the first phase receiving first aid from PTT staff and the agriculture department, while not accepting it for other groups, although in limited circumstances due to local budget constraints. P3K is very useful for the government in filling gaps in various government institutions or institutions. For the community itself, there are several benefits related to P3K, namely by having multiple records, the income earned will be the same as for a civil servant, will receive the same benefits as a civil servant, the application age is higher and can be reduced to the maximum retirement age.
